(Notification) UPSC Central Armed Police Forces (Assistant Commandants) Examination, 2017

No.11/2/2017-E1(B) : The Union Public Service Commission will hold a Written Examination on 23rd July, 2017 for recruitment of Assistant Commandants (Group A) in the Central Armed Police Forces (CAPF) viz. Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force(CISF) and Sashastra Seema Bal (SSB). The Examination will be held in accordance with the Rules for the Examination published by Ministry of Home Affairs in the Gazette of India dated 12th April, 2017. The date of holding the examination as mentioned above is liable to be changed at the discretion of the Commission.

The tentative number of vacancies to be filled on the results of the examination is as follows:

(i) BSF: 28
(ii) CRPF: 65
(iii) CISF: 23
(iv) SSB: 63

Total: 179

The number of vacancies mentioned above is liable to alteration.

Reservation will be given effect to as per policy of the Govt. 10% of the vacancies are earmarked for ex-servicemen.

Minimum Educational Qualifications:

A candidate must hold a Bachelor’s degree of a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or possess an equivalent qualification.

Age Limits :

A candidate must have attained the age of 20 years and must not have attained the age of 25 years on 1st August, 2017, i.e. he/she must have been born not earlier than 2nd August, 1992 and not later than 1st August, 1997.

INSTRUCTIONS TO THE CANDIDATES FOR FILLING ONLINE APPLICATIONS

Candidates are required to apply Online using the website www.upsconline.nic.in.

Salient features of the system of Online Application Form are given hereunder:

Detailed instructions for filling up Online Applications are available on the above mentioned website.

Candidates will be required to complete the Online Application Form containing two stages viz. PartI and Part-II as per the instructions available in the above mentioned site through drop down menus.

The candidates are required to pay a fee of Rs. 200/- (Rupees Two Hundred only) [excepting SC/ST/Female candidates who are exempted from payment of fee] either by depositing the money in any branch of SBI by cash, or by using net banking facility of State Bank of India/State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala/State Bank of Travancore or by using any Visa/Master Credit/Debit Card.

Before start filling up of Online Application, a candidate must have his/her photograph and signature duly scanned in the .jpg format in such a manner that each file should not exceed 40 KB and must not be less than 3 KB in size for the photograph and 1 KB for the signature.

The Online Applications (Part I and II) can be filled from 12th April, 2017 to 05th May, 2017 till 18.00 Hours.

Applicants should avoid submitting multiple applications. However, if due to any unavoidable circumstances, any applicant submits multiple applications then he/she must ensure that the application with higher RID is complete in all respects.

:: GIAN Project ::

Joint Declaration between the Ministry of Human Resource Development (MHRD) of India and the National Science Foundation (NSF) of the United States of America, to initiate a new program entitled Global Initiative of Academic Networks (GIAN) in Higher Education. GIAN aims at tapping the talent pool of scientists and entrepreneurs to engage with the institutes of higher education in India to augment the country's existing academic resources, accelerate the pace of quality reforms, and further strengthen India's scientific and technological capabilities.

The proposed India-US Cooperation will be beneficial for adoption of newer methods of pedagogy; infuse creativity and innovation driven learning and professional rigour at a relatively lower cost; boosting research in cutting edge technologies and to build stronger academic networks between both countries. The US faculty would undertake teaching at Indian Universities, networked research initiatives in topics of mutual interest and development of international entrepreneurship programmes by making the curriculum more industry oriented for better employability.

The proposal envisages the creation of a channel for US academics in science, technology, engineering and mathematics to spend part of their time teaching in academic and research institutions across India. To start with, the programme would facilitate inviting up to 1000 faculty every year from amongst the best institutions in the US, who will be deputed to identified institutions in India.

:: Atal Innovation mission and Setu ::

With a view to give substantial boost to the innovation ecosystem and to catalyse the entrepreneurial spirit in the country, Finance Minister in his Budget Speech 2015-16 announced the Government's intention to establish the Atal Innovation Mission (AIM) and a mechanism to be known as SETU in NITI with an initial sum of Rs. 500 crore and Rs. 1000 crore respectively. As a follow up of Budget announcement, NITI Aayog constituted an Expert Committee on Innovation and Entrepreneurship under the Chairmanship of Prof. Tarun Khanna, Director, South Asia Institute, Harvard University, USA to work out detailed contours of AIM and SETU. The Committee in its report made wide ranging recommendations for the short-term (where action can be taken relatively quickly to deliver almost immediate payoffs), medium-term (that can be addressed within a 5-7 years time frame) and long-term, which are likely to have long gestation period, but will lead to a profound transformation in the entrepreneurial fabric of the country. The Committee also emphasized the need to establish clear systems to monitor implementation, execution, and impact.

The AIM and SETU are being initiated as a follow up of Union Budget 2015-16 announcements. The proposal was considered by EFC on 28th August, 2015, and it was observed that AIM is a Mission and SETU is an approach. Therefore, there should be one umbrella scheme titled as 'AIM' which will have two sub-components - i) Innovation; and ii) SETU, wherein the innovators would be supported and mentored as successful entrepreneurs.
