High Value Topics for IAS Preliminary (GS Paper - I)


There is quite a big syllabus for the UPSC exam both for prelims and as well as mains. In this article we would like to provide topics which are more important than others. This is done solely on the basis of previous year questions asked in UPSC. Nothing can be said with certainty that this will necessarily be the pattern this year as UPSC is quite flexible. However we believe these topics should be given special attention, because based on previous year experience they cover more portion of the paper than other parts.

We would try to mention section wise topics which provides higher value for UPSC prelims than other topics.

(News) Haryana CSE changes Prelims pattern based on UPSC CSAT


Prelims adopted in Haryana CSE on UPSC pattern


Haryana Cabinet under the chairmanship of Chief Minister Manohar Lal Khattar approved a proposal to adopt a prelims pattern similar to UPSC for the state civil services examination.

Now there would be a Civil Services Aptitude Test of 100 marks in the form of Paper-II.

Both the question papers will be of objective type and would be in English and Hindi. Each paper will be of two-hour duration.

For each wrong answer, one-fourth (0.25) marks will be deducted. It also decided to do away with the provision of making special recruitment to the HCS (Executive Branch) because it has "always been a matter of litigation,".

F.No.13/1/2016-EI(B): The Union Public Service Commission will hold a Screening Test for selection to Indian Forest Service (Main) Examination, 2016 through Civil Services (Preliminary) Examination, 2016 which will be held on 07th August, 2016, in accordance with the Rules published by the Ministry of Environment, Forests and Climate Change in the Gazette of India dated the 27th April 2016

The number of vacancies to be filled on the results of the examination is expected to be approximately 110. The number of vacancies is liable to alteration. Reservation will be made for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Physically Handicapped Categories in respect of vacancies as may be fixed by the Government.

Note : As per the information received from the Ministry of Environment, Forests and Climate Change. 2 vacancies have been kept reserved by them for Low Vision category and 1 vacancy has been kept reserved Hearing Impaired category. However the vacancies indicated are liable to further alteration

PLAN OF EXAMINATION

The Indian Forest Service Examination will consist of two successive stages (vide Appendix I Section-I below).

(i) Civil Services (Preliminary) Examination (Objective type) for the selection of candidates for the Indian Forest Service (Main) Examination; and
(ii) Indian Forest Service (Main) Examination (Written and Interview) for the selection of candidates for the Indian Forest Service.

ELIGIBILITY CONDITIONS :

(i) NATIONALITY :

A candidate must be either :

(a) A citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Srilanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Besides IAS, IPS and other services, aspirants for babudom will have one more service to choose from in the annual examinations conducted by the Union Public Service Commission (UPSC) from next year onwards—the Indian Skill Development Service.

“We are speeding up on the creation of a dedicated skill development cadre. In fact, the next civil services exam (2016-17) conducted by UPSC will also recruit for this service. We are working on the job requirement as of now. One guiding idea is to make the service aspirational,” Rajiv Pratap Rudy, Union minister for skill development told HT.

“With so many changes in the skill development scenario - like over 13,000 Industrial Training Institutes (ITIs) coming under the skill development ministry, plans to set up skill universities, etc, there will be a need for a dedicated cadre that can handle the challenges ahead and infuse the much-needed professionalism. This service will take care of that,” the minister added.

At present, the number of ITIs in the country is 13,105 which cater to about 18,65,629 students at any given point of time. While 2,293 are government-run ITIs, 10,812 are private-run.

On October 7, the Union cabinet had cleared the creation of a Group ‘A’ service for skill development.

Introduction

Efficiency is a goal as well as a value of any administrative organisation. Organisations whose goals-achieving capacity nears hundred or littleness, can be conveniently termed as efficient. Efficiency is both a characteristic as well as a value or even an ideal to be achieved by an organisation. Those public services and organisations may be bureaucratic one, are bound to be efficient which according to Max Weber are recruited on the basis of ideal-type-model.

Efficiency is a criterion of administrative evaluation. It is essentially criterion of making rational choices. Leonard D. White had used criterion of efficiency in defining public administration.

Any attempt to probe efficiency-an important area of public services, is fraught with innumerable difficulties because the genere of political representative of modern Indian and even the main-mandarins are less enthusiastic towards improving efficiency of the civil services and devise, seriously implement methods of increase it.

Efficiency has been central objective of governmental reform. The reform movement in public administration had emphasised that efficiency had something to do with the effective allocation and control of government expenditures.

Efficiency and Individual Motives: Barnard defines efficiency as “satisfaction of individual motives”. He says it is personal in character. Yet, efficiency scores of all the individual administrators taken together would inform us about efficiency level of the whole group of bureaucrats or civil servants. The efficiency of an organisation is measured in the amount of resources used to produce a unit of out-put. To Herbert A. Simon “efficiency is attainment of maximum values with limited means."

Efficiency in Administration: Efficiency in an administrative system is a value, a goal or a criterion to assess the system. An efficient civil service is quintessence of any government. It lends credence: viability and plausibility to the government of the day.

It is believed that efficiency in governmental administration is hard to define. Efficiency or inefficiency, is often said when agreement or disagreement with particular values is really meant.
