UPSC to hold Engineering Services Exam from June 26

The Union Service Public Commission (UPSC) will hold the Engineering Services Examination, 2010 from June 26, 2010 at various centres across the country.

Details regarding eligibility conditions, the syllabus and scheme of the examination, centres of examination, guidelines for filling up application form and so on are available on the UPSC website and have been published in the Employment News/Rozgar Samachar of January 30, an official press release said.

Between February 6 and February 22, candidates can also submit online applications for the examination, for which a separate notice will be issued, it said.

Those who wish to apply offline must apply in the Common Application Form devised by the Commission for its examinations, which can be purchased from the designated Head Post Offices/Post Offices throughout the country against cash payment of Rs 20.

This is with reference to UPSC’s Advt. No. 05/2010 for Engineering Services Examination, 2010 published in Employment News/ Rozgar Samachar dated 30th January, 2010. It is informed that in addition to the existing system of applying through a Common Application Form for the Examinations conducted by the Commission, the candidates for Engineering Services Examination, 2010 can also apply Online using the link http://www.upsconline.nic.in.

INSTRUCTIONS FOR FILLING ONLINE APPLICATION

1. Log on to http://www.upsconline.nic.in/ to access the home page of the ONLINE APPLICATION.

2. Before filling up the form candidates are advised to carefully go through the Notification No 05/2010-Engg. published in the Employment News dated 30.01.2010 excerpts of which are also available in the Examination Notice submenu of the Guidelines to the Candidates menu.

3. Place the mouse over the Examination menu. The link would display a set of two options namely PART-I Registration and PART-II Registration.

4. Clicking on PART-I Registration link would take you to the list of all the active examinations, where you can select to apply for any of the listed examination by clicking on the link Click Here against each exam.

5. Clicking on PART-II Registration would take you to the second part of the online application, which we will discuss and follow later in these instructions.

6. When the candidate clicks on Click Here link for the particular examination (as indicated in step 4) he/she will be redirected to a new page for entering into PART-I Registration of Online Application.

7. Click on the Continue button to proceed for the PART-I Registration. Clicking on Continue button opens-up a fresh blank form for the PART-I Registration. The Part-I Registration process is FURTHER divided into 5(FIVE) pages in which the candidates have to fill in the information, particulars and details asked for. Fields with red STAR (*) marks are mandatory and essential to be filled in by the candidate. Below every field clear instructions for filling up are written which should be carefully read and strictly followed by the candidates while filling up the form. Page-wise information asked are as follows:-

Here the system inter-alia asks for Candidates Personal Information including Name, DOB, Fathers name, Mothers name, Address, if the candidate falls in the Physically Challenged status and category, Community the candidate belongs to (General, OBC, SC, ST), whether Fee Remission is claimed etc. Instructions are given below each field, which may be read carefully and followed strictly.

[Candidates may note that SC, ST, Physically Challenged and Women candidates are not required to pay fee. When the candidates choose Female in Gender field; Yes in Physically Challenged field; ST or SC in Community field; YES response is indicated in the fee remission claimed field by default which they are not required to change. These candidates will not be taken through the fee payment details page where the candidates are supposed to fill in the Payment Details while filling up Part-II of the Online Application.]

PAGE TWO:

Here the system asks if the candidate wishes to apply for Age Relaxation. The candidate will be given the option to select the category under which he/she is applying for age relaxation. (Candidates are advised to refer to the Notification No. 05/2010-Engg. published in the Employment News dated 30.1.2010).

And

Asks for the Examination Centre the candidate wishes to appear from. The candidate is to select a centre from the drop down menu.

The UPSC exam is giving the jitters to aspirants much before the prelims have even begun. With an unexpected surge in the number of applicants for this prestigious exam this year, there is a severe shortage of forms in the city. The last date for submissions being February 1, there is a mad scramble for the applications.

The General Post Office, Abids, was host to many anxious faces on Friday as aspirants stood in queue praying that they should go back with the application in their hands.

The authorities restricted issuance of applications making it one form for one person.

HC upholds UPSC decision to reject incomplete forms

The Delhi High Court today upheld the decision of the UPSC not to allow some aspirants for the post of Assistant Public Prosecutor to appear in the interview for failing to attach requisite documents after qualifying the written exam.

A Bench of Justices Madan B Lokur and Mukta Gupta set aside the order of Central Administrative Tribunal (CAT) which had directed the Commission to allow the aspirants to appear in the interview.

The court passed the order on a bunch of petitions filed by the UPSC challenging the order of the Tribunal.

"This is neither in the interest of the candidates who have qualified nor is it in public interest to cancel the entire examination for the sake of accommodating a few persons.

Special instructions for Conventional type of papers

1.    Articles permitted inside Examination Hall
Battery-operated pocket calculators of "non-programmable" type only, mathematical/engineering/drawing instruments, including a flat rule divided on the edges into inches and tens of an inch and into centimeters and millimeters, a slide rule, set squares, a protractor and a pair of compasses, pencils, coloured pencils, mapping pens, eraser, T-square and drawing board for use wherever necessary. Candidates are not allowed to bring with them any "Tables or Charts" for use in the Examination Hall.

2.    Tables to be supplied by UPSC
If it is considered necessary for answering the questions set in any paper, the Commission may supply any of the following for reference purpose only:-

(i)    Mathematical/Physical, Chemical and Engineering Tables (including Logarithmic Tables);
(ii)    Steam Table (including Mollier Diagrams for Temperature up to 800 C and Pressure up to 500 Kgf/Cm);
(iii)    National Building Code of India 1970 or 1983 Group 2 Part VI;
(iv)    Any other special articles as may  be necessary for the candidates to answer the questions set in the question paper.

After conclusion of the examination, return the above items to the Invigilator.

3. Answers to be written in own hand
Write the answers in your own hand in ink.  Pencil may be used for maps, mathematical drawings or rough work.

4. Check Answer Book
The candidate must write his roll number (and not his name) only in the space provided for the purpose on every answer book used by him.  Before writing in the answer book, please see that it is complete.  In case there are any missing pages, it should be got replaced.

Do not tear out any pages from the Answer Book.  If you use more than one Answer Book, indicate on the cover of first Answer Book the total number of Answer Books used.  Do not leave any blank, unused spaces between answers.  If such spaces are left, score them out.

5. Answers in excess of prescribed number will be ignored
The candidate must attempt questions strictly in accordance with the directions given on each question paper.  If questions are attempted in excess of the prescribed number shall be valued and the remaining answers will be ignored.

1. Candidates who wish to apply offline must use only the form supplied with the information Brochure purchased from any of the designated Head Post Offices/Post Offices listed in Appendix III. Form should be purchased from designated post offices only and not from any other agency. 1. The EXAMINATION shall be conducted according to the following plan:-

Part I—The written examination will comprise two sections—Section I consisting only of objective types of questions and Section II of conventional papers. Both Sections will cover the entire syllabus of the relevant engineering disciplines viz. Civil Engineering, Mechanical Engineering, Electrical Engineering and Electronics & Telecommunication Engineering. The standard and syllabi prescribed for these papers are given in Schedule to the Appendix. The details of the written examination i.e. subject, duration and maximum marks allotted to each subject are given in para 2 below.

Part II—Personality test carrying a maximum of 200 marks of such of the candidates who qualify on the basis of the written examination.
