India’s Initiative to Education for All

TTA conference on education entitled “Educatio N e x t - T h e Way Forward” held in Delhi earlier this year, the Minister for Human Resources Development Shri Kapil Sibal, in his inaugural address, launched the idea of India as “the Education Super Power of the Future”. I could see that if used successfully these strategies could transform education in the country and make it the strong and powerful engine of advance that the country desperately needs in order to be able to forge ahead in today’s highly competitive global economy.

A four point program was outlined in the conference : (i) Increasing enrolment in higher education from the existing12.2 per cent of the population of the relevant age group to 30 per cent by 2025. (ii) The introduction of hundreds of new courses. (iii) The massive use of modern technologies for the delivery of education. And (iv) The inclusion of private players and the corporate sector as partners in the provision of education. The principal strength of the plan is the idea of making an extensive use of technology. The five point program which runs as follows:

(1) Low cost devices such as tablets and mobile telephones
(2) T h e proliferation of cloud computing.
(3) Open education, provided through information technology highways.
(4) The provision of hundreds of courses with the idea of giving students extensive choice and the freedom to make combinations of their choice-for instance music and mathematics
(5) The creation of a communications structure designed to give students exposures such as hands on work experience , laboratory experimentation and research.

Religions According to the 2001 census, out of the total population of 1,028 million in the Country, Hindus constituted the majority with 80.5%, Muslims came second at 13.4%, followed by Christians, Sikhs, Buddhists, Jains, and others.
Languages There are 22 different languages that have been recognised by the Constitution of India, of which Hindi is an Official Language. Article 343(3) empowered Parliament to provide by law for continued use of English for official purposes.
Literacy According to the provisional results of the 2011 census, the literacy rate in the Country stands at 74.04 per cent, 82.14% for males and 65.46% for females.

Development Partnership Administration

  • Over the past few years, India's development assistance has started to cover large number of countries and consequently, the projects being implemented by the Ministry of External Affairs have increased substantially. Recognizing this, the Development Administration Partnership (DPA) was created in the Ministry of External Affairs in January 2012 to effectively handle India’s aid projects through the stages of concept, launch, execution and completion.

  • India's development partnership is based on the needs identified by the partner countries and the effort of the Ministry is geared towards accommodating as many of the requests received from partner countries as is technically and financially possible. DPA has started to create in-house, specialized technical, legal and financial skills in order to fast-track all stages of project implementation.

  • DPA has three Divisions. Currently, DPA I deals with project appraisal and lines of credit; DPA II deals with capacity building schemes, disaster relief, Indian Technical and Economic Cooperation Program and DPA III deals with project implementation.

  • As the Development Administration Partnership in the Ministry of External Affairs is gearing towards meeting its mandate, it is expected that effective and efficient handling of all our aid projects from the stages of concept, launch, execution and completion would result in efficient implementation of projects, in close cooperation and facilitation of the partner countries.

WOMEN AND CHILD DEVELOPMENT (WCD) DIVISION

  • The Women & Child Development Division is responsible for overseeing policies with respect to ensuring overall survival, development, protection and participation of women and children of the nation in consonance with the commitments made in the Five Year Plans. Apart from central sector and centrally sponsored schemes, the Division works with the States and examines plan proposals of the States and Union Territories review their implementation of the policies and programs of the central government and recommends outlay.

EARTH & MOON, A REVIEW

We all become familiar with the Moon right from our childhood days. We its changing phases. We see the dark markings on its face, which resemble different things to different eyes. Some people see in the dark markings a figure of a woman with the spinning wheel, while in many western countries people see the face of a man or a hare.

One of the few astronomical bodies in the sky that can be observed without any optical aid, the
Moon was enshrouded in mystery for much of history. Earlier, it was revered as a reflection of gods and goddesses. It was even viewed as another planet with seas and land. Eventually, Galileo and his telescope got a picture of what we know the Moon to be today—a natural satellite with mountains, craters and expanses of flat plains.

The coming of the Space Age has turned around our ideas about our nearest celestial neighbour. Today, the Moon no longer holds any mystery for us. Extensive exploration by space probes and astronauts has unravelled new facts not only about the Moon, but also about the past history of our Earth and the Solar System.

A Unique Satellite

Of the eight planets of the solar system two planets, Mercury and Venus, do not have any moon of their own. Of the rest, our Earth has the least number of moons - only one, compared to a total of 168 moons discovered for the remaining five planets.

But Earth’s only Moon has no parallel in the solar system. With a diameter of 3,476 kilometres, our Moon is smaller than four other moons of the solar system. Three of the Galilean moons of Jupiter are bigger than Earth’s Moon, as is Saturn’s moon Titan. But if we compare our Moon’s diameter with the Earth’s diameter of 12,756 kilometres, the Moon is just about one-third the size of the Earth. The solar system’s largest moon Ganymede, with a diameter of 5,276 kilometres, is only about 1/26th the size of its mother planet Jupiter.
