Ayushman Bharat Digital Mission

  • The National Health Authority (NHA), the implementing agency for the Ayushman Bharat Digital Mission, has invited expressions of interest in developing innovative solutions that will help build a national digital health ecosystem. 
  • This collaborative approach will not just help speed up the development but also help in making digital public goods available to public and/or private entities, the NHA.

Key highlights: 

  • Unified Health Interface (UHI): A digital platform (similar toUnified Payment Interface) for interoperability between variousdigital solutions.
  • Health Claims Protocol (HCP): Health providers (Hospitals, labs,etc.) can submit their e-claims on this platform which can bereceived by payers (e.g.: Insurers, TPAs) for processing.
  • Software as a Service (SaaS): Ex Hospital Information System(HIS)health lockers, etc.
  • Open-Source Solutions: Software pertaining to SaaS or any othertool which may be of use to healthcare providers.
  • Other Solutions: Any other specific proposal by the interested parties.

Advantages of collaboration

  • To speed up the development of the digital health ecosystem.
  • To help in making digital public goods available to public and/or private entities.

e-Dar portal 

  • A web portal designed by the government in consultation with insurance companies will provide instant information on road accidents with a few clicks and help accelerate accident compensation claims, bringing relief to victims’ families.

About:

  • The Ministry of Roads, Transport and Highways (MoRTH) has developed the portal named ‘e-DAR’ (e-Detailed Accident Report). 
  • Digitalised Detailed Accident Reports (DAR) will be uploaded on the portal for easy access. 
  • The web portal will be linked to the Integrated Road Accident Database (iRAD). 
  • From iRAD, applications to more than 90% of the datasets would be pushed directly to the e-DAR. 
  • Stakeholders like the police, road authorities, hospitals, etc., are required to enter very minimal information for the e-DAR forms. Thus, e-DAR would be an extension and e-version of iRAD.
  • The court, in its detailed order, recorded that e-DAR portal would conduct multiple checks against fake claims by conducting a sweeping search of vehicles involved in the accident, the date of accident, and the First Information Report number.
  • The portal would be linked to other government portals like Vaahan and would get access to information on driving licence details and registration of vehicles.
  • For the benefit of investigating officers, the portal would provide geo tagging of the exact accident spot along with the site map. This would notify the investigating officer on his distance from the spot of the incident in the event the portal is accessed from any other location.

Early warning systems will protect everyone on Earth in 5 years, UN announces

  • According to the United Nations target, within the next five years, everyone on Earth should be protected by Early warning systems (EWS) against increasingly extreme weather and climate change.

About:

  • The announcement was made on World Meteorological Day (23rd March).
  • World Meteorological Organisation has been tasked to lead the effort andpresent an action plan to achieve this goal.
  • $1.5 billion needs to be invested over the next five years to establish aworldwide EWS.
  • EWS is an adaptive measure for climate change, using integrated communicationsystems to help communities prepare for hazardous climate-related event.

Early warning systems in India:

  • Regional LandslideEWS, developed byGeological Surveyof India, will forecastslope specific andsite-specific landslidepossibilities.
  • Community-basedFlood EWS is anICT-enabledsystem to detectand respond tofloodemergencies. 
  • Indian Tsunami EWS, established in 2007, is operated by Indian National Centre for Ocean Information System (INCOIS), Hyderabad.

Indo-French dialogue on bilateral defence cooperation concludes in Paris

  • 20th edition of India-France Joint Staff talks focussed on new initiatives instrengthening bilateral defence engagement.

About:

  • India-France Joint Staff talks is a forum established to enhance defencecooperation between both the nations through regular talks at the strategic andoperational levels.
  • France is fast growing as India’s partner in defence cooperation.
  • Earlier, India and France inked a roadmap to enhance exchanges on the blueeconomy with an aim to forge a common vision of ocean governance based on therule of law.
  • India-France areas of cooperation
  • Energy: International Solar Alliance (ISA) is joint initiative of both countries,launched during COP21 to promote solar energy.
  • Defence: India purchased Rafale aircraft and signed a contract for 6 Scorpenesubmarines (P-75 Project) from France.
  • Space: Signed an agreement for cooperation for India’s first human spacemission Gaganyaan.
  • Civil Nuclear: Both signed a civil nuclear agreement in 2008.
  • Geo-Strategic: Both are committed to ensuring a free and rule-basedIndo-Pacific Region.

::ECONOMY::

India’s solar power energy targets

  • India is likely to miss its solar energy target of 300 GW (gigawatt) for 2030 by around 86 GW, a new report by the Institute for Energy Economics and Financial Analysis (IEEFA) and JMK Research.

Key highlights:

  • The report said that India is also expected to miss its goal of having 100 GW of installed solar capacity by about 27% this year.
  • As of December 2021, India’s cumulative installed solar capacity was 55 GW, with grid-connected utility-scale projects contributing 77%, and the rest coming from grid-connected rooftop solar (20%) and mini or micro off-grid projects (3%).
  • By December 2022, there is likely to be a shortfall of 25 GW from the 40 GW rooftop solar target, and 1.8 GW from the 60 GW utility-scale solar target.
  • The 27 GW shortfall from the 2022 target can be attributed to multiple challenges.
  • Between 2011 and 2021, the solar energy sector in India grew at a compound annual growth rate (CAGR) of 59% from 0.5 GW in 2011 to 55 GW in 2021. 
  • The Centre launched the National Solar Mission in January 2010, under which the total installed capacity target was set at 20 GW by 2022.
  • In 2015, the target was revised to 100 GW, with no change in the timeline. Later in August 2021, the government increased the target to 300 GW for 2030.

DRIISHYA

  • A training institute for drone pilots will be set up in Haryana to support capacity development. 

About:

  • The institute, to be set up under the aegis of the Drone Imaging and Information Service of Haryana Limited (DRIISHYA) is expected to cater to training needs of personnel of DRIISHYA and other organisations.
  • The Chief Minister of Haryana was informed that Haryana is the first state to create a separate corporation to hasten unmanned aerial vehicle (UAV)-driven governance application.
  • With the help of drones, illegal encroachments can also be controlled along with detecting of expansion of areas as earlier manual surveys were conducted at regular intervals which were time-consuming, costly and required more manpower.
