Today IBA has signed industry wide wage agreement with 6 Workmen unions and 4 Officers’ Associations. The salient features of the Settlement are as under :

  • Total no. of employees covered under the Settlement – 5 lakhs workmen employees and 2.5 lakh officers working in 26 Public Sector Banks, 12 Old Private Sector Banks and 8 Foreign Banks.
  • The wage revision is effective from 1.11.2007.

Union Public Service Commission : Changing Face

The UPSC has made the Preliminary exam application-oriented, in tune with the new challenges before bureaucrats and their changing roles.

THERE is a lot of debate within the discipline of public administration whether the bureaucracy should be heavy or thin. According to the neoliberal school of thought, the state should withdraw itself from the responsibility of development and leave it to private forces. Welfare state advocates feel that the state should be actively involved in developing the country. However, both schools cannot deny the importance of the bureaucracy in executing legislative decisions. Civil servants, being the most important policymakers of the country, are given many privileges and accorded a high status in the Constitution.

They are selected through an exhaustive system of examinations so that the best brains are chosen to run the country efficiently. The examination is an annual affair conducted by the Union Public Service Commission (UPSC). There has also been a lot of debate on the process of selecting the administrators of the country, with many commissions having recommended various methods.

Until now, the method has involved three stages. First, graduates from any discipline take a Preliminary examination. From this, candidates are selected for the Main examination. Those who qualify in the Main examination then appear for a personality test or an interview. The Main examination has a set of eight papers. This includes two papers each in two different optional subjects, two papers in General Studies, one paper of English, and one paper in a regional language.

Central University, Koraput, will soon start a specialized cell to train students appearing for competitive examinations with special thrust on Indian Administrative Service (IAS) and other allied services.

This is likely to give an impetus to students to appear for the civil services examination conducted annually by the Union Public Service Commission (UPSC).

The move comes at a time when representation of the State in civil services is perceived to be low. Vice Chancellor Surabhi Banerjee said the cell would be in place within the next month and the university would accord importance to civil services examinations. THE Geologists’ Exam, a specialist one, is the only purely scientific service for which UPSC conducts an exam. A throwback to the colonial times, geologists form the core of administration’s ability to locate and exploit natural resources. Conducted at 19 centres across India, the exam is followed by a Personality Test conducted by UPSC for those shortlisted.

Eligibility:

The minimum educational qualification is a Master's degree in Geology or Applied Geology or Marine Geology from a recognised university.

Those with Diploma of Associateship in Applied geology can also apply. Candidates with Master's in Mineral Exploration are eligible for GSI only while Master’s degree holders in Hydrgeology are eligible only for CGWB.

ONGC denies exam centre to Kerala

The ONGC has done it again. Once again it has denied science and engineering graduates from Kerala an opportunity to appear for its All-India Graduate Trainee Recruitment Examination, for which the notification was issued on Wednesday, by not allowing an examination centre in the state.

The ONGC, the `Maharatna’ PSU in the country which provides highest salaries to its employees among the PSUs, has invited applications from science and engineering graduates from almost all disciplines for its executive graduate trainees at the entry level. Besides the four metro cities, it has allotted examination centres to Hyderabad, Ahmedabad, Ranchi and Guwahati.

While it has allotted a centre to a city like Ranchi, it seems that it has not given a thought to providing an examination centre to Kerala, where there are large number of professional degree holders and science graduates who vie for a job in a Central PSU. In 2008, Kochi was a centre for the ONGC graduate trainee recruitment. In that exam, a large number of graduates and engineering degree holders got recruited from the state. This time, it has announced vacancies for 447 posts in Science, Engineering, Management, Finance and other disciplines.

Result of Engineering Services Exam, 2009 Announced 469 Candidates Recommended for Appointment

The UPSC has announced the results of the Engineering Services Examination, 2009. The examination for these services was held in June 2009 and the interviews for Personality Test held in February – March 2009. A total of 469 candidates have been recommended for appointment. Of these, 205 candidates are in Civil Engineering Group,130 in Mechanical Engineering Group, 59 in Electrical Engineering Group and 75 are in Electronics & Telecommunication Engineering Group. They include 202 General, 144 Other Backward Classes, 78 Scheduled Castes and 45 Scheduled Tribes (including 10 candidates belonging to Physically Handicapped category) candidates.

Appointments will be made according to the number of vacancies available and keeping in view the amended Rules and with due consideration to the provisions contained in rule 5(b) and 16 of the rules for the examination relating to restrictions on the eligibility of candidates admitted to the examination under age concession and allotment of candidates to various services according to ranks obtained and preference of services expressed by them. The number of vacancies reported by the Govt. for Group ‘A’ posts’ to be filled in for Civil Engineering Group is 237 (121 General, 64 Other Backward Classes, 33 Scheduled Castes, 19 Scheduled Tribes & these include 05 vacancies for PH-1 candidate); for Mechanical Engineering Group is 150 (75 General, 41 Other Backward Classes; 23 Scheduled Castes and 11 Scheduled Tribes and these include 02 vacancies for PH-1 & 01 for PH-3 candidates); for Electrical Engineering Group is 72(36 General, 19 Other Backward Classes, 09 Scheduled Castes and 08 Scheduled Tribes ; for Electronics & Telecommunication Engineering Group is 79 (39 General, 20 Other Backward Classes, 13 Scheduled Castes, 07 Scheduled Tribe and these include 02 vacancies for PH-1 candidate).

In accordance with Rule 13 (iv) and (v) of the Engineering Services Examination Rules 2009, the Commission is maintaining a consolidated Reserve List of candidates for each group as under:

(i) Civil Engineering Group: 64 candidates, which include 32 General, 28 Other Backward Classes, 02 Scheduled Castes & 02 Scheduled Tribes candidates.
(ii) Mechanical Engineering Group: 40 candidates, which include 20 General,18 Other Backward Classes , 01 Scheduled Castes and 01 Scheduled Tribes candidates.
(iii) Electrical Engineering Group: 26 candidates, which include 13 General, 11 Other Backward Classes, & 02 Scheduled Tribes candidates
(iv) Electronics and Telecommunications Engineering Group: 08 candidates, which include 04 General, & 04 Other Backward Classes candidates.

The Prime Minister, Dr. Manmohan Singh, inaugurated the Civil Services Day, 2010 in New Delhi today. Following is the text of the Prime Minister’s address on the occasion:

“It gives me great pleasure to participate in these celebrations of the fifth Civil Services Day. I compliment the Cabinet Secretary, Shri K.M. Chandrasekhar and his colleagues for organizing this function. I also congratulate all those who have received awards for excellence today. They have set an example for other civil servants to follow. I am sure their work will serve as an inspiration to others to strive for higher achievement in the service to the people of our country.

This annual function has now a special place in our administrative calendar. It gives a unique opportunity to officers belonging to various services, and to various states, to come together to share experience and exchange views on important issues of national concern. I hope that the deliberations of this conference will be held in a spirit of learning from each other and learning by doing and will result not only in better implementation of our policies but also in improved policy formulation itself.

What are the proposed changes in the civil services examination?

There was a lot of speculation about the pattern of changes in the civil services examination for long, but no one knew when and what kind of changes would be there. This speculation was ended by the UPSC Chairman D.P. Agrawal himself while participating in the UPSC Foundation Lecture Series on “Governance and Public Services”.

Education Loans to Handicapped Students by NHFD

National Handicapped Finance & Development Corporation (NHFDC) provides education loan at concessional interest rates to handicapped students (fulfilling eligilibility critera to avail loan) to pursue higher studies in India upto Rs. 7.50 lakh and abroad upto Rs. 15 lakh.

The interest rates are:

(i) Upto Rs. 50,000/- -5% p.a.
(ii) Above Rs. 50,000/- -6% p.a. and upto Rs. 5 lakh
(iii) Above Rs. 5 lakh -8% p.a.

Also, a rebate of 1% on interest is given to women beneficiaries.
