Much of the concern is focused on China, where government stimulus efforts have been large and effective. Money in China has been especially easy to find. Aggregate new bank lending surged 201% in the first half of 2009 from the same period a year earlier, to nearly $ 1.1 trillion. Exuberance over a quick recovery–which was given a boost by China’s surprisingly strong 7.9% GDP growth in the second quarter–has buoyed investor sentiment not just for stocks but also for real estate.

Former U.S. Federal Reserve Chairman Alan Greenspan argued that bubbles could only be recognised in hindsight. But investors–who have been well schooled in the dangers of bubbles over the past decade are increasingly wary that prices have risen too far, and that the slightest bit of negative economic news could knock markets for a loop. These fears are compounded by the possibility that Asia’s central bankers will begin taking steps to shut off the money. rumours that Beijing was on the verge of tightening credit led to Shanghai stocks plunging 5%. The Examination will be held in accordance with the Rules for the Examination published by Ministry of Home Affairs in the Gazette of India dated 29th May, 2010 . Examination Notice:

No. F. 12/1/2010-EI(B): A combined competitive examination for recruitment to Grade IV of the Services mentioned in Para 2 below will be held by the Union Public Service Commission commencing on 4th December 2010 in accordance with the Rules published by the Ministry of Statistics & Programme Implementation in the Gazette of india dated the 05th June, 2010.

THE CENTRES AND THE DATE OF HOLDING THE EXAMINATION AS MENTIONED ABOVE ARE LIABLE TO BE CHANGED AT THE DISCRETION OF THE COMMISSION. WHILE EVERY EFFORT WILL BE MADE TO ALLOT THE CANDIDATES TO THE CENTRE OF THEIR CHOICE FOR EXAMINATION, THE COMMISSION MAY, AT THEIR DISCRETION, ALLOT A DIFFERENT CENTRE TO A CANDIDATE WHEN CIRCUMSTANCES SO WARRANT. The candidates should note that no request for change of centre will normally be granted. However, when a candidate desires a change in centre from the one he/she had indicated in his/her Application form for the Examination, he/she must send a letter addressed to the Secretary, Union Public Service Commission giving full justification as to why he/she desires a change in centre. Such requests will be considered on merits but requests received in the Commission’s Office after 05th August, 2010 will not be entertained under any circumstances nor will such communications be replied to.

2. (a) The Services to which recruitment is to be made on the results of this examination and the approximate number of vacancies in Grade IV of the Services are given below :-
(i) Indian Economic Service - 15
(ii) Indian Statistical Service - 20

The number of vacancies mentioned above is liable to alteration.

Reservations will be made for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Physically Disabled Categories in respect of vacancies as may be fixed by the Government of India.

(b) A candidate may compete for any one of the Services only viz. the Indian Economic Service or the Indian Statistical Service, for which he/she is eligible in terms of the rules.

3. Eligibility Conditions :

(I) Nationality
A candidate must be either :—
(a) A citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Srilanka or East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently settling in India.

1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:

The candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to the Examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions.

Mere issue of admission certificate to the candidates will not imply that his/her candidature has been finally cleared by the commission.

Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.

2. HOW TO APPLY:

(a) Candidates who wish to apply Offline must apply in the Common Application form devised by the Commission for its examinations, which can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty only). Each such Form can be used only once and only for one examination.

In case of any difficulty in obtaining Application Forms from the designated HPOs/POs, the candidates should immediately contact the concerned post Master or UPSC's "FORMS SUPPLY MONITORING CELL" over Telephone No. 011-23389366/FAX No. 011-23387310.

(b) Candidates can also apply Online using the link http://www.upsconline.nic.in. Detailed instructions for filling up online applications are available on the above mentioned website.

(c) Candidates are advised to read carefully the "Instructions for filling up the Offline Application Form"given in Appendix-II (A) and Instructions for Online Applications given in Appendix II (B) of this notice.

The Uttarakhand Public Service Commission will hold a written examination at various centers mentioned in Appendix- I of this advertisement for the selection of Suitable Candidates to the state Government through Combined Lower Subordinate Services Examination, 2010.
