Second phase of  operation samudrasetu begins evacuation process

  • Indian navy ship INS Jalashwa will sail from Colombo port in Sri Lanka today carrying around 700 Indian nationals back to Tuticorin in Tamil nadu.
  • This will be the first operation as part of operation 'SamudraSetu' from Sri Lanka to repatriate Indian citizens as part of Vande Bharat mission.
  • The ship will reach Colombo this morning and will depart by late evening. Indian high commission in Colombo is making final arrangements for the repatriation with support of Sri Lankan navy and other authorities.
  • COVID-related social distancing norms have been catered onboard and evacuees would be provided basic amenities and medical facilities during the sea-passage. 
  • Indian Navy has already repatriated 1,488 Indian nationals from Malè to Kochi during the previous phase of operations. INS Jalashwa is scheduled to bring back another 700 Indian nationals from Maldives capital of Male on Friday and preparations regarding it are also on.

Surge in aspirants for MGNREGA jobs due to reverse migration

  • As the COVID-19 induced reverse migration has brought many families to their native places in the northern districts of Karnataka, the onus is now on creating more person days under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). While there are still problems at the ground level, the reality is that not all can find jobs under the scheme.
  • The sheer magnitude of reverse migration makes it impossible for the administration to create jobs for all under a single scheme. While for a major chunk, the MGNREGS is the only help, not all are dependent on it as they are looking for other options.
  • During a reality check, it was found that some had found alternative jobs, while in some cases even graduates have turned to the MGNREGS for help. In contrast to the claim of officials, representatives of farmers organisations complained of corruption and non-cooperation at village level.
  • In Belagavi district, the officials say they are making extensive preparations to gainfully employ labourers, who have returned from big cities, through the MGNREGS. “Against an estimated 6,000 labourers who returned, we have issued 9,000 job cards in one month. We have clocked 90,000 person days per day till May 26,” said zilla panchayat chief executive officer K.V. Rajendra. 

India seeks flexibility in TRIPS agreements to ensure drug access

  • India has pitched for flexibility in global intellectual property rights (IPR) agreements, in order to ensure access to essential medicines and vaccines at affordable rates to all as the world grapples with the Covid-19 pandemic. 
  • At the virtual General Council Meeting of the World Trade Organization on Friday, New Delhi also said there was an “urgent need” to build the digital capacities of developing countries and least developed countries (LDC) so that they benefit from e-education and tele-medicine. 
  • India also flagged other priority areas such as ensuring food security and elimination of the historic asymmetries in entitlements in the Agreement on Agriculture and completion of negotiations on disciplines on fisheries subsidies with appropriate special and differential treatment for developing countries including LDCs to protect their small and subsistence fishermen. 
  • On the issue of Kazakhstan re-offering to host the Ministerial Conference in June 2021, India said the certainty of dates will “help mute criticism that the WTO has not held a Ministerial Conference at a critical time when both trade and the rules-based multilateral system have been under serious threat”. 

Violent protests continues against racism in U.S.

  • Violence has erupted in cities all over US,during protests sparked by the death in police custody of African-American George Floyd.People took it to the streets for the sixth day in a row and Curfews have been imposed in nearly 40 cities. 
  • Riot police clashed with protesters in New York, Chicago, Philadelphia and Los Angeles, firing tear gas and pepper bullets to try to disperse the crowds. Police vehicles were set on fire and shops were looted in several cities. Large-scale protests also took place in Atlanta, Boston, Miami and Oklahoma City.
  • The unrest initially began in Minneapolis in Minnesota but has now spread across the country, with reports of violence coming in from across major cities including Los Angeles, Chicago, New York, Houston, Philadelphia and Washington DC. 
  • The police fired tear gas near the White House on Sunday night to dissuade protesters who had smashed the windows of prominent buildings, overturned cars and set fires.

(c) Do you agree with the view  that the civil service in India is losing its neutral and anonymous character ? Argue your case.

Too much of protection can reduce a person to cowardice. This is what a happening to civil servants, they willingly become cowards since they do not have courage even to face a transfer or some minor inconvenience for upholding principles of good governance. Like a ‘coward who dies a thousand deaths’ they are compromising and acquiescing every time just to keep and positions safe.

The civil service is not merely the preserve of the ‘generalist’. Governance today is a complex matter. In any case, civil servants are not only responsible for maintaining law and order or collecting revenue, ‘they also head scientific and technical departments. The expansion in the duties of   the   government ,   more   so   since   the independence, makes it imperative that the civil services are manned by people with calibre. After all, the standard of administration depends on the people appointed to these very responsible posts. It might even be said that it is the duty of talented young persons to serve the country. There are several examples of civil servants who valiantly crossed seemingly in surmountable hurdles, sometimes at a great cost to their personal lives, and contributed to social development or sought to clean up the system. A few names that readily spring to mind are K.J. Alphons, Arun Bhatia, Keshav Verma, and S.R. Rao. Civil service activism is now a reality. In fact, it would not be an exaggeration to say that civil service provides possibly the best platform for activism.

Sadaf Choudhary of Amroha, Uttar Pradesh has secured an all-India rank of 23 in the UPSC Civil Services Examination of 2020. She did her schooling at Amroha. Later she cleared JEE Mains and took admission in Chemical Engineering, in NIT Jalandhar. After completing her degree, she went on to work in a US-based bank in Delhi. In 2018, she finally quit her job and moved back home to prepare for UPSC Civil Services. Her optional was Political Science and International Relations.

Sadaf’s Preparation Strategy

Sadaf used self-study as her chosen method of preparation. She now hopes to guide more aspirants to go through it.

  1. The Syllabus Is Key

The UPSC syllabus is the first step to understanding the demand of the exam. Sadaf recommends downloading a detailed analysis and module-wise divided form of the syllabus hosted by Insight IAS online. She says although each stage of the exam has overlapping portions in the syllabus, however; they also have as many exclusive sections. Understanding the need of each phase is paramount to final success. Sadaf recommends printing out the detailed syllabus and using it as an everyday guideline when studying.

  1. Choose Your Resources Wisely

Another recommendation Sadaf has is to only choose resources that cover almost all parts of a given section of the syllabus. Scouring the internet for topics is a monumental waste of time, time that a UPSC aspirant simply does not have. Instead, stick to a single source that easily explains the material and covers all bases. Sadaf had spent a considerable amount of time going through available sources before shortlisting it down to around 15 source materials which she used for her entire journey. Not every popular resource will suit everyone. Choose according to your comfort.

  1. Choose The Right Strategy

Before you go into battle, devise a plan. Without a plan, your chances of success go down drastically, while your proximity to failure increases exponentially. Knowing this, Sadaf ensure she had an ironclad strategy before jumping into preparation. She studied blogs and watched UPSC topper interviews. However, no strategy is one-size-fits-all. So Sadaf uses plans by other toppers to make her own. She recommends every aspirant should do the same.

She built a one-year plan, divided into weekly and monthly goals. She ensured that she maintained a disciplined lifestyle despite all the distractions of staying at home. She never missed a goal throughout that year and this discipline helped her clinch this win.

Remember, no one can stop you from achieving whatever you put your mind to. However, no one can make you work hard and be disciplined. This is something you have to practice and earn from within. And without tenacity and discipline, no one can achieve a target as huge as UPSC Civil Services. Sadaf Choudhary wishes you all the very best.
