INSTRUCTIONS FOR FILLING ONLINE APPLICATION FOR CDS-II EXAMINATION 2010

1. Log on to http://www.upsconline.nic.in/ to access the home page of the ‘ONLINE APPLICATION’.

2.Before filling up the form candidates are advised to carefully go through the [ Notification No 08/2010-CDS-II ] published in the Employment News dated 17.04.2010 excerpts of which are also available in the ‘Examination Notice’ submenu of the [‘Guidelines to the Candidates’] menu.

3. Place the mouse over the “Examination” menu. The link would display a set of two options namely ‘PART-I Registration’ and ‘PART-II Registration’.

4.Clicking on ‘PART-I Registration’ link would take you to the list of all the active examinations, where you can select to apply for any of the listed examination by clicking on the link ‘Click Here’ against each exam.

5.Clicking on ‘PART-II Registration’ would take you to the second part of the online application, which we will discuss and follow later in these instructions.

6. When the candidate clicks on Click Here link for the particular examination (as indicated in step 4) he will be redirected to a new page for entering into PART-I Registration of Online Application.

7.Click on the Continue button to proceed for the PART-I Registration. Clicking on “Continue” button opens-up a fresh blank form for the PART-I Registration. The Part-I Registration process is FURTHER divided into 5 (FIVE) pages in which the candidates have to fill in the information, particulars and details asked for. Fields with red STAR (*) marks are mandatory and essential to be filled in by the candidate. Below every field clear instructions for filling up are written which should be carefully read and strictly followed by the candidates while filling up the form.

Here the system inter-alia asks for Candidate”s Personal Information including “Name”, “DOB”, “Father”s name”, “Mother”s name”, “Address” and category, “Community the candidate belongs to (General, OBC, SC, ST), whether “Fee Remission” is claimed etc. Instructions are given below each field, which may be read carefully and followed strictly.

[Candidates may note that Female, SC and ST, candidates are not required to pay fee. When the candidates choose ST or SC in ‘Community’ field; or Female in the ‘SEX’ field, ‘YES’ response is indicated in the ‘fee remission claimed’ field by default which they are not required to change. These candidates will not be taken through the ‘fee payment details page’ where the candidates are supposed to fill in the Payment Details while filling up Part-II of the Online Application.]

Here the system asks for “claiming age Relaxation” and the “Examination Centre” the candidate wishes to appear from. Please note that the only option available to candidate is default ‘no’, so the candidates who have NCC ‘C’ certificate holders (Naval Wing) need not worry and they can proceed further by only choosing the examination centre from which they wish to appear and proceed further for the next page where they can choose the ‘Whether having/likely to have NCC 'C' Certificate Sr. Division:’ option and select ‘navy’ and they will be automatically provided with 2 years age relaxation in� upper age limit. The candidate is to select a centre from the drop down menu. (Candidates are advised to refer to the Notification No. 08/2010-CDS-II published in the Employment News dated 17.4.2010).

On this page Information about preferences for ‘IMA’ NA’ ‘AFA’ and ‘OTA ‘is to be given. The preferences are to be given using numbers 0/1/2/3/4. You have to enter at least one preference.

Since Female candidates are eligible for OTA only, they should indicate OTA as the only preference.

On this page you are also required to indicate your marital status, whether you have or are likely to have NCC ‘C’ certificate (Sr. Division) and whether you are serving in the armed forces.

N.B. (i) (a) A candidate is required to specify clearly in column 22 of the Application Form the Services for which he wishes to be considered in the order of his/her preference. Choice exercised for AFA as second or third will be treated as invalid.

(d) Candidates should note that, except as provided in N.B. (ii) below, they will be considered for appointment to those courses only for which they exercise their preference and for no other course(s).

(e) No request for addition/alteration in the preferences already indicated by a candidate in his/her application will be entertained by the Commission. No change of choice once exercised will be allowed. Second choice will come for consideration only when the first choice is not offered to the candidate by Services HQ. Why did you opt for the IAS?
It offers a tremendous opportunity for leadership and to work at the grassroots level. For example, I now work in a small town with a population of around 20,000. It is such a backward region that even a little work we do has a tremendous impact on the people here. You also get a chance to impact people's lives across a variety of domains such as health, education, water, sanitation, roads and electricity. In fact, as a topper, I was given the option to go to my hometown in Khammam, Andhra Pradesh but I chose Ranikhet as it's a much more backward place and that's the kind of place I wanted to contribute to.

Medicine is considered a noble profession. What prompted you to move out of it?
I enjoyed being a doctor and in fact, continue to be a doctor even now. In my capacity as an administrator, I organise health camps, where I also serve as a doctor. But what I realised is that as a doctor, the canvas you get to paint on is very small. Health is the only field you can work in as a doctor.

Tell us about life as a student...
I was always a good student, which helped me secure admission to a national medical college. I got a scholarship for a postgraduation at both Harvard and Cambridge. I also got a Bill & Melinda Gates Foundation scholarship for a PhD in Molecular Medicine at Harvard and the Jawaharlal Nehru  Memorial Trust Commonwealth Shared Scholarship for my PhD in Cambridge. But I opted for the IAS. In two earlier attempts, I also got through the Indian Police Services, but I let it pass, too.

Three attempts? It sounds taxing! How did you prepare?
I enjoyed the process. I wish I had to give ten attempts so I could study for ten years! You actually grow a lot in the process; the reading is voracious. I look upon it as a way of life and not much has changed since those times for me. I still read a lot, keep abreast of what's happening in the world, in the country, in my state.

There was a lot of speculation about the pattern of changes in the Civil Services Examination since long, but no one was aware, as to when and what kind of changes will be there?  This speculation was ended by the UPSC Chairman, Prof. D.P. Agrawal himself,  while participating in the UPSC Foundation Lecture Series on the “Governance and Public Services”.  He said that UPSC is convinced of the need for important changes in the method of recruitment to the higher civil services.  The Commission has recommended to the Government that a Civil Services Aptitude Test (CSAT)  replace the exiting Civil Services (Preliminary) Examination, he added.   Confirming this change for the first stage of Civil Services Examination, Minister of State for Personnel, Mr. Prithvi Raj Chauhan told the Lok Sabha on 10th March, 2010 that Prime Minister Dr. Manmohan Singh has approved the proposal for introduction  of CSAT  in place of  the existing Civil Services (Preliminary) Examination.  He said that CSAT is expected to come into effect from 2011.

As per the new pattern,  at the Preliminary Examination stage, there will be two objective type question papers common for all the candidates.  Both these papers will have equal weightage.  The emphasis will be on testing the aptitude of the candidate for the demanding life in civil service, as well as, on the ethical and moral dimensions of decision making.  The upcoming scheme will have the advantages of : (a) testing candidate’s decision making skills and aptitude for civil services, and (b) providing a level playing field for all the aspirants, since all the candidates will have to attempt two objective-type papers, which will be common for all.

To decide the exact content and syllabus of CSAT, UPSC Chairman, Prof. D.P. Agrawal, has constituted a high power committee under Prof. S.K. Khanna, former Vice Chairman, University Grants Commission, to work out the details of  the syllabus for two papers. The Union Public Service Commission will hold the National Defence Academy and Naval Academy Examination (II), 2010 on August 22, 2010 for admission to Army, Navy and Air Force Wings of NDA for 126th Course and Naval Academy for 88th Indian Naval Academy (INAC) Course commencing from June 30 , 2010.

Only unmarried male candidates born not earlier than 2nd July, 1992 and not later than 1st January, 1995 are eligible.

Minimum educational qualification for Army Wing of National Defence Academy is 12th Class pass of 10+2 pattern of school education or equivalent examination conducted by a State Education Board or a University. For Air and Naval Wings of National Defence Academy and for 10+2 (Executive Branch) course of Naval Academy, 12th Class pass of the 10+2 pattern of school education or equivalent examination with physics and mathematics, conducted by a State Education Board or a University is required. Candidates who are appearing in 12th class under 10+2 pattern of school education or equivalent examination can also apply for this examination.
