(Current Based) Question : Anti-development thesis represents a final break from the traditional paradigm of development. Comment. (20 Marks/250 Words)

Model Answer :

The traditional model, proponent of which was Mahalanobis in India aimed at high industrial growth, the fruits of which were expected to percolate to other sectors and hence to the lower strata of the population. Explicit trust in the market forces has been characteristic of the traditional model, however with their mandate limited to profitability there has been little consideration for ecological limits of aspects of equity. Over the years the income disparity gaps have been widening and these have been further accentuated with digital divides and other technological divides.

Anti-development approach propagates a shift from a conventional top down approach to a more inclusive vision of development incorporating the indigenous cultures and traditions that value the ecology and depend on it for their sustenance. It also emphasizes the need to recognize the local governing structures instead of imposition of foreign and alien models on them.

The traditional model has often lacked respect for diversity which the anti-development approach highlights and with emphasis on decentralization it would not have a homogeneous character. However, even though the anti-development model maintained a distanced stance from the traditional development tools, over time it has leveraged the existing systems in order to meet its ends. Some examples are the incorporation of an Environmental Impact Assessment (EIA) while giving an environmental clearance for any development project. EIA must also adopt a participatory approach with engagement of all stakeholders at the planning stage. Forest Rights Act has been another empowering tool at the hands of indigenous communities to exercise control over their natural resources and not be subject to exploitation at the hands of market forces.
