DETAILED INSTRUCTIONS FOR CANDIDATES ATTENDING PERSONALITY TEST BOARD IN RESPECT OF INDIAN ECONOMIC SERVICE/INDIAN STATISTICAL SERVICE EXAMINATION 2015

1. You should bring the following certificates/documents, in original, along with a self attested photocopy of each for verification in the Commission’s office on the day of the Personality Test. (A broad check-list is enclosed):

(i) Matriculation/Higher Secondary or equivalent certificate issued by the University/Board concerned for verification of your date of birth.

(ii) Educational Qualification: The candidate must show the following certificate/degree, in original, in support of his/her educational qualification at the time of PT Board:

1. Indian Economic Service: A Post Graduate Degree in Economics/Applied Economics/ Business Economics/Econometrics from a University incorporated by an Act of the Central or State Legislature in India or other educational Institutes established by an Act of Parliament or declared to be deemed as University under Section 3 of the University Grants commission Act, 1956 or a Foreign University approved by the Central Government from time to time.

2. Indian Statistical Service: A Bachelor's Degree with Statistics/ Mathematical Statistics /Applied Statistics as one of the subject or a Master's Degree in Statistics/Mathematical Statistics/ Applied Statistics from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutes established by an Act of Parliament or declared to be deemed as University under Section 3 of the University Grants commission Act, 1956 or a Foreign University approved by the Central government from time to time

(iii) Scheduled Caste/Scheduled Tribe/Other Backward Classes certificate, in original,(with a copy thereof) in the prescribed form with latest Creamy Layer Clause 2013 issued by the competent authority of the District to which you belong (in case you claim to hold Scheduled Caste/Scheduled Tribe/Other Backward Classes status). The name of the caste/sub-caste mentioned in the caste certificate must be according to the Central SC/ST/OBC lists for this purpose. The certificate should bear Office Seal as also Designation Stamp of the issuing authority.

(iv) Two passport size copies of your photograph (4cm x 5cm approx.) taken recently (say within the preceding three months) and one of them should be self attested. Four extra copies of same photograph may also be kept ready for use at the time of your medical examination.

(v) Physically Handicapped Certificate in the prescribed form issued by the competent authority with the stamp of the issuing authority (applicable for Candidates claiming Physically
Handicapped status)

2. It is further stated that even if you do not present yourself for the Personality Test, you are required to submit the Original Certificates called for in Para 1 above to the Commission’s Office for verification within 3 days of the date fixed for your Personality Test or earlier with a view to prove your eligibility for the examination failing which your candidature for the Special Class Railway Apprentices’ Examination, 2015 will be cancelled and you will not be entitled to know your detailed result/marks.

3. You should bring duly filled in T.A. Bills (two copies ) in respect of the onward and return journey respectively to facilitate the settlement of Commission’s contribution towards travel expenses on the date of your Personality Test (applicable to outstation candidates only). The payment of Commission’s contribution is subject to the production of proof of your journey and verification of your eligibility.

4. Please note that even if you are declared successful on the basis of the result of the Examination, you will not be appointed unless you are found to be eligible, inter-alia, in terms of the Rules for the Indian Economic/Indian Statistical Service Examination, 2015.

5. Your specific attention is invited to Para 18 of the Rules for the examination in terms of which -medical examination shall be conducted in respect of candidates who are declared successful by the Commission on the basis of Indian Economic/Indian Statistical Service Examination, 2015. You are advised to read carefully the provisions contained in Appendix III (Regulations for the physical examination of candidates) in the rules for Indian Economic/Indian Statistical Service Examination, 2015 as published in Gazette of India dated 21st February, 2015 and uploaded on Commission’s website.

6. Mobile Phones, Pagers Cameras, Bluetooth, Recording device, i-pads, pods, palm tops or other electronic or communication devices are not allowed inside the premises of the Union Public Service Commission. Any infringement of these instructions may entail cancellation of candidature and disciplinary action including ban from future examinations/selections. The candidates are advised in their own interest not to bring any of the banned items to the UPSC premises, as arrangements for safekeeping cannot be assured and those will not be allowed to be carried inside the Commission’s premises.

7. Please bring this letter with you when you come for Personality Test and report at Reception at Gate No.2, UPSC, Dholpur House, New Delhi. Failure to do so may please result in denial of entry into the Commission’s premises.

8. Any change in your postal address and /or e-mail should be communicated to this office at once.

9. You should also send the enclosed copy of the Attestation Form duly filled in along with six photocopies of the enclosed Attestation Form thereof duly signed in ink with one passport size photograph (4c.m. x 5c.m. approx.) pasted on each of them within 15 days from the date of issue of this letter direct to the Secretary, M/o Statistics and Programme Implementation, (ISS Section) Sardar Patel Bhawan , Sansad Marg, New Delhi-110001 in case of candidate for Indian Statistical Service Examination 2015 and to the Secretary, M/o Finance, D/o Economic Affairs (Indian Economic Service Division) North Block, New Delhi-110001 in case of candidate for Indian Economic Service Examination 2015. Kindly note that these Attestation Forms will not be accepted at the Commission’s Office.

10. The prescribed format/proforma of SC/ST/OBC/PH CERTIFICATES/ATTESTATION FORM/T.A. FORMS may be downloaded from the Commission’s website www.upsc.gov.in.

11. IF YOU ARE A PHYSICALLY HANDICAPPED CANDIDATE, DETAILS OF ASSISTANCE REQUIRED BY YOU, IF ANY, DURING THE PERSONALITY TEST/INTERVIEW MAY ALSO BE INTIMATED IMMEDIATELY TO ENABLE THE COMMISSION TO MAKE SUITABLE ARRANGEMENTS.

12. Please acknowledge the receipt of this letter IMMEDIATELY indicating your Roll Number. If you are an outstation candidate, please also state the address at DELHI where you intend to stay.
