Case Study( Virtue and Ethics)
The following personal virtues need greater emphasis in today’s Indian society, particularly for civil servants who are the guardians of administrative state. These are:
- Integrity
- Fairness
- Concern for others
- Self discipline
- Humility
- Courage
It will be appropriate to comment ‘that modern bureaucracy lacks moral and ethical values which are essential for service to the people. This has led ‘to ‘devaluation of public services and services have become ‘jobs’ in which one can seek career advancement by using arid manipulating efficiency.
Productivity and goal achievements
Law , justice, rights and freedom have moral connotations and require a strong commitment from civil servants. Civil servants are duty bound to uphold these values Unfortunately civil servants think obedience, integrity, anonymity, and political neutrality, chain of command, fairness professionalism
Moral and democratic values
Some additional values like employment equity , human rights , language rights , trade union rights and legal rights have been added in the bureaucratic values. Thus these values adopted by bureaucracy get superimposed upon the cherished democratic and moral values.
- A Civil Servant must upload the moral and constitutional Values.
- A Civil Servant must act as Servant of the People not master.
- A Civil Servant must should exhibit personal Commitment to Serve instead of Considering their work merely as a ‘Job’.
- A Civil Servant must have positive orientation towards the change.
- A Civil Servant must have utmost acceptability of Multi-fabric Culture of the Society.
CASE STUDY – 1
Problem : The mood at Hindu College is tense with anticipation . For the first time in many, many years, the varsity hockey team has made it to the state semifinals.
Sanjay Singh, the varsity coach has been waiting for years to
fields such a team. Speed, teamwork , balance : they have got it all. Only one
more week to practice , he tells his team, and not a rule can be broken.
Rakesh and Risabh are the team’s strikers . From their perspective, they are
indispensible to the team, the guys who will bring victory to the college. They
have decide- why, no one will ever know – to skip the next day’s practice.
Sanjay is furious. They have deliberately disobeyed his orders. The rule says they should be suspended for one full week. If he follows the rule, Rakesh and Risabh will not play in the semifinals. But the whole team is depending on them. What should he do ?

Answer : Here Sanjay can act in the following ways-
- Allowing Rakesh and Risabh to play for semi-finals, along with a warning that no concession would be given to them in future.
- Taking disciplinary actions against Rakesh and Risabh as per the rules, and thus institutionalizing the values of discipline and commitment in the varsity team.
- The first option will make the team more competitive and will help it in winning the semi-finals. It may be argued that a small violation of rules by the two players should not become the reason of defeat of the varsity team.
- Taking no action against such clear incidents of violation of rules will give a very wrong impression in the minds of the other players that discipline is just talked about , and the rules are applied on discriminatory basis and can be bended according to the needs and urgencies of the situation. This will also spoil the culture of team-spirit ,discipline , integrity , respect for rules and laws, and dedication and commitment which always been the hallmarks of a committed sports team.
- Therefore, Mr. Sanjay, in this case, should take disciplinary action against Rakesh and Risabh , motivate the rest of team for semi-finals and prepare the team again for the future tournaments.
