It is for the information of all concerned that a new system for conducting HPAS Combined Competitive (Preliminary) examination-2010 has been introduced from this year. There will be 02 papers for HPAS (Preliminary) Examination, one is General Studies and another is of General Aptitude Test. Both the papers will be of 200 marks each containing 100 questions of multiple choice objective type and time duration will be of 02 hours. The syllabus has been adopted as per UPSC pattern and also includes questions on Himachal Pradesh and is given as under:-

The whole process of this examination is carrying some myth which gives sometime wrong perceptions and notion in the mind of Civil Services Aspirants. I feel my utmost responsibility to dispel it from the mind of aspirants as much as possible.

The most interesting fact about IAS selection in recent years is the increase in average age of successful candidates. In the 2008 IAS batch, only 16 officers (out of 111) were below 26.

2. Recruitment and Selection is dominated by males
Out of the total 4,572 IAS officers all over India (as on January 1, 2009), only 604 are women (Just 13.72 per cent). But, in the last five years, out of the 465 candidates selected to IAS, 101 are women (22 per cent).

3. It is examination for convent educated
In the year 2009, 19 out of the 111 selected to the IAS wrote the exam in Hindi. In 2008 IAS batch, there was one officer who wrote the entire exam in Tamil and there was another who wrote it in Telugu.

4. CSAT is revised version of Management and PO Exams
CSAT is a recruitment exam for a career in the Civil Services, a discipline which requires a different set of abilities and attitude, so the CSAT is an entirely different exam.

5. Numeracy and Reasoning of CSAT is difficult and give undue advantage to candidates with a technical background
CSAT, by virtue of being an Aptitude Test for Civil Services, will test students for their ability to play with numbers but not higher level Maths. A candidate who has passed 10th standard knows more Maths than is needed by the CSAT.

6. The Comprehension and English Language Comprehension Skill will be easy
It is not true because unlike other areas UPSC here judge not only your overall understanding of language but also your grammar, composition, usage, vocabulary and analytical power.

Mayawati sets up special force for guarding monuments of Dalit icons

  • Not waiting for Governor B.L. Joshi’s approval for the Special Zone Protection Force (SZPF) Bill and an ordinance by the same name meant for constituting a force for guarding monuments of Dalit icons, Uttar Pradesh Chief Minister Mayawati decided to constitute a special force of ex-servicemen with immediate effect.
  • The SZPF proposal envisages the constitution of a battalion comprising about 1,200 security personnel, and would be headed by an ex-Army officer of colonel rank. The recruitment process and the service rules would be the same as applicable elsewhere in the country. About Rs.8 to 9 crore would be spent on constituting the force in the first year and it is likely to be set up.

NMR trial run on April 14

  • The Nilgiri Mountain Railway (NMR) will be operated soon. Service on the narrow gauge track was stopped after landslides triggered by heavy rains hit the Mettupalayam-Coonoor sector on November 8, 2009. It is a World Heritage site, declared by UNESCO in 2005. (Locate In Atlas)

Indus-like inscription on South Indian pottery from Thailand

  • A fragmentary pottery inscription was found during excavations conducted by the Thai Fine Arts at Phu Khao Thong in Thailand about three years ago. The discovery of a Tamil-Brahmi pottery inscription of about the second century CE at the same site was reported earlier The two characters incised on the pottery now reported are not in the Brahmi script. They appear to be graffiti symbols of the type seen on the South Indian megalithic pottery of the Iron Age-Early Historical Period (second century BCE to third century CE).
  • What makes the discovery exciting is that the two symbols on the pottery resemble the Indus script, and even the sequence of the pair can be found in the Indus texts, especially those from Harappa.
  • The symbol looking vaguely like an ‘N’ appears to be the same as the Indus signs 47 or 48 The symbol on the Thai pottery resembles a diamond. It occurs in the Indus script in diamond or oval forms Signs 261 and 373. (Locate In Atlas)

Pharma company clarifies on effects of Gardasil vaccine

  • MSD Pharmaceuticals Private Limited, the company that markets Gardasil in India, has said that the vaccine can help prevent cervical, vulvar and vaginal cancers and genital warts caused by the HPV (human papilloma virus) types 6, 11, 16 and 18, as also some protection against 10 additional cervical cancers.

The Public Service Commission, West Bengal will hold the West Bengal Judicial Service Examination, 2011 in accordance with the existing rules for recruitment to the posts in West Bengal Judicial Service. The relevant rules and necessary particulars are stated in the following paragraphs. A candidate should verify from the notified rules that he/she is eligible for admission to the examination. The conditions prescribed cannot be relaxed.

The Examination will be held in three successive stages, viz., (i) Preliminary Examination (multiple choice objective type), (ii) Final Examination (Conventional Type – Written) and (iii) Personality Test.

The Preliminary Examination will be held in Kolkata and Darjeeling in June, 2011. Only candidates of the three Hill Sub-divisions, viz., Darjeeling Sadar, Kalimpong and Kurseong will be allowed to appear at Darjeeling Centre. All candidates with low vision including those from the district of Darjeeling who require the help of scribe will be allowed to appear at Kolkata Centre. The Final Examination will be held in Kolkata in August, 2011.

The University Grants Commission announces holding of the National Eligibility Test (NET) on 26th June 2011 (Sunday) for determining the eligibility of Indian nationals for the Award of Junior Research Fellowship (JRF) and Eligibility for Lectureship in Indian universities and colleges. UGC will conduct NET in 78(seventy eight including ‘Bodo’ as a new subject) subjects (listed under item no. 9) at 74 (Seventy four) selected University Centres (listed under Item no. 10) spread across the country.

The result of the UGC-NET held on 26th December 2010 and the one to be held on 26th June 2011 will be made available on the UGC websites: www.ugc.ac.in and www.ugcnetonline.in and shall also be published in the Employment News as and when it is declared.
