Karnataka Public Service Commission

The Karnataka Public Service Commission (KPSC), established in 1951 under the provisions of the Constitution, recruits candidates to the various civil services across the state. The selection is done on the basis of marks scored by candidates in the commission’s examination (preliminary and main) and personality test. For some services in the state, the commission only conducts written competitive examination or takes a personality test of the candidate.

The very first office holders where Sri. H.B. Gundappa Gowda, as Chairman, Sri George Matthan, and Sri H.M. Mallikarjunappa, as Members of the Commission. The Chairman and Members assumed charge of their office on the 19th, 23rd and 25th May 1951, respectively. Since then, 12 Chairmen and 55 Members have been appointed to the Commission by Government.

Functions:

According to the article 320 (1) of the constitution, the Karnataka Public Service Commission conducts examinations for recruitment of candidates to the various services of the state. The selection of candidates to the various categories of post in the state civil services is made on the basis of
  1. Both Competitive Examination and Personality test.
  2. Only by Interview
  3. Only by Competitive Examination
Following rules and regulations are adhered to while making selection of the candidates by the Commission:
  1. The Karnataka Civil Services (General Recruitment) Rules 1977.
  2. The Karnataka Recruitment of Gazetted Probationers (Appointment by Competitive Examination) Rules, 1997.
  3. The Karnataka Public Works Engineering Department Services (Recruitment of Assistant Executive Engineers Division-I by Competitive Examination) Rules 1973 and theKarnataka Recruitment of Assistant Executive Engineers- Division-I (Special) Rules, 1979.
  4. The Karnataka Education Department Services (Department of Public Instruction) (Recruitment) Rules, 1967.
  5. The Karnataka State Civil Services (Direct Recruitment by Selection)Rules, 1973.
  6. The Karnataka Civil Services (Recruitment to the Ministerial Post)Rules,1978.

Examination Processs:

The examination is a three stage process:

Stage I: Preliminary Examination (Objective Type) for the Selection of candidates to the main examination; and

Stage II: Main Examination (Written Examination) for selection of candidates to the personality test.

Stage III: Personality test: For final selection of candidates to various posts/ cadres.

Eligibility:

Academic: Graduation

Age : 21-30 years. relaxable for SC/ST/BT/BC candidates.

Note: Examination is followed by a Personality Test.
