Delhi archives has embarked on a journey to realize the vision of transforming Delhi into cultural and heritage capital and a vibrant Centre for heritage lovers. The Government of

NCT  of  Delhi understands the importance of heritage in shaping a society and strives towards taking the heritage from its confines to the general public. Despite best efforts, the

department experiences an under supply of human resources which limits the bandwidth of the team for research, continuous thinking, prompt execution of the schemes, documentation

and community engagement. In order to bridge this gap,

Accordingly, Delhi Archives has instituted a Fellowship programme in the field of Archives for research and development. Fellowship aims to support research in the field of Archives, Conservation, Research & Publication, Digitization & Micro-filming and other various fields with the sole aim to preserve the archival heritage of the historic capital city of Delhi.

1.  AIMS AND OBJECTIVES

Fellowship  programme  in  Archives  includes  Senior  Research  Fellow  (SRF)  &  Junior

Research Fellow (JRF).

Fellowship  includes  range  of  activities  like  Research  and  Development  in  the  field  of

Archives, Conservation of Archival Records, Management of Records/Materials on archival standards,  use  of  Information  Technology  for  the  development  of  archival  friendly

environment, publication based on archival research, exhibitions, oral history programme

etc. It is to be encouraged that fellows focused on undertaking research in Archival field which is underdeveloped with special focus on the history of capital city of Delhi. It will however not include projects or activities that have already taken place, which do not involve or benefit any further in the field of Archives.

The proposed Fellowship aims to attract outstanding young men and women from Delhi, to work in tandem with Department of Delhi Archives. While the term of a fellowship would be

one  year,  extendable  by  one  more  year  maximum,  the  fellowship  will  be  an  on-going programme of Department of Delhi Archives.

The Department is determined to engage with young and brilliant minds of Delhi, which are passionate and dedicated towards the cause of archival heritage in its relation to the society.

On one hand the Department’s intent is to benefit from the diverse talent pool of young leaders  in  the  field  of  heritage  while  giving  an  opportunity  to  them  to  understand  the

functioning of the Government and become a part in the on-going endeavours towards the growth of heritage in capital city of Delhi.

SRF & JRF will be selected from a wide range of academic and professional disciplines from amongst those emerging as leaders in their field. They will help in creating a dynamic work environment which is open to new innovations and ideas. They will become instrumental in

research work for the Department. The need for novel methodologies is vital in the rapidly changing world in the light of technological advancements.

They should have a clear interest, aptitude and commitment to public service. They will work

in synergy with the Delhi Archives for the implementation of Government of NCT of Delhi’s policies and projects.

The Government of NCT of Delhi stands to gain from energy and new ideas of freshly post- graduated and M.Phil/ PhD scholars, to be applied to policy and decision-making processes,

especially with a focus on heritage of city.

2. NUMBER OF FELLOWS

There would be 10 SRF in the fellowship programme and 05 JRF. The number of fellows in each category may also be changed from time to time with the approval of Secretary (ACL)

keeping in view of emergent requirements.

3.  AGE LIMIT

Upper age limit is up to 40 years as on the last date for submission of application (proof to be submitted). However, for the fellowship in Oriental Languages, there  is no age bar considering the few number of language knowing experts in the field and to save the dying

language.

4. TENURE OF FELLOWS

The  Fellowship shall be  of  maximum  one year  duration  to allow talented, experienced

professionals to contribute meaningfully from design to execution. A performance review will be conducted at the end of every 3 month, after which the fellowship may be extended for further period. Fellowship can extended to Outstanding Fellows on the recommendation of Committee and with approval of Competent Authority.

5. STIPEND

To attract talented youth, it is important to provide competitive stipend given the length of commitment and cost of living in Delhi. A stipend of Rs.50,000/- per month shall be paid to

each SRF and Rs. 25,000/- to each JRF.

 

The amount so received as stipend shall be subject to TDS as per Income Tax Act.

6. SCOPE AND FOCUSED WORK AREAS

The following streams will be available in the first cohort of the Fellowship. The streams may be altered or expanded as and when the Department launches new projects/programmes. The fellows shall be distributed amongst these indicative streams as per need assessed and

determined.

The candidate must display capability for innovation and efficient use of technology for knowledge dissemination and promotion through  Social  Media.  Scope  of  work  of SRF :-

a)  To  create  communication  channels to inform and spread awareness about    archival   heritage   amongst youth and general public of Delhi.

b) To design, create and distribute a journal on heritage that allows space

for different stakeholders to express

themselves,  share  announcements, network and showcase their work.

c)  Fellows are expected to assist Delhi

Archives   in   content   management and publicity material.

d)  To develop and maintain a website Archives  with  regular  updates  of ACL programs/ initiatives.

e) To create, develop and distribute engaging content promoting heritage

in the form of audio-visual promos for social media.

f)   Publicize   Delhi   Archives   through

Social Media.

g)  3  years  of  work  experience  as  a

Media Manager or similar

h) Demonstrable    experience    with building effective media campaigns.

i)   Community outreach

j)    Good        communication        skills, organizational, leadership and team

building skills.

8. Desired Skills

a)

Candidates should have excellent communicating skills, a high degree of empathy, an

ability to pay attention to details and the ability to work effectively in challenging environments.

b)

Candidates should have strong oral and written communication skills in Hindi and

English.

c)

Candidates must be proficient in basic word-processing, data-processing and presentation tools like MS Office, Excel and Power Point. They must be adept at communicating through online mediums and conduct research on the internet.

d)

Candidates need to be willing to bring integrity of purpose, a commitment to hard work and must be flexible in their working hours (as events and programmes often take

place  over  the  weekends  and  on  holidays)  as  well  should  be  comfortable  with extensive travelling across the city.

e)

The Fellows will work on full time basis and 8 Casual Leaves, 2 Restricted Holidays and usual Gazetted Holidays are admissible to Fellows subject to prior approval.

f)

Fellows are not entitled for any other allowance admissible for regular government employees.

g)

Fellows does not have any claims on regular posts exists in the government.

h)

Candidates must be willing to travel extensively within Delhi using their own or public transport and engage with multiple stakeholders.

 

9.  PRESCRIBED DOCUMENT  FOR SUBMISISON OF APPLICATION FOR FELLOWSHIP

a)

Application Form in prescribed format

b)

A research brief that should include title, summary, brief literature review, scope and methodology for research to be covered under the study. The brief should not exceed

three A4 pages in font size 12.

c)

A bank draft for Rs. 500/- drawn in favour of the DDO, Department of Delhi Archives.

However, the Scheduled Caste & Scheduled Tribe candidates may submit bank draft for Rs. 250/- only.

d)

Letters of recommendation - Individuals can write letters in support of their area of research. A support letter should explain to the selection panel how the research will

benefit the applicant and can contribute in the field of Archives. You should submit no more than three letters of support, with each letter not exceeding one A4 page.

e)

Not more than 1000 word essay on why the applicant is undertaking the research and how they expect it to impact their career in the relevant field. This may be written in Hindi or English.

f)

Proof of residence in Delhi.

g)

Copy of PAN Card

h)

Undertaking that the Candidate is not in Government service and not receiving any

grant/  fellowship/scholarship/stipend  or  any  other  financial  help  from  the  Central

Govt/State Govt./ PSU/ Corporation etc.

10. IMPORTANT GUIDELINES

a)

Only one application in any one field from one individual will be considered. In case a candidate  submits  more  than  one  application  he/she  will  not  be  eligible  for

consideration.

b)

Incomplete application forms will be rejected without review.

c)

The information and the facts given in the application form must be true and correct. In

the  event  of  any information as furnished  in the  application form  is found to  be incorrect the application will not be considered. In case of any change in address/telephone number, the fellow shall inform the Department of Delhi Archives in writing within a week.

d)

Fellow will be provided requisite infrastructure & stationery for the research & development along with TA (applicable only for travelling out of Delhi) for scheduled programme as per Government rule.

e)

In  the  event  of  selection,  the  candidate  shall  have  to  complete  formalities  duly prescribed by the Department.

f)

In case, the fellow wishes to leave the Fellowship, he/she has to give one month notice in advance and also liable to refund the drawn fellowship amount with interest

@ 12 % p.a.

g)

The selected applicant hereby called SRF/JRF will have to take the research for the

complete period of one year. In   case he/she discontinues, he/she will be liable to refund the drawn fellowship amount with interest @ 12 % p.a.

h)

If during the course of receiving the fellowship, any information submitted by the fellow

is found incorrect, the fellowship will be terminated and the candidate will have to refund the grant along with the interest penalty @12% p.a.

i)

In case research work is published, the Department of Delhi Archives will have copy right on the aforesaid published material.

j)

Evaluation of the fellow - The fellow/s will be evaluated every three months based on the  criterion  and  objectives  set  aside  as  outcomes  by  the  fellow.  Besides,  the

Department of Delhi Archives may set assessments of research work from time to time. If the progress is not found satisfactory, the fellowship may be withheld or even

terminated.

k)

Fellowship is awarded as full time job and no other work is allowed during fellowship period.

l)

The  fellow  will  be  expected  to  be  present  for  workshops/seminars/symposia  and

events that will be conducted by Department of Delhi Archives from time to time.

m)

The fellow shall have to abide by the instructions as and when issued subsequently by the Department of Delhi Archives.

n)

In the event the fellowship is cancelled during half yearly performance review, the fellow/s will not be eligible to re-apply for this fellowship unless otherwise determined

by Selection Committee.
