Who is a Good Samaritan?

  • Good Samaritan or helpful bystander is a person who offers help to the accident victim without the anxiety of any criminal or civil liability.

Why is there a need for Good Samaritan law/scheme?

  • As per the 201st report of the Law Commission of India, “Over 50 percent of those who die in road accidents can be saved with timely medical care within the first one hour."
  • 50% of the road accidents can be avoided if rapid assistance is provided.
  • 1.42 lakh people died in the road accidents in 2014.
  • As per save life foundation data, 3 out of 4 people in India are hesitant to help accident victim due to fear of legal authorities and counter questions.
  • To enable bystanders to come forward and help injured persons, a supportive legal and ethical environment is needed. In the absence of an efficient emergency medical services (EMS) system in India, bystanders can play a crucial role in ensuring that a road accident victim gets immediate help within the ‘golden hour’ period.

:: Ujjwala Yojana ::

Pradhan Mantri Ujjwala Yojana - Scheme for Providing Free LPG connections to Women from BPL Households. Under the scheme, Rs 8000 crore has been earmarked for providing five crore LPG connections to BPL households. The Scheme provides a financial support of Rs 1600 for each LPG connection to the BPL households. The identification of eligible BPL families will be made in consultation with the State Governments and the Union Territories. This Scheme would be implemented over three years, namely, the FY 2016-17, 2017-18 and 2018-19.

This is the first time in the history of the country that the Ministry of Petroleum and Natural Gas would implement a welfare scheme benefitting crores of women belonging to the poorest households.

Government Plan Programme Policies for UPSC Exam


:: PRAGATI Platform ::

The PRAGATI platform has been launched by the government. This program uniquely bundles three latest technologies: Digital data management, video-conferencing and geo-spatial technology. This platform also helps in increasing the cooperation between the different layers of governance; Centre and State. The Prime Minister with the help of this platform will be able to look at the ground situation while interacting with the officials. Immediately after assuming office, the Prime Minister had shown his keenness to design a credible mechanism for redressal of Public Grievances. He was equally keen to see that programmes and projects launched by the Central and State Government(s) are monitored properly for timely implementation and desired outcome. With that spirit and for holistic development of the country, it was also felt necessary to facilitate from the Union Government level the projects of the States. Accordingly, with the three objectives of: Grievance Redressal, Programme Implementation and Project Monitoring, an IT-based redressal and monitoring system has been designed. It will combine Data Management and Analysis, Geo-spatial Applications as well as Video-conferencing. The application will be accessible to the Secretaries of the Government of India and the State Chief Secretaries.

Key features of the PRAGATI application are as follows:

  • It is a three-tier system (PMO, Union Government Secretaries, and Chief Secretaries of the States);
  • Prime Minister will hold a monthly programme where he will interact with the Government of India Secretaries, and Chief Secretaries through Video-conferencing enabled by data and geo-informatics visuals;
  • It will be held once in every month on Fourth Wednesday at 3.30 PM-to be known as PRAGATI Day.
  • Issues to be flagged before the PM are picked up from the available database regarding Public Grievances, on-going Programmes and pending Projects;
  • The system will ride on, strengthen and re-engineer the data bases of the CPGRAMS for grievances, Project Monitoring Group (PMG) and the Ministry of Statistics and Programme Implementation. PRAGATI provides an interface and platform for all these three aspects.
  • The issues flagged are uploaded seven days prior to the PRAGATI day (i.e. on third Wednesday of every month). These issues can be viewed by the Union Government Secretaries and Chief Secretaries after entering into the application;

What is G20?

  • It came in the aftermath of Asian financial crisis of 1999 and is a forum of governments and central bank governors from 20 major economies.
  • Its purpose is to study, review, and promote high-level discussion of policy issues pertaining to the promotion of international financial stability
  • Summit level meeting was initiated after financial crisis of 2008. Therefore since then 3 separate meetings are held head of state(Summit level), finance ministers meet, central bank governors meet.
  • G20 does not have a Secretariat, does not have any staff working for it, and it is basically a leader led forum.
  • The recommendations of G20 are advisory in nature.
  • It is up to the host country to set up the agenda. The common agenda in all these meeting ‘How to have transparent, better, and effective global economic governance and how to promote growth’.
  • The forum provides an opportunity for bilateral and multilateral meetings.

Which are those 20 Economies/Countries?

  • 19 countries: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, South Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, United Kingdom, United States.
  • And European Union which os represented by European Commission and the European Central Bank.
