Topic of Discussion: Evolution of the discipline and its present status : Lecture Public Administration

The evolution of Public Administration has passed through several phases of development. According to Nicholas Henry , Public Administration has developed as an academic field through a succession of six overlapping paradigms. As observed by Golembiewski the paradigms of Public Administration may be characterized and understood in terms of their locus and focus. For convenience we are dividing the historical evolution of Public Administration into the following five periods:

  1. Periods I (1887 – 1926)  Politics-Administration Dichotomy
  2. Periods II (1987 – 1937) Principles of Administrations
  3. Periods IIII (1938 - 1947) Era of Challenge
  4. Periods IV (1948 – 1970) Crisis of Identity
  5. Periods V (1971 Onwards) Public Policy Perspective
 
Questions : (1) What are the major developments in the discipline of public administration ? 
                    (2) Substantiate the proposition that while politics is concerned with policy-making, administration is concerned with policy implementation
