Q6.(a) Budget proposals in the  Parliament/ State Legislatures fail to ensure their collective scrutiny. Identify the factors which constrain effective scrutiny of the budget proposals.

According to Article 112 of the Indian Constitution, the President of India causes to be laid before both the Houses of Parliament an annual financial statement’ con taining the statement of the estimated receipts and expenditure of the Government of India for that year. On the recommendation of the President of India, the estimates of expenditure, other than those specified for the Consolidated Fund of India, are presented to the Lok Sabha in the form of demands for grants. Under Article 113, the Lok Sabha has the power to assent to or to reject, any demand, or to assent to any demand, subject to a reduction of the amount specified. After the conclusion of the general debate on the budget, the demands for grants of various ministries are presented to the Lok Sabha. There was a time when all demands were introduced by the Finance Minister; but, now, they are formally introduced by the ministers of the concerned departments. These demands are not presented to the Rajya Sabha, though a general debate on the budget takes place there too. The demands of ministries may be voted without any discussion at all; but, in case the members are not satisfied, several methods of introducing ‘cuts’ can be adopted.

(b)  73rd and 74th Constitutional Amendment Acts aimed at making the third tier of government powerfül and effective for democratic decentralization. Critically examine the extent to which this goal has been transformed into reality.

Nitesh Jain of Bihar secured the coveted all-India rank of 22 in UPSC Civil Services Examination 2022. Earlier, he has secured AIR-219 in UPSC Civil Services Examination 2019. He is a B.Com graduate from Calcutta University and his optional for 2020 was Commerce and Accountancy.

Struggles Of Being A Rural IAS Aspirant

Nitesh is from Madhepura, Bihar. He is one of the first from his village to become a civil servant and the first about to join the administrative services. Nitesh studied in a government school in his village. He contradicts the prevalent idea that only with a fancy private school degree can one even hope to achieve something good in their later career.

However, the fact remains that being from a rural background means he did not have ready access to coaching or study materials as easily as an urban candidate would. Nitesh also explains his choice to move to Kolkata for his graduation as a strategic step needed for him to access the facilities that would allow him to prepare for civil services.

Why Civil Services?

Throughout the years, Nitesh has heard of men and women of his state, who have made great strides in joining the Indian bureaucracy and served the nation to the best of their abilities. Nitesh wanted to follow in their footsteps. When he started his preparation, he got to know more and more people who have achieved this goal despite many hardships and he started believing that he can do it too. However, the main source of his motivation has always been to be able to reach a position from where he can influence real change and provide quality education to all children, urban and rural alike.

Nitesh Shares His Strategy 

Nitesh started with printing the UPSC Syllabus. He then sat down and divided it up into small modules. He then picked out the most recommended books for each of those modules. He started with NCERT Books and then moved on to the general booklist. His source for current affairs has been the daily newspaper readings. He also used monthly current affairs compilation magazines to revise.

Nitesh’s optional was Commerce and Accountancy. Since his graduation was in Commerce, he chose to self-study for his optional. The second paper for this is management, which Nitesh prepared by picking up some basic books on the subject.

He followed up his preparation by writing tests. He maintains that answer writing plays a very big role in securing your rank. He ensured he kept it up even under pressure.

Message for UPSC Aspirants

Nitesh recommends keeping your booklist short and planning for multiple revisions. You do not have to study for 10-12 hours. Study 5 or 6 hours if that suits you, but ensure you do that with complete concentration and no distractions. Read the syllabus thoroughly and stick to the topics. Do not get flustered and give it your best.

On the basis of the result of the written part of the Engineering Services (Preliminary) Examination, 2022 held by the Union Public Service Commission  (U.P.S.C.) on 20th February, 2022  the  candidates  with  the  under  mentioned  Roll  Numbers  have  qualified  for  the Engineering Services (Main) Examination, 2022.

2.  The  candidature  of  these  candidates  is  purely  provisional  at  all  the  stages  of  the Examination  subject  to  satisfying  the  prescribed  eligibility  conditions.  The  candidates declared  qualified  are  required  to  appear  at  the  Engineering  Services  (Main)  Examination, 2022  to be held on 26th  June, 2022. The qualified candidates are  further advised  to  refer  to the Rules  of  the Engineering Services Examination,  2022 issued by  the Ministry  of Railways and the Examination Notice No.01/2022‐ENGG. dated 22.09.2021 issued by the Commission, which is available on its Website. The candidates may download their e‐Admit Cards from the Commission’s  Website  around  3  weeks  before  the  commencement  of  the  Engineering Services  (Main)  Examination,  2022.  Candidates  are  also  informed  that  marks  and  cut‐off marks  of  the Engineering  Services  (Preliminary) Examination,  2022 will  be  uploaded  on  the Commission’s  website  i.e.,  https://upsc.gov.in  after  the  entire  process  of  the  Engineering Services Examination, 2022 is over i.e. after the declaration of final result of the Engineering Services  Examination,  2022.  No  request  for  change  of  centre/discipline  for  Engineering Services (Main) Examination, 2022 will be entertained under any circumstances.

5.2 The offer of appointment to the candidates, whose results have been kept provisional will not be issued till the Commission verifies the original documents (awaited from such candidates) and clears their provisional status. The provisionality of these candidates will remain valid only for a period of three months [i.e. upto 27/06/2022] from the date of declaration of final result. Such provisional candidates will have to submit their original documents to the Commission only. If any candidate fails to submit the requisite documents, as required by the Commission, within the above prescribed period, his/her candidature will be cancelled and no further correspondence will be entertained in this regard. 

6. In accordance with Rule 13 (iv) & (v) of the Engineering Services Examination Rules 2021, the Commission is maintaining a consolidated Reserve List of candidates for each discipline as under:

7. Union Public Service Commission has a ‘Facilitation Counter’ near Examination Hall Building in its Campus. Candidates may obtain any information/clarification regarding their Examination/recruitments on working days between 10:00 A.M. and 05:00 P.M. in person or over Telephone Nos. 011-23385271 and 011-23381125 from this Counter. The result will also be available on the UPSC Website i.e. www.upsc.gov.in. The mark sheet shall be made available on the website within fifteen days from the date of declaration of result.

Q4.(a) As a constitutionally mandated body the Finance Commission stands at the centre of fiscal federalism. Evaluate the role of Finance Commission in ensuring just and equitable resource sharing among the states and the union.

To assess the role of the Commission in determining the financial relationship between the Centre and the States, certain facts have to be borne in mind. In the first place, it should be noted that the distribution of financial resources under the Constitution is loaded in favour of the Centre. Its sources of revenue are elastic like income tax, corporation tax, customs duties, excise duties, etc. Secondly, the Centre has the authority to create money by printing notes. Thirdly, it can raise loans both in the country and abroad without any limits. On the contrary, the revenue resources of the states are inelastic; the only elastic source for them is the sales tax. Secondly, most of the developmental functions like education, irrigation, agriculture, health and family planning, cooperation and similar others are entrusted under the Constitution to the states. Thirdly, the state governments have to provide money for local bodies, both rural and urban. Naturally, therefore, the states are in perpetual  defi ci t.  In  this  connect io n  the inefficiency, the incompetence and the profligacy of the state governments in handling their finances has to be taken into account. It has to be admitted that, by and large, the State Governments, have failed to husband their financial resources wisely. The framers of our Constitution were aware of these facts and did provide for liberal transfer of financial resources from the centre to the state. The formation of the Finance Commission was thus thought necessary for main training the financial balance between the Centre and the States. It is also necessary to bear in mind the need for maintaining a regional balance between the backward areas and the forward areas. The Centre’s responsibilities thus are overriding. The Finance Commission is, thus, an instrument to correct these imbalances. Undoubtedly, the Commission plays a very important role in the matter.

(b) Recent market approaches to public services present serious challenges to traditional and state-sponsored public service values. Evaluate the statement in the context of Indian administration.

In a rare passing of events, two sisters have cleared the coveted Union Public Service Commission’s Civil Service Examination in the same year. We are speaking of all-India rank 3 holder Ankita Jain and her sister all-India rank 22 Vaishali Jain. The Jain sisters have made their parents proud.

Vaishali’s Journey

A gold medallist in both her B.Tech and M.Tech, Vaishali has done her graduation from Delhi Technological University and her post-graduation in MTech from IIT Delhi. Having been a very bright student who never had to cope with failure in her entire academic career, Vaishali was heartbroken when she could not clear her first UPSC CSE attempt in 2019. But she quickly recovered with the help of her family and concentrated on her next attempt, achieving the ultimate success.

Vaishali’s Tips To Cracking UPSC CSE

  1. A Happy Mind Is Key

A mind that is under constant pressure, unable to see a positive outcome, and overall congested with thoughts cannot help you study and retain information. Positive outlook and being surrounded by people who help you see the best of a situation while keeping you grounded in reality is necessary when undertaking a journey as arduous as the civil service examination.

A few things that can help in achieving this, that Vaishali believes helped her tremendously, spending quality time with your family. Vaishali mostly isolated herself from active social life, as is necessary for an exam with a massive workload such as UPSC CSE. However, she ensured she had access to regular and quality family time. Every day, she would have a meal with her family or join them for tea. This helped her keep up her spirits. She also practiced yoga to help her stay calm and feel good.

  1. Time Management Is Everything

Every subject in UPSC CSE needs a certain dedication and commitment. Deciding on time comment for each of them based on what your strengths are and how vast the UPSC Syllabus is necessary in order to complete the whole syllabus in time. Breaking down your daily time commitment into manageable sections is how you ensure efficient preparation. Vaishali allotted 11-12 hours for her daily study routine. She chose to commit a higher number of hours so that she could easily commit at least 9 hours each day, even when she was having a bad day.

  1. Set Targets

We all have the same end goal – cracking UPSC Civil Services Exam. However, no one can carry such a heavy burden without breaking it down into smaller chunks. For UPSC, those smaller chunks are sections of the syllabus. Pick a subject, study it, take tests and understand your strength and weakness, and modify upcoming targets accordingly.

  1. Solving Previous Years’ Questions

Solving UPSC Previous Years’ Questions will help you understand what UPSC wants from you like nothing else. Use it to create your roadmap and targets.

Q3.(a) Recruitment is the cornerstone of the whole public personnel structure and it revolves around the problem of attracting the best. Discuss the essential elements of a good recruitment system.

(b) Traditionally structured administrative systems have outlived their utility. Discuss as how administrative reforms can revamp, restructure and redesign the existing governmental structure to meet the new challenges faced by the Indian administrative set-up.

A policy by itself cannot solve problems: it has to be implemented and the implementation strategy requires to be meticulously planned which demands efficiency to implement a reform and what is more, institutionalize it. Mere acceptance of a report is not enough. As functionaries are accustomed to the older order of things there is always a risk of their reverting to past practices unless strong efforts are made to institutionalize reforms .Administrative reform must not be taken as a routine job: the ringing in of a new order requires extra effort and drive.

A strong minister must be put in charge of the reform agency: this is part of the larger requirement of an assured political stability in the country. A systemic reform necessarily confronts numerous problems strewn all over its path including its follow-up stages. All this demands high-quality leadership. Nor must one expect miraculous change in public administration immediately after the administrative reform has been implemented fully. Reform is a slow, complex exercise and quick results cannot be expected. Monitoring, reporting and evaluating de them hard mechanisms too require to be developed.

The distressing fact is that India’s implementation record has been dismal poor. Administrative growth confronts definite limits which’ a reformer may ignore at his own peril. It has never been contended that administrative reform in India has no future. In short, administrative reform is a slow meandering process, requiring enormous patience and tact. It rarely succeeds as expected and usually fails through faulty implementation’. No proposal for reform is likely to be effective if there is no significant change in mindset of the bureaucracy. An attitudinal and behavioural revolution must animate India’s bureaucracy frozen as it is in the antiquated mould of colonial culture. The new slogan should be service with smile, not after a mile! India’s foremost need, today, is to repair and reconstruct the country’s public administration even though the country shows a proneness to set up a committee on administrative reform at the slightest provocation. A serious approach to administrative reform must follow a system path. Public administration of the land has become too unwieldy picking up a lot of non-essential work, resulting in blatant oversizing.

(c) The government policy of large scale privatization of the key sectors of economy may affect India's economic health. Comment.
