The girl child’s discrimination is rampant in India, it runs acros all caste, creeds and religion etc. It manifests itself in various forms. Discrimination with the girl begins even before her birth in the form of female foeticide and continues afte the birth. The adult sex ratio fell from 972 females for every 1000 males in 1901 to 927 in 1991. It has increased in last two decades. It has increased to 933 in 2001 and 940 in 2011, but the child sex ratio (ages 0-6) have dropped from 945 in 1991 to 914 in 2011. Child sex ratio has declined sharply since 1991. Sex selective abortions are mostly blamed on technology, but technology alone is not responsible for this problem. Along with technology mindset and male dominated society are also responsible. According to Amartya Sen there are two main inequalities which are present against Girls. They are educational inequality and health inequality. There is a proverb saying” Educate a man, you will educate one but educate a women, you will educate a nation”. By the age of 18 girl children have received on average 4.4 years less education than boys. In India, the Ministry of Human Resource Development showed the average enrolment rate of girls, ages 6-14 and 14-18, as 93.47% and 36.77%. But they also show the 61.5% of girls drop out of school before completely class XII. Amartya Sen also says that there are more than a hundred million women missing in the world of which India has 37 million missing women by 1986. According to UNICEF, in 1984 in Bombay out of the 8,000 abortions that took place, 7,999 of them were girls.

Instructions to the Candidates for filling online applications

Candidates are required to apply Online using the website www.upsconline.nic.in.

Salient features of the system of Online Application Form are given hereunder :

  • Detailed instructions for filling up Online applications are available on the above mentioned website.

  • Candidates will be required to complete the Online Application Form containing two stages viz. Part-I and Part-II as per the instructions available in the above mentioned site through drop down menus.

  • The candidates are required to pay a fee of Rs.100/- Rupees One Hundred only) [excepting SC/ST/ Female/Physically Handicapped candidates who are exempted from payment of fee] either by depositing the money in any branch of SBI by cash, or by using net banking facility of State Bank of India/State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/ State Bank of Patiala/State Bank of Travancore or by using any Visa/Master Credit/ Debit Card.

  • Before start filling up of Online Application, a candidate must have his/her photograph and signature duly scanned in the jpg format in such a manner that each file should not exceed 40 KB and must not be less than 3 KB in size for the photograph and 1 KB for the signature.

  • The Online applications (Part I and II) can be filled from 23rd May, 2015 to 19th June, 2015 till 11.59 p.m., after which link will be disabled.

  • Applicants should avoid submitting multiple applications. However, if due to any unavoidable circumstances, any applicant submits multiple applications then he/she must ensure that the applications with higher RID is complete in all respects.

  • In case of multiple applications, the applications with higher RID shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID.

  • The applicants must ensure that while filling their Application Form, they are providing their valid and active E-Mail IDs as the Commission may use electronic mode of communication while contacting them at different stages of examination process.

  • The applicants are advised to check their emails at regular intervals and ensure that the email address ending with @ nic.in are directed to their inbox folder and not to the SPAM folder or any other folder.

  • Candidates are strongly advised to apply online well in time without waiting for the last date for submission of Online Applications

First fully visually-challenged woman come out successful in IAS Exam

Beno (25) holds the distinction of being the first fully visually-challenged woman candidate to overcome the challenge of the UPSC examination and come out successful.

“Thanks to the unwavering support of my parents who read to me everyday, I made it. I hope in the future, the government can make books and reading material widely accessible to other visually challenged students to help them in their UPSC dreams as well,” said Beno, who holds Bachelors and Masters degrees in English Literature and is now working towards a Phd degree from Bharathiyar University.

A bench of justices Mukta Gupta and P S Teji asked the Union Public Services Commission (UPSC) and Department of Personnel and Training (DoPT) why transgender category has not been included as an eligibility criteria for the exam, when the Supreme Court had declared such individuals as a third gender.

"Despite the Supreme Court judgement of April 15, 2014, you are doing this. Why? Do you want to disqualify them (transgenders) straight away?" the court asked while issuing notice to UPSC and DoPT and seeking their reply by June 17.

The Government notified that one of the two papers in the prelims (screening test), the Civil Services Aptitude Test (CSAT), will only be a qualifying paper.

This means the marks scored in CSAT, or the General Studies II paper as it is officially called, would not be counted, provided the candidate scores a minimum of 33 per cent marks in this paper.

Instead, the general studies paper I will be taken into consideration for ranking successful candidates for main examination.

The preliminary exam is scheduled to be held on August 23.

About 4.5 lakh candidates applied for the preliminary exam held last year of which 18,000 people were qualified.

Important Instructions For Filling UPSC Civil Services Pre Online Application 2015


Applicants are requested to note that before filling the online application they may have a careful look on the common reasons where an applicant’s online application is being rejected by the Commission. Applicants are therefore advised to be careful enough so that chances of their applications being rejected are minimized to the best possible extent and their effort is not lost due to the reasons which can be avoided by them if they remain slightly more careful while submitting their application to the Commission. The Experience of Commission (UPSC) shows that major rejection happens due to the following reasons.

(a) Application being rejected on the grounds of bad quality of submitted photograph.
(b) Application being rejected on the grounds of bad quality of submitted signature.
(c) Application being rejected on the grounds of swapping of photograph with that of signature.
(d) Only PART-I of the application submitted to the Commission and thus their application is incomplete because of non-submission of PART-II.
(e) Applicant submitted multiple applications, however fee deposited (TID**) against a particular application (RID*) is mentioned for other application having different RID.
(f) Applicant having submitted PART-I, but failing to complete PART-2 registration. Applicant must complete PART-2 registration by uploading appropriate photograph and signature, paying admissible fee and giving his choice of examination centre for CS(P), etc.
(g) Application being rejected on the grounds of non submission of payment proof to the Commission within specified time in case of fictitious payment ***cases (which are intimated to the applicant through e-mail as well as published on the website of the Commission within 2 weeks after the last date of receipt of online application).

* TID is Transaction ID, which is given by Bank official when the applications deposit his/her fee through “Cash” mode. TID is automatically generated when “Internet Banking” or “credit/debit card “mode is used for making the fee payment. ** RID is Registration ID, which is generated by the system when the application completes PART-I registration of his/her application. ***Fictitious payment cases are those cases for which the Commission does not receive any information from the bank authorities to which the applicant has claimed to have deposited his/her fees.

INSTRUCTIONS FOR FILLING ONLINE APPLICATION FORM for Civil Services (Preliminary) Examination 2015

1. Applicants are advised to carefully go through the detailed Notice of Civil Services Examination, 2015 – No. 09/2015-CSP and 10/2015-IFoS, which can be viewed on the website of the Commission (www.upsc.gov.in) in Examination submenu.

2. To apply for CS (P), applicant should click on the link available on the website of the Commission (www.upsc.gov.in) (UPSC ONLINE APPLICATIONS). This will take the candidate to the http://www.upsconline.nic.in/. OR The applicant can directly visit http://www.upsconline.nic.in/ website to fill up the application. Screen as given will appear.

3. Click on “ONLINE APPLICATION FOR VARIOUS EXAMINATIONS OF UPSC” link. This would take you to the sample screen as shown below:

5. Click on the Part 1 registration given against Notice No. 09/2015-CSP. This will lead you to the Part 1 Registration Form. The Part-I Registration is done in 2 steps in which the applicants have to fill in the requisite information, particulars and details asked for.

6. Applicant must fill in all the required fields. Fields marked with red STAR (*) are mandatory and essential to be filled in by the applicant.

6.1 Name: As recorded in the Matriculation/Secondary Examination Certificate. Applicants are not to use any prefix such as Mr. or Ms. etc unless their name consists of only 3 letters, as 4 letters are mandatory for NAME field.

6.2 Gender: To select from Male/Female.

6.3 Date of Birth: As recorded in the Matriculation/ Secondary Examination Certificate

6.4 Father’s Name: Applicant should not use any prefix such as Shri or Dr. etc.

6.5 Mother’s Name: Applicant should not use any prefix such as Shri or Dr. etc. ?

6.6 Nationality: Should opt from Indian/Others. Applicant should note that only Indian citizens are eligible for Indian Administrative Service/Indian Police Service.

6.7 Marital Status: Applicant should choose from Unmarried /Married /Widow/ Widower/ Divorcee.

6.8 Physically Challenged: Applicant should indicate by ‘Yes/ No’.

6.9 PH Category: There are three categories i.e Ortho, Blind/Low Vision, and Deaf-Mute. Applicants with less than 40% disability will be considered as NON-PH and they are not eligible for claiming age relaxation under the Rules. For other details, applicant may refer to the Detailed Notice of this Examination.

The written result of the Special Class Railway Apprentices’ (SCRA) Examination, 2015 has been declared by the Commission and the same is available on the Commission’s website, http://www.upsc.gov.in. The candidature of all candidates who have qualified for Interview/Personality Test is PROVISIONAL subject to their being found eligible in all respects. It is informed that all the written qualified candidates are required to fill up and submit the Detailed Application Form (DAF) ONLINE followed by sending of ink signed copy of the printout of DAF along with their photographs and all relevant documents to the Commission. The DAF shall be available on the Commission’s website from 08.06.2015 to 17.06.2015 till 11.59 P.M. Important Instructions for filling up and submitting the ONLINE DAF will also be available on the website along with the Rules of SCRA Examination, 2015. The last date for the receipt of printed copy of DAF (ink signed) along with relevant documents is 22.06.2015. In the event of non-receipt of ink signed copy of DAF, the candidature will be cancelled without any further notice. The candidates are also required to bring a printed copy of the DAF duly signed (by the candidate) along with original documents and a photocopy each thereof at the time of interview. The candidates must also check before hand their certificates in accordance with the important instructions available on the website of the Commission with regard to the certificates that are required to be produced at the time of Interview.
