Introduction

  • To ensure smart and good governance at community level, e-governance is essential.
  • e-GramSwaraj is a striking example of the motto “minimum government and maximum governance”.
  • Serves the multiple goals of effective decentralization, increased accountability, optimal use of scarce resources, and spreading awareness of local governance.
  • According to United Nations, there are eight characteristics of good governance:

e-GramSwaraj:

  • e-GramSwaraj is a work-based comprehensive application for Panchayati Raj Institutions.
  • It was launched on National Panchayati Raj Day (24th April) in 2020.

Objectives of e-GramSwaraj are:

  • Strengthening digitalisation in panchayats
  • Improving grass-root governance
  • Empowering rural citizens
  • Ensuring transparency and accountability

Benefits of e-GramSwaraj:

  • Allows Gram Panchayat to upload Gram Panchayat Development Plans (GPDP) and financial and physical work reports.
  • Enables online payments to material suppliers and service providers.
  • Covers all aspects of the operation of the panchayat such as planning, budgeting, wealth management, etc.

Progress of e-GramSwaraj:

  • Around 2.56 lakh Gram Panchayats have uploaded their GPDP in the financial year 2021-22.

Challenges for e-Gram Swaraj

  • The basic requirement is a seamless Internet connection, which is a major challenge, especially in rural areas.
  • The acceptance of digital media by the local population is another area of ​​concern.
  • Other topics are information security, data protection, availability of content, etc.
  • The delegation of powers to panchayats in all states is not uniform.
  • Many panchayats lack timely availability of funds and smooth flow of resources.

Way ahead:

  • Although Common Service Centers (CSC) have been established in the country to promote e-government, much remains to be done.
  • It is important to sensitize and train all those involved.
  • e-GramSawarj must be integrated with GeM.
  • Continuous feedback from all stakeholders will help make the system more robust and dynamic.
  • In addition, accurate identification of activities, community involvement and effective implementation are of paramount importance.
