UPSC Topper Tina Dabi (AIR-1) Scored 52.49% Marks


Tina Dabi, the topper of civil services examination, secured just little over 52 per cent marks, reflecting the strict evaluation yardstick adopted by the UPSC or Union Public Service Commission in conduct of the prestigious test to select the country's top bureaucrats.

The civil services examination is conducted annually in three stages - preliminary, main and interview - to select candidates for the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS), among others.

22-year-old Tina, a graduate from Delhi's Lady Shri Ram College, topped the 2015 civil services exam securing 1,063 marks (52.49 per cent) out of a total of 2,025 - comprising 1,750 of main and 275 of interview, UPSC sadi.

Second-ranked Athar Aamir Ul Shafi Khan from Jammu and Kashmir, got 1,018 marks (50.27 per cent) and third rank holder Jasmeet Singh Sandhu secured 1,014 marks (50.07 per cent), the UPSC said.

Mr Khan was an Indian Railway Traffic Service (IRTS) officer, while Sandhu an Indian Revenue Service (customs and Central Excise) officer. Both were undergoing training before making it to the top.

Tragedy on the Icy Heights

Lance Naik Hanumanthappa, the last surviving brave Indian soldier, finally breathed his last on 11th February 2016 after battling for his life for almost eight days.

An avalanche had buried the soldier’s camp along with nine of his colleagues on the icy heights of the Siachen Glacier on February 3. While the lives of his camp calleagues were snuffed out before rescuers reached them, soldier Hanumanthappa was rescued alive after being buried under 35 feet of snow for six days. However, the soldier lost the struggle for his life two days later.

Surviving at a height of around 19000 feet on the Siachen glacier is all about braving the odds and fighting the elements of nature. It is physically and medically not possible to live in those conditions beyond three months. Our brave soldiers stationed on the icy heights have to battle the extreme cold, in which a bath means a sponge bath and as simple a task as walking is a torture. Snow blizzards further reduce the temperature to as low as 60 degrees below zero. Snowstorms on the Siachen glacier can last for as long as three weeks and winds here can touch speeds of 100 mph in no time. Avalanches are like death from the skies. The avalanches at Siochen are more dangerous as they are solid blocks of ice.

At the age of seven he decided that he wanted to become an Indian Administrative Services officer, come what may.

For twenty-seven-year-old Bala Nagendran from Chennai, beating the odds is a way of life. At the age of seven he decided that he wanted to become an Indian Administrative Services officer, come what may.

Born 100 per cent visually impaired, Bala Nagendran has realized his childhood dream by not only cracking the UPSC exams but also securing the 923rd rank in the all-India level.

“I would never accept whenever someone refers to me being blind as a challenge. Personally, I consider it a powerful tool. It has made me realise the importance of having inner-vision. My visual impairment has helped me get to know people better,” explains Nagendran, to The News Minute.

The challenge, however, he says was the negligible amount of Braille books available for the UPSC aspirants in the market. “I had to personally get the books converted to the Braille form. It not only took much of my time, but was also quite expensive. I had to spend almost six times the cost of the regular books available in the market,” he says, adding that being technologically versatile helped him a lot in the preparation. Not only would he use Google for preparation, he also depended on the ebooks which made his preparation process easier.

Farha Hussain wanted to be a doctor when she was a little child. As an adolescent, she dreamed of winning a beauty pageant but studied law and became a criminal lawyer instead.

But she didn’t stop at that.

On Tuesday, the 26-year-old became the second Muslim from Rajasthan to crack the Union Public Service Commission’s (UPSC) civil services examination in her second attempt.

“I studied the five-year integrated law course at Government Law College in Mumbai and was the only one from my batch to find a place in the team of one of the country’s top lawyers, Mahesh Jethmalani,” she says.

Farha got 267th rank in the exam and is waiting for allotment of service before she decides if she will take another attempt to better her rank.

She wrote the mains of civil services examination in 2013 but didn’t get a call for the interview round.

Farha’s is a family of administrative officers - her father Ashfaq Hussain is the district collector of Dausa, her uncle retired as an Indian Police Service officer and another uncle is a joint secretary in the state government.

“My uncle and father were promoted to the all-India services from the state cadre,” she says.

“Hard work, motivation and faith in my abilities were the mantras for my success. Although I was determined to qualify the exam when I was in school, but finally I took the call in 2014, three years after I finished my studies. The same year, I made my first attempt but did not succeed. However it was a good learning experience. I cultivated from that experience brick by brick until I succeeded. I left for Delhi to study law after I finished my schooling in the Kashmir Valley. Later I picked a job as a lawyer. For prelims, I made a self study and for the mains I opted for coaching classes. I was working also during my preparations but sometimes I took off as well. My optional subject was Sociology but for the exam the study level was an advanced one. A constant study of five hours a day cracked the hard nut for me. I overcame the feeling of tiredness and stress by motivation.

Administrative tribunals differ from the ordinary courts in two things, their constitution and procedure. As regards their composition they consist of administrative officials and experts and not judges, for their procedure, it is simpler and much more informal than that the courts. Thus the usual rules of evidence are not observed, lawyers are often not allowed to appear, facts are quickly elicited by act questioning by the hearing officer or tribunal, and decisions are speedily reached.

Administrative Tribunals in various Countries

In the continental countries like France, there is a systematic hierarchy of administrative courts headed by the council of state at the top - to hear appeals from the decision of lower tribunals. It constitutes a complete system like that of regular courts in other countries.

In the Anglo-Saxon countries and those like India which have been be influenced by their traditions, the growth of administrative tribunals has been haphazard. They have been established as and when required, but although their number is now fairly large they have never been organized into a coherent system. Their constitution and procedure differs from instance to instance and there is no single higher tribunal to hear appeals from them.

In India, the development has been along the same lines as in Britain. Due to the backward state of economic and social legislator the number of administrative tribunals in this country is not so large as in Britain, but it is by no means negligible. Here also the adjudicator power is vested, as in Britain, sometimes in separate tribunals like the Income Tax Appellate Tribunals. Boards of Revenue, Labour an Industrial Court,. Labour Appellate Tribunals. etc. while in other case: government departments or particular officers have it. Thus the district collector or deputy commissioner has adjudicatory powers under the legislation for the reduction of agricultural indebtedness, in respect appeals from specified kinds of orders of local bodies, etc.

The student of Metallurgy Engineering batch in the Indian Institute of Technology (IIT) Madras, has now emerged as the topper in the two Telugu states in the Civil Services exam. Confidence personified, Chekuri Kirthi, the All India 14{+t}{+h}ranker picked up the idea of being an IAS officer only in her third year at IIT inspired by a talk of serving officer. “Couldn’t imagine myself working in the four walls of a company and the vast scope of service civil services throw up actually drew me towards it,” Kirthi told The Hindu. The topper was at the R.C. Reddy Study Circle, where she took coaching for some subjects.

Unlike any normal Telugu girl with an engineering degree who aims to land in the United States, Kirthi thought differently.

It was celebration time for her family as it received the news of Michelle Queenie D'Costa cracking the UPSC examination. It was the dream of Michelle's father, an agriculturist, that her daughter took to civil services. Michelle, an engineering graduate, secured 387th rank in UPSC examination 2015.

"My dad always inspired me to become an IAS officer and I did try my best to achieve that feat but ended up with 387th rank," an elated Michelle told TOI. She hails from Niddodi, a village in Neerude in Mangaluru taluk, 20 kilometres away from city. She completed her primary school studies in her village and received BE degree from R V College of Engineering in Bengaluru in 2011. "After my graduation, I started putting efforts to crack the competitive exam so took up coaching in Delhi," she says adding that she is ready to take any responsibility given by the government.
