The Interview stage, third and the final stage of the civil services examination, has emerged as the most deciding phase of the exam. I extend my heartfelt congratulations and best wishes to all those who have made it to this stage and to all those who could not, I put in my sincere appeal to carry on and prepare for the next time. This 250 marks test, may not be of the qualifying nature, but is very central in your selection and putting your rank up or down the final list. Therefore one should take this final step very seriously.

You may call it interview but the more appropriate term is the personality test. The object of the interview is to assess the personal suitability of the candidate for a career in public service by a Board of supposedly competent and unbiased observers- the Members of Public Service Commission. The test intends to judge the mental caliber of a candidate. In broad terms this is really an assessment of not only of his intellectual qualities but also the social traits and his interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgement, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity. These traits cannot be acquired overnight, but are embedded in your personality developed over your age. Thus, theinterview shouldn’t normally require any extra preparation other than being aware of issues and especially those related to one’s home state. Bio-data is also important topic.

The technique of the interview is not that of a strict cross-examination but of a natural and purposive conversation, which is intended to reveal the mental qualities of the candidate. The interview test is not intended to be a test either of the specialised or general knowledge of the candidates which has been already tested through their written papers. Candidates are expected to have taken an intelligent interest not only in their special subjects of academic study but also in the events which are happening around them both within and outside their own state or country.

Although the number of members is not fixed, generally the interview is conducted by a board consisting of 5-6 members including the Chairman of the Commission. These members are from different fields, including subject matter experts, psychologists, bureaucrats, educationists etc. All of them are highly experienced and ask searching questions to the candidate.

(News) UPSC: Aspirants Can Give Personality Test Interview in Mother Tongue

In a relief to thousands of civil service aspirants, candidates for the Union Public Service Commission main examination can now give their personality test interview in a language different from the one they choose for the written paper. English will no longer be the mandatory medium for the interview, even if the examination is written in that language.

In a nation where joining the civil services is still considered a big deal, more than 4.8 lakh students appeared for the preliminary UPSC examination this year. The results are expected around August after which the main examination is likely to be held at the year end, in which the candidates' list is expected to be whittled down to approximately 13,000. The list of vacancies would be a fraction at about 1,000 going by the 2010 figures where only the most deserving will get selected. But starting next year, the personality test interviews will be much easier and a relaxed affair. They can even give the test in their mother tongue, if it figures in one of the languages in the eighth schedule.

Age Limit & Relaxation:

There is no upper age limit to apply for lectureship eligibility.


Condition Of Eligibility:

  • Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Physically Handicapped (PH)/Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination are eligible for this Test.
     

  • Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for Lectureship only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% marks in case of SC/ST/PH/VH category candidates). Such candidates must complete their P.G. degree examination within two years from the date of SET result with required percentage of marks, failing which they shall be treated as disqualified.
     

  • The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in SET.

  • Candidates are advised to appear in the subject of their post-graduation only.
     

  • Candidates seeking concession in fee are required to submit attested copy of their OBC (Non-creamy layer)/SC/ST/PH/VH certificate along with online printout of their Application Forms (obtained while applying on-line). Other candidates are not required to submit any certificates/documents in support of their eligibility. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the Commission at any stage, their candidature will be cancelled and they shall be liable for legal action.

  • Candidates with post-graduate diploma/certificate course(s), should in their own interest, ascertain the equivalence of their course(s) with Master’s degree of recognized Indian universities from Association of Indian Universities (AIU), New Delhi. (www.aiuweb.org).

Exemption (For Lectureship):

NET/SLET/SET shall remain the minimum eligibility condition for recruitment and appointment of Assistant Professors in Universities/ Colleges/Institutions. Provided however, that candidates, who are or have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/ Colleges/Institutions.

For SET Candidates: The candidates who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for Lectureship held prior to 1st June 2002,
are exempted from appearing in NET, being eligible to apply for Lectureship anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to apply for the post of lecturer only in the universities/ colleges belonging to the state from where they have cleared their SET.

Regulations for the Medical Examination of Candidates for admission to the Jammu and Kashmir Police (Gazetted) Service. These regulations are intended merely for guidance of Medical Examiners and are not meant to restrict their direction in any manner.

1. To be passed as medically fir for admission to the J&K Police (Gazetted) Service a candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties of his appointment.

2. The candidate’s height will be measured as follows:- He will remove his shoes and be placed against the standard with his feet together, and the weight thrown on the heels and not of the toes of outer sides of the feet. He will stand erect without rigidity and with the heel claves, buttocks and shoulders touching the standard; the chin will be depressed to bring the vertex of the heel level under the horizontal bar, and the height will be recorded in inches and parts of an inch to quarters.

 CSAT Sprung up several surprises for candidates

The civil services preliminary examination, held at 75 centres in the city on Sunday, sprung up several surprises for candidates. While the newly introduced General Paper II was expected to be an aptitude test to the likes of CAT, the paper set by UPSC, tested mostly the judgment of candidates in understanding issues of economics and polity.

The paper also gave importance to testing English language skills. Even the marking scheme of the examination has changed this year with both the papers carrying 400 marks as against the previous year's tally of 450.
