  1. The University Grants Commission announces holding of the National Eligibility Test (NET) on 27th June, 2010 (Sunday) for determining the eligibility of Indian nationals for the Award of Junior Research Fellowships (JRF) and eligibility for Lectureship in Indian universities and colleges. UGC will conduct NET in 77 (seventy seven) subjects (listed under item no. 9) at 66 (sixty six) selected University Centres (listed under Item no. 10) spread across the country. The result of the UGC-NET held on 27th December, 2009 and the one to be held on 27th June, 2010 will be made available on the UGC website : www.ugc.ac.in and shall also be published in the Employment News as and when it is declared. The candidates will not be individually intimated about their result. The candidates who qualify for the award of Junior Research Fellowship are eligible to pursue research in the subject of their post-graduation or in a related subject and are also eligible for Lectureship. The universities, institutions, IITs and other national organizations may select the JRF awardees for whole time research work in accordance with the procedure prescribed by them. The award of JRF will depend on the performance of the candidate in all three papers of NET. However, the candidates qualifying exclusively for Lectureship will not be considered for award of JRF. Candidates appearing in NET should clearly specify in the prescribed Application Form whether they are applying for both JRF & eligibility for Lectureship OR only for eligibility for Lectureship. 2) JUNIOR RESEARCH FELLOWSHIP :

Candidates qualifying for the award of Junior Research Fellowship will be eligible to receive fellowship of UGC under various schemes, subject to finding their placement in universities/IITs/institutions. The validity period of the offer is two years w.e.f. the date of issue of JRF Award Letter. However, in case the candidates have already joined M.Phil/Ph.D., the date of commencement of fellowship shall be from the date of declaration of NET result or date of their joining, whichever is later.

UGC NET ELIGIBILITY : CONDITIONS OF ELIGIBILITY

i) Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Physically Handicapped (PH)/Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination are eligible for this Test.

ii) Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Lectureship eligibility only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% in case of SC/ST/PH/VH category candidates). Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.

iii) The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET

iv) Candidates are advised to appear in the subject of their post-graduation only. The candidates whose post-graduation subject is not covered in the list of subjects in item No. 9, may appear in a related subject.

v) Candidates seeking concession in fee are required to submit attested copy of their OBC(Non-creamy layer)/SC/ST/PH/VH certificate along with online print out of their Application Forms (obtained while applying on-line). Other candidates are not required to submit any certificates/documents in support of their eligibility alongwith print out of their Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the Commission at any stage, their candidature will be cancelled and they shall be liable for legal action.

Those aspiring to be civil servants must have not only the required skills and knowledge, but also the right values which would include integrity, commitment to public service and above all, commitment to the ideals and philosophy embodied in the Constitution.

So a number of committees and commissions were setup to make recommendations on various aspects of recruitment. The first committee was the Macaulay committee of 1854. This committee established the principle of ‘transferability of academic talent to administration.' The Macaulay system continued till three decades after Independence.

In 1976, the Kothari committee recommended a sequential system of examination based on the dictum that “the average quality would get richer as the stream proceeds from one ‘stage to the next'. Accordingly the examination was designed as a sequential three stage process - an objective type Preliminary examination comprising one Optional and General Studies, a Main examination which would comprise 9 written papers and finally a Personality Test.

In 1989, Satish Chandra Committee was appointed to suggest reforms and it recommended minor changes to Kothari model. Accordingly, an ‘Essay' paper was introduced and the marks for the Interview were enhanced. Presently, the Civil Services Examination is conducted on an annual basis on this pattern.

The new millennium demanded excellence at every level of governance which required almost total re-shaping, re-structuring of the economic as well as the administrative apparatus of the government. Responding to this need, the Y.K. Alagh Committee, in 2001, recommended significant changes.

At the Preliminary level, it suggested that the ‘optional' subject should be continued but the General Studies paper should be recast to that of a Civil Services Aptitude Test comprising questions on basic awareness', ‘problem solving and analytical abilities' ( situation from the civil services arena to be taken to test reasoning and understanding of problems ) and ‘data analysis ability'.

What is SLR?
Every bank is required to maintain at the close of business every day, a minimum proportion of their Net Demand and Time Liabilities as liquid assets in the form of cash, gold and un-encumbered approved securities. The ratio of liquid assets to demand and time liabilities is known as Statutory Liquidity Ratio (SLR). Present SLR is 24%. (reduced w.e.f. 8/11/208, from earlier 25%) RBI is empowered to increase this ratio up to 40%. An increase in SLR also restrict the bank’s leverage position to pump more money into the economy.

SLR stands for Statutory Liquidity Ratio. The UPSC will soon be holding special examinations for young officers in Central Police Organisations (CPOs), Central Paramilitary Forces (CPFs) and state police forces to induct them into the elite Indian Police Service (IPS). The Union home ministry, which was working on a proposal to plug the acute shortfall of IPS officers in the country, has firmed up its scheme and is holding consultations with the UPSC to implement the move.

Two attempts to crack the IPS examination will be given to officers recruited as deputy superintendents of police in the states and as assistant commandants in the five CPOs, according to the scheme. No. F. 7/6/2009 E.1(B) : An Examination will be conducted by the Union Public Service Commission on 22 August 2010, for admission to the Army, Navy and Air Force wings of the NDA for the 126th Course and Naval Academy for the 88th Indian Naval Academy Course (INAC) commencing from 30th June 2011. The candidates joining Indian Naval Academy would undergo 4 years B Tech Course and would also be given an opportunity to join Technical Branch of the Navy subject to availability of vacancies. The approximate number of vacancies to be filled on the results of this examination will be 335 (195 for the Army, 39 for Navy, 66 for the Air Force and 35 for the Executive Branch of Naval Academy).

Vacancies are provisional and may be changed depending on the availability of training capacity of National Defence Academy.

N.B. (i) A candidate is required to specify clearly in col. 17(I) of the Application Form the Services for which he wishes to be considered in the order of his preference. He is also advised to indicate as many preferences as he wishes to opt so that having regard to his rank in the order of merit due consideration can be given to his preferences when making appointments.

The centres and the date of holding the examination as mentioned above are liable to be changed at the discretion of the Commission. While every effort will be made to allot the candidates to the centre of their choice for examination, the Commission may, at their discretion, allot a different centre to a candidate, when circumstances so warrant. Candidates admitted to the examination will be informed of the time table and place or places of examination.

Candidates should note that no request for change of centre will normally be granted. When a candidate, however, desires a change in centre from the one he had indicated in his application form for the Examination, he must send a letter addressed to the Secretary, Union Public Service Commission, giving full justification as to why he desires a change in centre. Such requests will be considered on merits but requests received after 19th May 2010 will not be entertained under any circumstances.

1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:

The Candidates applying for the examination should ensure that they fulfill all eligibility condition for admission to examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions

Mere issue of admission certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission.

2. How to apply:

(a) Candidates who wish to apply Offline must apply in the Common Application form devised by the Commission for its examinations, which can be purchased from the desginated Head Post Offices/Post Offices (specified in Appendix III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty only). Each such Form can be used only once and only for one examination.

In case of any difficulty in obtaining Application Forms from the designated HPOs/POs, the candidates should immediately contact the concerned post Master or UPSC's "FORMS SUPPLY MONITORING CELL" over Telephone No. 011-23389366/FAX No. 011-23387310.

(b) Candidates except certain categories mentioned in para 5(c) can also apply Online using the link http://www.upsconline.nic.in. Detailed instructions for filling up online applications are available on the above mentioned website.

Candidates are advised to read carefully the "Instructions for filling up the Offline Application Form"given in Appendix-II (A) and Instructions for Online Applications given in Appendix II (B) of this notice.

3. LAST DATE FOR RECEIPT OF APPLICATIONS :

Minister for Local Self-Governance Paloli Mohammed Kutty has said that the Government will open five coaching centres in the State for Muslim candidates attending competitive examinations.

The Minister told a news conference here on Thursday that the coaching centres were being opened on the basis of the recommendations of the Paloli Committee, set up in 2007, in view of the Justice Rajinder Sachar Commission’s findings on the socio-economic status of the Muslim community.

The coaching centres will be opened at Payyannur, Kozhikode, Ponnani, Ernakulam and Thiruvananthapuram and the courses will be offered free of cost, the Minister said.

Get ready for an age of entrance examinations where it isn't how much you know that is going to be the key, but how well you use the information that is available. “Nowadays all the information is available at the click of a button, so information is no big deal and that's the reason why aptitude is taking centre-stage,” says C. Vepa who runs a coaching centre in Abids.

This changing pattern has set the cat among pigeons for students as well as the trainers. “Right now we don't even know the syllabus or the pattern of questions expected and how they will test administrative aptitude. So, yes there are certain misgivings among students, but I am sure UPSC is trying to create a level-playing field,” says Sosin, who is part of a civil service coaching centre.

Eligibility: CSIR will hold the Joint CSIr-UGC Test 20th June, 2010 for determining the eligibility of the Indian national candidates for the award of Junior Research Fellowships (JRF) NET and for determining eligibility for appointment of Lecturers (NET) in certain subject areas falling under the faculty of Science. The award of Junior Research Fellowship (NET) to the successful eligible candidates will depend on their finding admission/placement in a university/national laboratory/institution of higher learning and research, as applicable.

A candidate may apply either for 'JRF + Lectureship' both or for He/She may indicate his/her preference in the OMR Application Form/Online Application, as the case may be. CSIR may consider candidates applying for 'JRF + LS' for 'Lectureship only' depending on  number of fellowships available and performance in the test subject to the condition that they fulfill the laid down eligibility criterion. If a candidate is found to be over-age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only.

Two separate merit lists, one comprising the candidates qualifying for the award of Junior Research Fellowship (JRF – NET) and the second of those candidates qualifying the Eligibility Test for Lectureship (NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET). The candidates qualifying for Lectureship will be eligible for recruitment as Lecturers as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligible criteria of that Scheme/Project. However, they will not be eligible for Regular JRF-NET Fellowship. They will be eligible to pursue PhD programme with or without any fellowship other than JRF-NET. Candidates qualifying for the award of JRF (NET) will receive fellowship either from CSIR or UGC as per their assignment or from the Schemes with which they may find association. The candidates declared eligible for Junior Research Fellowship under UGC scheme will be governed by UGC rules/regulations in this regard.

A candidate can also apply for the Test under RA (Result Awaited) category, if he/she is appearing or has appeared in his/her final year (III/IV Semester where Semester system is there) of M.Sc. or equivalent degree examination in subjects mentioned in above during the academic session 2009-2010. Such candidates will have to submit the attestation format (given at the reverse of the application form) duly certified by the Head of the Deptt./Institute over his/her signature and rubber stamp (with address and name) from where the candidate is appearing or has appeared in the final year M.SC or equivalent degree examination. However, such candidates shall be admitted to the Test provisionally. They shall only be considered eligible for JRF-(NET)/LS-(NET), if they are able to produce the proof of having passed the Master's Degree examination in the relevant or related subject with the requisite percentage of marks and within the stipulated time frame.

Age limit and relaxation: For JRF (NET): Minimum 19 years and maximum 28 years as on 01.07.2009 (upper age limit may be relaxed up to 5 years as in case of candidates belonging to SC/ST/OBC, Physically handicapped/Visually handicapped and female applicants.

For LS (NET): Minimum 19 years as on 01.07.2010. No upper age limit.

Date and scheme of the CSIR UGC Test:-

About Coast Guard: The Indian Coast Guard (ICG) is one of four branches of the Indian Armed Forces, tasked with the mission to guard the Republic of India's maritime interests.
