Sir,
I am Kapil Yadav, preparing for civil services. i have appeared in civil
services 09 interview . This year, unexpectedlly ,in C.S.P. 2010 i have not
qualified in preliminary test though scoring very high. My optional subject was
Public Administration, i am post graduate in public administration & i have
qualified UGC-NET/JRF. I am not only the person who shocked to see the
Unexpected result. More than 1000 students to whom i know personally have
affected by this Career destroying result .I am not only hope but i am sure that
You will not only listen the matter but will take the proper action to save our
lives (Career). i know more than 100 hundred aspirants who had faced interview
earlier and selected candidate also, but this time they failed in preliminary
test although scored very high .The common factor with these aspirants, is that
the most of them (99%) have D-series test Booklet in subject paper . If the high
profile examinations have this scenario but can say about others. We are
preparing for this exam for more than 3-4 years avoiding all the hardship .How
can we tolerate this harassment. Sir almost state services commission give cut
off mark of and students marks of preliminary test exam but upsc does not give .
Do i know my marks in preliminary test exam by help of the judiciary . As
R.T.I. is working very well in all the institutions and govt. Departments for
the transparency but with U.P.S.C. .Right to information has also paralysed. We
are not saying that it is pre-planned mistake. There should some fault
....either manual or technical. It should be sort out. This is not going to
reduce the prestige of U.P.S.C. but raise it.

am b.tech in CSE. I am not only the person who shocked to see the Unexpected
result. i know personally more than 100 students to whom have affected by this
Career destroying result in JNU Campus and delhi's most famous place Mukherjee
Nagar, Ghandi Nagar and also in Allahabd University Campus.I am sure that to
take the proper action to save our lives (Career). i know more than 100 hundred
aspirants who had faced interview earlier and selected candidate also, but this
time they failed in preliminary test although scored very high .The common
factor with these aspirants, is that the most of them (99%) have D-series test
Booklet in subject paper . and my Subject paper is also in D-Series. If the high
profile examinations have this scenario but can say about others. We are

Dear Sir,
Through the message of Kapil i too became conscious to vent my frustration and
depression against UPSC the governmental institution which has reflected its
arbitrariness.The approach followed by the UPSC is not in the interest of the
candidates who are preparing diligently and having a die hard attitude to get
into the civil services. I want to express my opinion about the suspicious
attitude adopted by this central recruiting agency and leading to a crushing
defeat of transparency and accountability as a whole.
By not catering to the orders of high court regarding the disclosure of marks obtained by the candidates obtained in the preliminary examination UPSC has a conveyed a wrong message about itself in the opinion of the public.UPSC for the past couple of years has made the mockery of the RTI Act.why the central agency is not relenting to deliver the marks? why our parliamentarians are not responding to the plea of the candidates and who will come to salvage our hard labour and seriousness towards such a prestigious examination.why is this cental agency not following the path of transparency and accountability? Sir i want to divert your attention towards the volumes of candidates who inspite of obtaining a good score in their optionals and GS paper does not figure in the list of successful candidates and the volume of such candidates are proliferating day by day.This attitude adopted by UPSC points about something very fishy is going on in the agency.I want to convey this message to our honourable Prime Minister Shri Manmohan Singh and also to the Honourable Chief Justice of India Shri S. H. Kapadia.Sir do look to our grievances.

I completely agree to this issue that has been brought up. UPSC needs to be transparent about at-least the marks we have got and the cut off expected or at-least the answer keys so that we know where our mistakes are , instead of blindly shooting arrows in the dark without even seeing where or what the target is.
