Upper age limit for UPSC exam may soon be reduced to 26 years


In what may herald a significant change in the system of the civil services entrance test, ET Now has quoted sources to state that UPSC could soon rework the age criteria of the highly prestigious examination.

Currently, the lower limit for the marquee exam is fixed at 21 years, while the upper limit is 32 years for general category candidates. The age limits vary in case of caste-based reservations.

Sources have reportedly told ET Now that the existing age criterion might be axed soon, and that the upper limit might be brought down. If that comes to be, the upper age limit will then be 26 years instead of the current 32 years. No reduction in upper age limit has been prescribed for SC/ST candidates from the current 37 years.

​Background

On March 9, 2005 the Prime Minister issued a Notification for the constitution of a High Level Committee to prepare a report on the social, economic and educational status of the Muslim community of India.

The seven-member High Level Committee, chaired by Justice Rajindar Sachar, submitted its final report to the Prime Minister on November 17, 2006. The Government tabled the Justice Rajindar Sachar Committee Report in Parliament on November 30th.

The Sachar Committee has compiled data from a number of sources. The report frames these issues as related to identity, security and equity. Barring some generic observations about the causes for the ‘development deficit’ among Muslims, there is no explicit or detailed discussion of the causes of such conditions. ​

Among its various recommendation for the welfare of Muslims, the Sachar Committee had stressed the need for increasing the share of Muslims in IAS and IPS. Ten years on, the share of Muslims among IAS officers has risen marginally while that among IPS officers has fallen.

The Sachar Committee report submitted in November 2006 had shown that in IPS, there were 128 Muslims, or 4 per cent, among the 3,209 officers serving then. As of January 2016, there are 120 Muslim officers, or 3.19 per cent of the 3,754 serving IPS officers.

An individual is absorbed into the Union civil services cadre in either of two ways: by clearing UPSC or by being promoted from the state civil service.

Jharkhand PSC : New syllabus for the civil services examinations JPSC-2016

The State Cabinet on Wednesday approved new syllabus for the civil services examinations being conducted by JPSC and also for SSC exams. It also gave nod to the CM Dashboard Project for monitoring of all developmental programmes being conducted in the State.

These were among the 19 proposals cleared by the State Cabinet.

“Removing C-SAT from sixth JPSC Civil Services Examination, name of the subject of second paper of preliminary examination has been changed to General Studies. Besides, the cap on the number of attempts made by an aspirant has also been removed on the lines of the examination pattern adopted by other adjoining states,” said Personnel Secretary Nidhi Khare. “Now cut off marks, mandatory for declaring a candidate eligible for appearing in the Interview, will also not be mandatory,” she said.

(NEWS) Lateral entry into civil services is not allowed for now : PMO


There is no proposal at present before the Centre to study the feasibility of lateral entry into the civil services as such issues require political consensus, government said in Lok Sabha on Wednesday.

Responding to supplementaries from Shashi Tharoor (Cong), Minister of State in the Prime Minister's Office Jitendra Singh said at present, there is no proposal to constitute a committee to study the feasibility of lateral entry into the civil services.

He was asked whether a committee will be set up to study the feasibility of lateral entries into civil services that will include successful entrepreneurs, academicians and social workers.

Singh said there was no proposal to make temporary postings in multi-national agencies, non-profit and other private organisations, mandatory.

Such issues require a political consensus, he said.

Singh also said that his written reply nowhere said the government is satisfied with 76th position given to the Indian bureaucracy by a survey on Asian economies.

Australian Great Barrier Reef rodent, the first mammal lost due to climate change

  • Climate change appears to have driven to extinction an Australian Great Barrier Reef rodent, according to a new study, which suggests the species may be the first mammal lost to the global phenomenon.
  • Extensive searches for the Bramble Cay melomys, a small rat-like animal, have failed to find a single specimen from its only known habitat on a sandy island in far northern Australia.
  • Researchers said the key factor behind the extinction was “almost certainly” ocean inundation of the low-lying cay, likely on several occasions, over the last decade which resulted in dramatic habitat loss.
  • The Melomysrubicola, considered the Great Barrier Reef’s only endemic (found nowhere else) mammal species, was first discovered on the cay in 1845 by Europeans who shot the "large rats" for sport.
  • But the last known sighting, by a professional fisherman, was in 2009. When a 2014 study found no sign of the species, researchers decided to conduct the most extensive survey possible in the hope of conserving the species.

Indigenously developed fecal incontinence management system ‘Qora’ launched

Aimed to train the next generation of medical technology innovators in India to develop innovative and affordable medical devices to augment unmet clinical needs of India, an innovative medical device has been developed under Department of Biotechnology (DBT), Ministry of Science & Technology supported Bio design Programme by M/s. Consure Medical, New Delhi. A spin-off from the Program Bio design is a Med-Tech innovation Program of DBT. This Program is implemented at AIIMS and IIT, Delhi in collaboration with International partners such as Stanford University, USA, Queensland University of Technology, Australia and Tottori University and Japan.

Fecal incontinence (FI) is a medical condition marked by inability to control one’s bowel movements, causing stool (feces) to leak unexpectedly from the rectum. It affects nearly 100 million bed ridden patients worldwide. Furthermore, about 50% of the psychiatric ward patients have FI due to long-term neurological diseases. Absorbent pads and fecal drainage catheters are the only available solutions for this condition a need for a better solution was felt by the team.

WPI rose to 0.8 per cent in May from (-) 2.20 per cent

  • Wholesale price inflation rose to 0.8 per cent in May from (-) 2.20 per cent a year ago, driven by higher food prices, making it difficult for the central bank to reduce interest rates in the short-term.
  • This is the second month in succession that the WPI is remaining in positive territory. Last month, inflation as measured by the wholesale price index (WPI) was at 0.34 per cent, its first gain in 18 months, according to data released by the Centre.
  • The acceleration in WPI, coming as it does after a quickening of retail inflation in the same month, makes it even more unlikely that the Reserve Bank of India will cut interest rates shortly, according to economists.
  • The WPI rose due to food inflation which shot up to 7.9 per cent from 4.2 per cent in April. The same trend could be seen in retail inflation as well where only the food category accelerated inflation.
  • Food continued to push the headline print higher while the effect of rising global commodity prices was also larger in the index due to its close correlation with domestic prices.
  • The fuel and power segment in the WPI contracted 6.1 per cent in May compared to a contraction of 4.8 per cent in April.
  • This was led bythe mineral oil segment, which contracted 9.6 per cent in May compared to a contraction of 7.9 per cent in the earlier month.
  • Inflation in manufactured goods rose marginally to 0.9 per cent in May from 0.7 per cent in April.
  • Overall, the view is that rising inflation coupled with poor industrial growth is a worrying trend.

Agriculture and Farmers’ Welfare: New Initiatives and Challenges

The Union Government has taken a number of initiatives in the area of agricultural development and farmers’ welfare to boost the productivity and raise income of the farmers in the country. These initiatives may be seen in the background of low agricultural growth, a fallout of two consecutive drought years. It is also evident from the facts and figures released by Central Statistical Office (CSO) which show that the agricultural growth rate is plummeting, causing much concern among policy makers.

The new initiatives taken by the government are aimed at correcting this distortion. Finance Minister in his budget speech stressed that there is a need to think beyond ‘food security’ and give farmers a sense of ‘income security’. In order to achieve it, government is reorienting its interventions in the farm and non- farm sectors to double the farmers’ income by 2022. To achieve this, total allocation for agriculture and farmers’ welfare were raised to Rs. 35,984 crore. The new initiatives taken by the present government have been designed to economise the inputs for getting more production from less.
