:: Eligibility Conditions ::

Nationality:

(1) For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India.
(2) For other services, a candidate must be either :—

(a) a citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with
the intention of permanently settling in India.

Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

Provided further that candidates belonging to categories (b), (c) and (d) above will not be eligible for appointment to the Indian Foreign Service.

A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.

Minimum Educational Qualifications :

The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Note I :

Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared qualified by the Commission for taking the Civil Services (Main) Examination will be required to produce proof of passing the requisite examination with their application for the Main Examination failing which such candidates will not be admitted to the Main Examination. The applications for the Main Examination will be called sometime in the month of October/November, 2015.

Arvind Saxena, in-charge of Aviation and Research Centre of external snooping agency RAW, was appointed as a member of UPSC becoming the first officer of 32-year Research and Analysis Service to be named to the commission.The ARC carries out aerial surveillance of borders using its unmanned aerial vehicles and other aircraft including MIGs and helicopters. It also has the responsibility with IAF to transport Special Frontier Force commandos.

After the appointment of Saxena, who was due to retire in August, Union Public Service Commission (UPSC) is left with only one vacancy. The UPSC is a 10-member body besides a Chairperson.

The paragraph 10 of the Important Instructions mentioned on the e-admit card for Indian Economic Service/Indian Statistical Service Examination, 2015 has been amended to read as follow:

“10. Articles permitted inside Examination Hall: “Battery operated pocket calculators of ‘non-programmable’ type only, mathematical/engineering/drawing instruments, including a flat rule divided on the edges into inches and tens of an inch and into centimeters and millimeters, a slide rule, set squares, a protractor and a pair of compasses, pencils, coloured pencils, mapping pens, erasers, T-squares and drawing board for use wherever necessary.

Candidates are not allowed to bring with them any ‘Tables or Charts’ for use in the Examination Hall. Mobile phones, Bluetooth or any other communication devices are also not allowed inside the premises where the examination is being conducted. Any Infringements of these instructions shall entail disciplinary action including ban from future examinations”

Candidates who appeared in civil services preliminary examination in 2011 will get an extra chance this year. The move comes following an assurance given by the government in this regard last year.

"Candidates, who appeared in civil services examination 2011, may be given one more attempt in 2015," Union Minister Jitendra Singh had said in Parliament in August last year.

(2) A large group of students had in July last year protested against the pattern of civil services examination conducted by the Union Public Services Commission (UPSC).

The Government on Wednesday notified that one of the two papers in the prelims (screening test), the Civil Services Aptitude Test (CSAT), will only be a qualifying paper.

This means the marks scored in CSAT, or the General Studies II paper as it is officially called, would not be counted, provided the candidate scores a minimum of 33 per cent marks in this paper.

Instead, the general studies paper I will be taken into consideration for ranking successful candidates for main examination. The preliminary exam is scheduled to be held on August 23.

Since its introduction three years ago, the CSAT paper has been seen as benefiting urban students and technology and management graduates as it tests reasoning and little mathematical aptitude besides English language and comprehension abilities of the candidates.

“However,, the new pattern is definitely going to benefit rural and semi urban candidates as well as non-technology graduates because CSAT has become a glass ceiling for them since its introduction,” V Gopala Krishna, Director of Braintree India, a coaching institute here, told BusinessLine. The profile of candidates appearing for civil service has also undergone change for the last three years, thanks to CSAT with more B.Techs and MBAs preferring to take the exam because of their experience in preparing for similar tests such as IIT entrance and CAT.

“The new pattern removes the edge for management and technology graduates and will make it more representative,” says Krishna.

An Expert Committee would be constituted to comprehensively examine various issues raised from time to time namely, eligibility, syllabus, scheme and pattern of Civil Services Examination.

Till such time the Government takes decision on the recommendation of the above Committee, the General Studies Paper-II(CSAT) in the Civil Services(Preliminary) Examination will remain a qualifying paper with a minimum qualifying marks fixed at 33%.

Remember that there is no substitute to hard work. No one will come and help you. You have to finish the entire course by yourself. Civil Service competition is like a marathon race. The aspirants of civil services are well educated and more than 50 per cent of the candidates are serious ones. One, who has the confidence that he can compete in this examination and succeed, only will appear. UPSC statistics also reveals that around 50% of the total applicants only appear in the Preliminary exam and could not be able to appear in the Mains Exam.

Among the 50 per cent of the serious candidates, more than 20 per cent are hard workers, i.e. more than 50, 000 candidates are competing, and who are really hard working. There are hardly around 900 posts in all. So, to make it to the 900, one has to be really put in real hard work, good writing skills, unique style all put together. One should understand that it is not a university examination. We can say the hard work one of the first pre-requisites for the success.

There is no short cut to success and hard work never goes unrewarded. There are many ups and downs during the course of preparation. It is the "downs" which need to be tackled more vigorously and skillfully - more so at the emotional and psychological level. Remember these lines - "what you build for years, may be broken down in a single moment - build anyway".

DEDICATION: Dedication towards your duty always pays in life. Be totally dedicated and focused in your studies. You have to sacrifice something like movies, parties, and entertainments etc. at this stage of your life to achieve bigger things. Just work day in and day out and go on and on. One should have dedication towards the goal otherwise it is very difficult to achieve.

PATIENCE: As the CSE preparation spans a minimum of one year, right from the Preliminary stage to the interview state, it requires a lot of patience to maintain your tempo. At times you may feel tired and sick of further studying during the course of your preparation. Maintain your cool and patience and so on to break the monotony of studies. Talk to friends and parents. They will provide with you with the much-needed emotional support. If you don't get through, don't get frustrated. Don't slow down your tempo and at the same time you should keep patience for another year to reap the fruits of success. So one should not lose patience and the tempo throughout the preparation period till success.

Govt spent Crores on Free IAS Coaching: No Selection in 5 Years


Study circles set up by the state government to provide free coaching for poor students to crack the UPSC civil services exam and other competitive exams have turned out to be “white elephants” in Telangana.

Though more than Rs 225 crore was spent on these study circles, not a single student from these circles has been selected for IAS in the last five years. On the other hand, the Tamil Nadu and Odisha governments’ study circles have become “role models” sending scores of students from poorer sections to the All India Services every year.

The government spends nearly Rs 3 crore per year to run each study circle. The circles have been set up at each district for BC, SCs and STs separately. In undivided Andhra Pradesh, these study circles had the capacity to train 50,000 students per year. After the bifurcation, TS has the capacity to train 30,000 students.

In 2010-11, 47 students were trained for civils in TS, but none got selected. Similarly, 57 students were trained in 2011-12, 56 in 2012-13 and 60 in 2013-14, but none made it to the final selection list. They could not even make it to the interview stage.

Central Armed Police Forces (Assistant Commandants) Examination, 2015

EXAMINATION NOTICE NO.08/2015-CPF

No.11/4/2014-E1(B) : The Union Public Service Commission will hold a Written Examination on 12th July, 2015 for recruitment of Assistant Commandants (Group A) in the Central Armed Police Forces (CAPF) viz. Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police
(ITBP) and Sashastra Seema Bal (SSB).

The Examination will be held in accordance with the Rules for the Examination published by Ministry of Home Affairs in the Gazette of India dated 25th April, 2015. The date of holding the examination as mentioned above is liable to be changed at the discretion of the Commission.

The tentative number of vacancies to be filled on the results of the examination is as follows :

Age Limits :

(a) A candidate must have attained the age of 20 years and must not have attained the age of 25 years on 1st August, 2015, i.e. he/she must have been born not earlier than 2nd August, 1990 and not later than 1st August, 1995.

(b) The upper age limit prescribed above will be relaxable.

Minimum Educational

Qualifications: A candidate must hold a Bachelor’s degree of a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or possess an equivalent qualification.

FEE :

Candidates (excepting Female/SC/ ST candidates who are exempted from payment of fee) are required to pay a fee of Rs. 200/- (Rupees Two Hundred Only) either by depositing the money in any Branch of SBI by cash, or by using net banking facility of SBI, State Bank of Bikaner & Jaipur/State Bank of Hyderabad/ State Bank of Mysore /State Bank of Patiala/State Bank of Travancore or by using Visa/Master Credit/Debit Card.

Avinash emerges champion in National junior snooker

  • Avinash Kumar continued his giant-killing spree to win his maiden National junior snooker title at the BRC. The 20-year-old Delhi cueist won all his round-robin semifinal league games, losing just three frames.
  • “He played spectacular snooker. His extraordinary show has caught the attention of everyone in this National meet,” said former World billiards champion Manoj Kothari.
  • “We will try and get him scholarship from one of the oil companies,” he informed. Avinash, whose parents migrated to Delhi from Patna, did not drop a single frame.
  • Playing his second league game against Hritik Jain from Madhya Pradesh, Avinash was thrashed 1-63 in the opening frame. “I came to the venue late and hardly had time to warm-up,” he said.
  • “Though I won the second frame I was still not be able to focus well. I got my rhythm back in the fourth and there was no stopping me.” Avinash lost the first frame to S. Shrikrishna of Tamil Nadu 11-72 in the final league game only to take the next four in a row.
