Q8. (a) "Administrative systems across the world can be understood only in their respective historical and social contexts." Explain the statement giving examples. (Comparative Public Administration)
ANSWER: Political environment is not wholly segregated from social milieu. Together they provide the setting for functioning of public administration. Political environment affects public administration as much as social milieu does, if not more. Students of bureaucracy recognise that bureaucratic behaviour and function are affected by extrinsic factors. Deviations from the behaviroual and functional characteristics of classical model of bureaucracy can be attributed to the social values of a particular society, and to the configuration of the polity in which the system of administration is embedded.
The basic notion of political culture is that there exists within any political system “a commonly held core of patterned beliefs and normative dispositions directed at the structures and functions of the political system which influence and define the behaviour of actors within the political system. The relation between political culture and the political system of any society is not static in the sense that the former is “simply a causal factor of the latter, but dynamic in the sense that both are involved in an on going sequential relationship.
