Civil services no longer on radar of elite colleges

The annual results of the Civil Services Examination, conducted by the UPSC, no longer cause a stir in the hallowed corridors of top colleges like St Stephen’s, Lady Shri Ram and Shri Ram College of Commerce. For several decades, St Stephen’s grabbed the limelight on the list of successful candidates in the country’s highest competitive examination. However, a changed socio-economic situation has altered the scenario. “Civil Services are not even on the radar of our students who now have a lot more job opportunities to choose from. The UPSC is a big gamble and requires two-three years’ preparation time,” said Sanjeev Grewal, associate professor of economics, St Stephen’s College. “Unlike the seventies and eighties when several Stephanians were in the bureaucracy, today our students do not even appear for the exam,” said Grewal, who is also staff adviser for the placement cell of the college.

“The success ratio of UPSC candidates from the vernacular space has increased. There are also more first-generation learners who are clearing the exam. This is because of the easier availability of study material in vernaculars, especially Hindi,” said Vivek Kumar, professor of sociology in JNU’s Centre for Study of Social Systems. The mushrooming of coaching centres catering to Hindi medium students has also enabled these students to get readymade study material, adds Kumar.

Ludhiana scientist gets 16th rank in UPSC

UPSC‘‘When you really want something to happen, the whole universe conspires so that your wish comes true.’’ As these words — immortalized by Paulo Coelho — reverberate in his mind, Prabhjot Singh, 24, knows that his never-say-die spirit and family’s support made it possible for him to secure the sixteenth rank in the coveted UPSC examination.

Happy over his son’s achievement, a proud Gurdev Singh — a superintendent at Ferozerpur post office — said, ‘‘Even as a child, he was bright and continued to shine in studies till graduation. He was a gold medalist in physics.’’ Singh added that it was their dream that Prabhjot become an IAS. ‘‘He’s finally achieved it,’’ he beamed.

Prabhjyot did his graduation (BTech) from GNE College in 2006 and this was his third attempt at cracking the civils. He took coaching from Patiala for three months, followed by rigorous self study. Presently working with Indian Space Research Organisation as a scientist at Ahmedabad, the youngster loving putting his feelings in poetry and also plays the tabla, said his mother Satwant Kaur, also employed at post office.

UPSCWith their children clearing the prestigious All India Service examinations, it has been a dream come true for many IAS officers in the state.

The special chief secretary, Mr A.K. Goel, was elated when his son, Mr Karthikeya Goel, was selected for the IAS after securing the 40th rank. Similarly, the excise commissioner, Mr Hiralal Samaria, was proud when his son cleared the UPSC examinations. He just missed making the cut for IAS and settled for the Indian Revenue Service.

The current labour commissioner, Mr D. Srinivasulu’s daughter, Ms Harichandana, also cleared the UPSC exam in the general category and got the 106th rank.

The UPSC has added one more name, Dipika Goyal, in the list of successful candidates of Indian Forest Service Examination, 2009, for which it had earlier announced 84 names of successful candidates. But interestingly, Ms Goyal whose name did not figure in the original list, turned out to be the second topper among 85 selected candidates. Sangram Keshari Behera remains the first topper in the new list too.

There’s no law that says a farm worker’s son or an autorickshaw driver can’t make it to the civil services. But when they do, it’s a charming story. This is the tale of two young men who made it to the UPSC list from Andhra Pradesh against all odds. One is the son of a National Rural Employment Guarantee Scheme worker. And the other drove an auto for three years to feed a large family.

Ch Vijaya Rao, farm worker’s son from Neeladripuram village in West Godavari district, got the 102nd rank. N Balaram, the auto driver from a hamlet in Mahbubnagar district, got the 834rd rank in the UPSC honours list released yesterday. Vijaya Rao beams with pride as he says ‘‘my father still works in the fields.’’ A student of MA (Anthropology) from the University of Hyderabad, he owes it all to his father Ch Abbulu and his brother Ananda Rao. ‘‘My mother died in 1999 and my father and brother did everything to keep me in school.

My brother dropped out of Intermediate to earn for the family and they did all the household work.’’ Vijaya Rao was fourth time lucky in the civils. His rank is good enough for an IAS posting, but he wants the IPS. ‘‘I’ve always been inspired by police officers. It is they who safeguard society and I want to do my bit,’’ he says. The story of N Balaram is equally inspiring. Hailing from a poor farming family in Kesyanaik thanda in Mahbubnagar district, Balaram is the eldest of six brothers and a sister.

The Supreme Court today upheld the Constitutional validity of a UPSC rule allowing merit list candidates, belonging to reserved category, to avail the quota benefit while choosing posts. A five-judge Constitution bench headed by Chief Justice K G Balakrishnan set aside the Madras High Court judgement which had declared the Union Public Service Commission rule as unconstitutional.

Faesal becomes first Kashmiri to top UPSC exam

Transforming a hurdle into a moment of opportunity, Dr. Shah Faesal coped with personal tragedy to become the first from the Kashmiri province to top the Union Public Service Commission 2009 examinations.

The untimely death of his father in 2002 at the hands of “unidentified militants” days before his Pre-Medical Test did not deter Dr. Faesal from clearing the test or from becoming the first candidate from Kashmir in several years to be selected to the Indian Administrative Service through open merit. Dr.Faisal who turns 27 on May 17 was only 19 when his father, a teacher, was killed in Kupwara.

As friends, well-wishers and the media on Thursday thronged the Hamdard Study Circle premises here where the doctor took coaching for the Civil Services examination, Dr. Faesal said: “I had only two choices — to be bogged down or to stand up and face the challenge.” A festive atmosphere prevailed as Dr. Faesal, attired in brown formals, articulated himself in well thought out and measured

Four candidates from Assam have emerged in the list of successful candidates in this year’s IAS and allied services examination conducted by the UPSC. Of them, Narayan Konwar has secured the 119th position. The other candidates are Ashiqur Zaman (249), Mantu Das (258) and Raktim Saikia (720). Our Morigaon Correspondent adds: Narayan Konwar of the nondescript Kanphala village in Morigaon district has done his native place and the State proud by clearing the UPSC examination.

Konwar’s family sources said that he secured the 119th position in the merit list for IAS and allied services. Currently working as a lecturer in Nagaon College, Konwar was a first class first (postgraduate) in Political Science from Gauhati University in 2002. Konwar’s success has created an euphoric situation

Both Shah Faizal, who topped this year’s UPSC exam, and 24-year-old Prakash Rajpurohit, who came second, have quite a bit in common. Neither of them took coaching classes to crack what is thought to be the toughest exam in the country, and they did so after having taken up other professions. While Faizal is a doctor from Kashmir, Prakash is an electrical engineer from IIT-Delhi. The only difference between them on Thursday was their level of excitement — the latter did candidly admit that he was disappointed at coming second.

Iva Sahay, meanwhile, is the only woman in the top three. She says she wants to reform the bureaucracy and help people caught in a web of files, running haplessly running from one office to another. ‘‘I will try to improve the bureaucracy’s functioning. People without any connections are never welcomed into our offices. That attitude should change,’’ she said, speaking over the phone from Allahabad, her hometown.
A postgraduate in geography from Jawaharlal Nehru University, Sahay topped the university exams in all four semesters. At the moment, she is studying for a doctorate from Allahabad University.

Prakash RajpurohitOriginally from Rajashthan’s Barmer district, Prakash did his schooling from DAV School in Delhi before joining IIT. His stay there however was something he does not like to remember. ‘‘I joined IIT in 2003 to study electrical engineering but I was horrified right from day one. My seniors ragged me so severely that I had no option but to complain to the authorities. They were expelled for six months. Some of the things I was asked to do by my seniors can’t be mentioned. I was psychologically affected but did not want to give up so easily. I disregarded all thoughts of leaving IIT and carried on. The credit for making me so strong goes to my parents,” says Prakash who is an only child. His parents live in Ghaziabad, while he lives with his friends in Vasant Kunj.

Prakash was working with a start-up IT firm in Noida before he began to explore the idea of becoming an IAS officer. ‘‘Initially, I decided to become an engineer and joined IIT because I was very good at math, it was my favourite subject. I left my job in 2008 to prepare for the UPSC exam since I felt the civil services were very diverse and more challenging. I reached the interview stage in my first attempt in 2008 but could not get any further. But I never gave up, that failure propelling me to forge ahead even stronger and achieve my goal. I never took coaching classes but studied on my own,” he says.

Success for him is not completely new. He came fourth in the All India IIT exam in 2003. ‘‘I will be joining the services by Augustend, hopefully the Rajasthan cadre but before that I want to go back to Ghaziabad and be with my parents,” he says, surrounded by his friends.

Based on the results of the written part of Civil Services (Main) Examination, 2009 held by the Union Public Service Commission in October-November, 2009 and the interviews for Personality Test held in March-April, 2010, the following is the list, in order of merit, of candidates who have been recommended for appointment to the : -

[i] Indian Administrative Service;
[ii] Indian Foreign Service;
[iii] Indian Police Service; and
[iv] Central Services, Group ‘A’ and Group ‘B’.

A total number of 875 candidates have been recommended for appointment including 399 General (including 21 Physically Challenged candidates), 273 Other Backward Classes(including 09 Physically Challenged candidates), 127 Scheduled Castes and 76 Scheduled Tribes candidates.

2. Appointment to the various services will be made according to the number of vacancies available with due consideration to the provisions contained in Rules 2 and 19 of the Rules of the Examination and subject to the final decision of the Supreme Court / High Court / C.A.Ts. on the S.L.Ps. / R.As/ W.Ps. O.As. pending therein. The number of vacancies reported by the Government for the Indian Administrative Service is 131 (66 General, 38 Other Backward Classes, 18 Scheduled Castes and 09 Scheduled Tribes); for the Indian Foreign Service is 30 (15 General, 10 Other Backward Classes, 01 Scheduled Castes and 04 Scheduled Tribe); for the Indian Police Service is 150 (77 General, 39 Other Backward Classes, 21 Scheduled Castes and 13 Scheduled Tribes); for the Central Services Group ‘A’ is 582 (298 General, 159 Other Backward Classes, 81 Scheduled Castes and 44 Scheduled Tribes) and for Central Services Group ‘B’ is 96 ( 57 General, 27 Other Backward Classes, 06 Scheduled Castes and 06 Scheduled Tribes). This includes 30 vacancies for Physically Challenged candidates.

4. In accordance with Rule 16 (4) & (5) of the Civil Services Examination Rules 2009, the Commission is maintaining a consolidated Reserve List of 228 candidates which includes 114 General, 88 Other Backward Classes, 18 Scheduled Castes and 08 Scheduled Tribes candidates ranking in order of merit below the last recommended candidate under respective category.

5. The list of candidates recommended for appointment has been drawn pursuant to the ad-interim stay granted by the Hon’ble Supreme Court in SLP(Civil) No.13571-72/2008 dated 16.05.2008 filed by the Union of India on the judgment of the Hon’ble Madras High Court in WP No.37196 of 2007 and related batch matters and therefore, this result is provisional subject to the final outcome of the Special Leave Petitions No.13571-72/2008 and judgment/directions of the Hon’ble Supreme Court in the matter.

6. UPSC has a “Facilitation Counter” near Examination Hall in its campus. Candidates can obtain any information / clarification regarding their examinations / recruitments on the working days between 1000 hours to 1700 hours in person or over telephone Nos. 23385271 / 23381125 / 23098543. Result will also be available on the U.P.S.C. website i.e. http//www.upsc.gov.in. However, marks are likely to be available on the website within 15 days from the date of declaration of results.
