Green National Accounting System in India

Government in 2011 had constituted an expert group under the chairmanship of Pratha Dasgupta from the Cambridge University to develop a framework for green national accounts, identification of data gaps and preparation of a road map for its implementation. The system of green national accounting would take into account the environmental costs of development and reflect the use of precious depletable natural resources in the process of generating national income. The need for green national accounts emerged as there was a growing recognition that contemporary national accounts were becoming unsatisfactory basis for economic evaluation. “The qualifier ‘green’ signals that we should be especially concerned about the absence of information on society’s use of the natural environment.” Double-digit GDP fixation is threatening India’s biodiversity and its long-term growth and security. Green accounting methods have estimated the loss of ecological wealth in India. GDP measures the value of output produced within a country over a certain time period. However, any depreciation measurements used, will account only for manmade capital and not the negative impact of growth on valuable natural capital, such as water, land, forests, biodiversity and the resulting negative effects on human health and welfare. Over the course of the last fifty years, India has lost over half its forests, 40 per cent of its mangroves and a significant part of its wetlands. At least 40 species of plants and animals have become extinct with several hundred more endangered.

Falkland Islands Dispute

Sovereignty over the Falkland Islands (Islas Malvinas in Spanish) is disputed between Argentina and the United Kingdom. The British claim to sovereignty dates from 1690, and the United Kingdom has exercised de facto sovereignty over the archipelago almost continuously since 1833. Argentina has long disputed this claim, having been in control of the islands for a brief period prior to 1833. The dispute escalated in 1982, when Argentina invaded the islands, precipitating the Falklands War. Contemporary Falkland Islanders prefer to remain British. They gained full British citizenship with the British Nationality (Falkland Islands) Act 1983, after the Falklands War.

CISF ASSISTANT COMMANDANTS LIMITED DEPARTMENTAL COMPETITIVE EXAMINATION 2013

No.45013/9/2009-Pers.I - The Rules for a Limited Departmental Competitive Examination to be held by the Union Public Service Commission in 2013 for the purpose of filling vacancies of Assistant Commandants (Executive) in Central Industrial Security Force (CISF) for the vacancy year 2013 are published for general information:

1. The number of vacancies to be filled on the results of the examination will be specified in  the Notice issued by the Commission. Reservation will be made for candidates belonging to the Scheduled Castes and the Scheduled Tribes in respect of vacancies as may be fixed by the Government.

2. The examination will be conducted by the Union Public Service Commission in the manner prescribed in Appendix I to these rules.

The dates on which and the places at which the examination will be held, shall be fixed by the Commission.

3. The candidates should have completed 4 years of regular service as on 01st January, 2013 in the rank of Sub. Inspector (GD) / Inspector (GD) including the period of basic training and should have clean service record for 04 years of the ACR and not having any major punishment in the entire service career.

Age Limit:

4. A candidates must not have attained the age of 35 years on the 01st August, 2013 i.e. he/she must have been born not earlier than 02nd August 1978. However, the upper age limit prescribed above shall be relaxable up to a maximum of five years if a candidate belongs to a Schedule Caste or a Schedule Tribe.

Scheme of Written Examination:

The written examination to be conducted by Union Public Service Commission will comprise two papers as follows :

Paper-1 General ability and Intelligence and Professional Skill, (300 marks) (150 questions) (2 ½ hours)

This paper will be of Objective Type (Multiple Choice Questions) in which the questions will be set in English as well as Hindi. The paper will comprise two parts as follows:-

Part-A : General Ability and Intelligence - 150 Marks (75 Questions)

Part-B : Professional Skill - 150 Marks  (75 Questions)

Paper II : Essay, Precis Writing and Comprehension - 100 Marks (2 hours)

In this paper candidates will be allowed the option of writing the Essay Component in English or Hindi, but the medium of Précis Writing and Comprehension Components will be English only.
