Grievance Appellate Committees

  • Grievance Appellate Committees will be set up within three months by the government for resolving social media users’ grievances. In this regard, a gazette notification was issued by the Ministry of Electronics and Information Technology yesterday, October 28, to amend the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

About:

  • Grievance Appellate Committee will consist of a chairperson and two whole time members appointed by the Central Government. 
  • The notification states that any person aggrieved by a decision of the Grievance Officer may prefer an appeal to the Grievance Appellate Committee within a period of thirty days from the date of receipt of communication from the Grievance Officer.
  • It also states that the Grievance Appellate Committee will adopt an online dispute resolution mechanism. 
  • Terming this a step towards empowering the users, Electronics & Information Technology Minister Ashwini Vaishnaw said, the focus is on the protection of online users.
  • Grievance Appellate Committee has been introduced for hearing appeals against decisions of the Grievance Officer appointed by the intermediary. 
  • The privacy policy and user agreements of intermediary are to be made available in the Eighth Schedule Indian languages. 

Jharkhand governor says he has sought ‘second opinion’ in office-of-profit case

  • Jharkhand Governor had sent the matter of Chief Minister’s disqualification as an MLAfor holding office of profit to the Election Commission of India.

About:

  • Office of profit is interpreted as a position that brings to the officeholdersome financial gain, remuneration, or benefit.
  • It is not defined in Constitution or Representation of the People Act of 1951.
  • Under Article 102 (1) and Article 191 (1) of Constitution, an MP or an MLA (oran MLC) is barred from holding any office of profit under the central or stategovernment.
  • Provisions also protect a legislator if the office in question has been madeimmune to disqualification by law.
  • Questions of disqualifications in respect of office of profit shall be referred tothe President and Governor.

lobal Tuberculosis Report 2022

  • The WHO Global Tuberculosis Report 2022 provides a comprehensive and up-to-date assessment of the TB epidemic and of progress in prevention, diagnosis and treatment of the disease, at global, regional and country levels. 

About:

  • The 2022 edition of the report is based primarily on data gathered by WHO from national ministries of health in annual rounds of data collection.
  • In 2022, 202 countries and territories with more than 99% of the world’s population and TB cases reported data.

Key findings:

  • Estimated number of deaths from TB increased between 2019 and 2021,reversing years of decline between 2005 and 2019. 
  • Around 10.6 million people were diagnosed with TB in 2021, an increase of4.5% from 2020.
  • TB is the second leading infectious killer after COVID-19 (above HIV/AIDS).

Findings about India:

  • With 28% of cases, India has the highest TB patient count.
  • Gap between estimated TB incidence and reported number of peoplenewly diagnosed is highest in India (24%).
  • India was among the three countries that accounted for most of thereduction in 2020 (67% of the global total).

Emissions Gap Report2022

  • United Nations Environment Programme (UNEP) has released the Emissions Gap Report 2022 underlining the gap in global efforts. Read here to know the gist of the report.

Key highlights:

  • Global average per capita GHG emissions was 6.3 tonnes of CO2 equivalent (tCO2e) in 2020.
  • India remains far below the world average at 2.4 tCO2e.

RCS UDAN scheme

  • The Steel Authority of India Limited (SAIL) and the Airport Authority of India (AAI), signed an Operation and Management (O & M) agreement in New Delhi to facilitate commercial operations from Rourkela in the state of Odisha.

About:

  • UdeDesh ka Aam Naagrik, known by its acronym UDAN is a regional airport development program of the Government of India and part of the Regional Connectivity Scheme (RCS) of upgrading under-serviced air routes. 
  • Its goal is to make air travel affordable and improve economic development in India.
  • At the beginning of the scheme, out of total 486 airports, 406 were under-serviced airports,27 were well-served airports, out of 97 non-RCS airports only 12 were operational airports, out of 18 participating airports under-served regional operational airports (Nov 2016) with regular fixed-wing scheduled flights.

Green Crackers

  • Green crackers cause 30 per cent less air pollution as compared to traditional ones.

About:

  • They reduce emissions substantially and absorb dust and don’t contain hazardous elements like barium nitrate.

There are three categories of green crackers:

  • SWAS - Safe Water Releaser.
  • STAR – Safe Thermite Cracker.
  • SAFAL – Safe Minimal Aluminium.
