In the new Civil Services Exam pattern, the weightage given to general studies should lead to a more egalitarian system of testing

The new Civil Services Examination pattern as notified by the Union Public Service Commission may offer a more level playing field for aspirants with a humanities background than those who come from the science stream. It may also place a much greater emphasis on the English language.

Some practical advice on tackling Personality Test Exam ( By Dr. Sumit Seth, IFS : 2005 & UPSC rank 42 )

Sumit sets is a career diplomat and is presently posted as Deputy Chief of protocol in the Ministry of External Affairs. Anxiously we ask Seth about his secret of success in the Civil Services Examination. In this calm composure, Seth replies, “ To climb the ladder of success one needs a perfects blend of hard work, sincerity, Intelligence, Perseverance, discipline, dedication and a dash of good luck. Although there are some time-tested techniques and principles, yet there is no midas touch or a magic formula”.

Is there any secret to understand and read the pulse of the Civil Service Exam. Which is divided in to three stages, The preliminary, the main examination and the interview, Seth remembering his preparation days says, “ As far as the prelims is concerned, it requires speed, sharpness and extensive knowledge. For the Mains the candidates should lay stress on intensiveness and depth of understanding of the subject and his or her ability to write a coherent essay with in the time limit. An interview is a test, where one requires a long-term preparation in order to groom one’s personality. Pleasant demeanour, articulation,ability to think on one’s feet, spontaneity, the presence of mind, and the wide reading habit are some of the indispensable traits of a distinguished and mature person”.

Sumit Seth is an alumnus of Maulana Azad Medical College, New Delhi.He has also authored a best selling book for medical students, Review of Forensic Medicine, We curiously ask Seth that what motivated him to choose the Civil Services as his career. Seth humbly replies, “ I had the fortune of meeting some retired Ambassadors, including the legendary late. J. N. Dixit. My conversations with them inspired and convinced me of the career I wanted to be in.I was happy and satisfied working as a doctor and but still left my medicine profession to be a part of the Indian Foreign Service”.

About his experience as an IFS officer Seth says, “M y experience has been very enriching, much more than I had expected. I have got an opportunity to learn a foreign language(Spanish), which has added new software to my thinking process and opened up a new world of experiences. My job requires me to travel extensively, meet new people, and create new circles of friends across the Glob. Above all, it gives me to a chance to do some meaningful work for my country and feel the pride in representing India to the best of my abilities”.

THE MISINTERPRETATION AND MISUSE OF FREEDOM IN INDIA

India has enjoyed freedom over the last sixty four years, but has it actually savored it. It has come a long way since 1947. Political, judicial and administrative systems have all undergone drastic transformations. However, the only difference is that these transformations were more of a step forward and two backwards, making the progress complicated. If good things happened, they came at some price and so did freedom. Freedom meant a sense of responsibility, which unfortunately could not be displayed by its inhabitants. Hence, the country gave us everything, but in return asked for its price. The country gave freedom to its citizens and constantly reminded them of the price associated with it.

CIVIL SERVICES (MAIN) EXAMINATION, 2011

  1. The results of the Civil Services (Main) Examination, 2011 were declared vide Press Note dated 04.05.2012 recommending 910 candidatesin order of merit for appointment to IAS, IFS, IPS and Central ServicesGroup ‘A’ andGroup ‘B’ against 1001 vacancies.

  2. The Commission, in accordance with the Rule 16 (4) & (5) of the Civil Services Examination Rules, was also maintaining a Consolidated Reserve List in order of merit below the last recommended candidate underthe respective category.

  3. Assought by the Department of Personnel&Training,the Commission has now recommended 89 candidates which include 74 General, 14 OBC and 01 SC, to fill up the remaining posts based on the Civil Services Examination, 2011. A list of these candidatesis enclosed. The candidatesso recommended will be communicated with directly by theDOP&T.

  4. The candidature of one candidate bearing RollNo. 257387 is provisional.

LS members seek govt's clarification on UPSC exam pattern

Members were on their feet in the Lok Sabha today when a BJP MP pointed out that UPSC has brought a change in the examination pattern whereby regional languages have been banned and candidates have to pass the test in English only.

Speaking during Zero Hour in Lok Sabha, Arjun Meghwal (BJP) alleged that UPSC has changed its examination pattern by which Hindi and regional languages have been removed from the list in which the candidates can write the tests.

The Civil Services notification for 2013 issued by the Union Public Service Commission on Tuesday came as a shocker to aspirants in the state as Hyderabad and Tirupati were missing from the list of exam centres for the preliminary exam scheduled to be held on May 26.

From the state, only Visakhapatnam figures in the list of exam centres.

During the last few years, the UPSC had been holding the prelim exam in Hyderabad, Tirupati and Visakhapatnam in Andhra Pradesh.

JAPANESE ENCEPHALITIS IN INDIA

Japanese encephalitis (JE)- epidemics have been reported in many parts of the country. The incidence has been reported to be high among pediatric group with high mortality. The incidence of JE in recent times is showing an increasing trend. It appears that JE may become one of the major public health problems in India, considering the quantum of the vulnerable pediatric population, the proportion of JEV infections among the encephalitic children and wide scattering of JE-prone areas. JE burden can be estimated satisfactorily to some extend by strengthening diagnostic facilities for JE confirmation in hospitals and by maintenance of contact with the nearby referral hospitals to collect the particulars on JE cases. Vaccination proves to be the best to protect the individual against any disease. In the case of JE, it is essential to immunize the pigs (amplifying host) also to interrupt the transmission of the disease.

INDIA’S ROLE IN PROMOTING ASEAN CO-OPERATION

ASEAN is a regional intergovernmental organization formed by the governments of Indonesia, Malaysia, the Philippines, Singapore and Thailand through the Bangkok Declaration which was signed by their foreign ministers on 8th August, 1967. Brunei joined in 1984, Vietnam in 1995. Laos and Myanmar in 1997 and Cambodia in 1999. Papua New Guinea also has observer status. Its main objectives are to accelerate economic growth, Social progress and cultural development to ensure the political and economic stability of the South East Asian region.

In the beginning India did not have cordial relations with ASEAN due to certain doubts and suspicions on both sides. While India was suspicious of underlying American diplomacy, ASEAN was wary of India due to its closeness to Russia. For example, in 1982 India supported Hague Samarin government in Combodia which had the support of Vietnam, whereas ASEAN recognized the Democratic Kampuchean coalition- the opponent of Hague Samarin. Though India always wanted to join the ASEAN in view of its steady economic progress, Indonesia. Philippines and Thailand were not in favour of India joining ASEAN, because it feared India’s hegemony due to its sheer size and population.
