Training is the cornerstone of so u n d personnel management, for it makes civil servants more effective and productive. There is an ever present need for training men so that new and changed techniques may be taken advantage and improvements effected in the old methods, which are woefully inefficient. Training is a practical and vital necessity because, it enables civil servants to develop and rise within the organisation and increase their ‘market value’, earning power and job security. It moulds the civil servants attitudes and helps them to achieve a better co -operation with the organisation and a greater loyalty to it. Training is a process of learning a sequence of programmed behaviour. It is application of knowledge. It gives people an awareness of the rules and procedures to guide their behaviour. It attempts to improve their performance on the current job or prepare them for an intended job.
