It was very tough to achieve place in Civil Services was a past story, but now students from rural background proved it wrong, says Dr. DP Agarwal, Chairman Union Public Service Commission (UPSC). He was in city to address a seminar on Inclusive Growth and Social Tensions held at Andhra University.

He appreciated the education system in Andhra Pradesh and congratulated the academic criteria which is now in action. At early stage, the system of examination in UPSC was tough for which students from rural background and common coaching centers were not in a stage to think about it.

Assam Govt. Raised financial assistance to Rs 75,000 for UPSC Prelims Qualifiers

Dispur has hiked the scholarship amount by Rs 25,000 for those who clear the preliminary examination of the civil service examination conducted by the Union Public Service Commission (UPSC).

The move aims at creating more IAS, IPS and other allied service officers from the state. Students, who clear the civil services (preliminary) examination will receive a one-time financial assistance of Rs 75,000, up from Rs 50,000.

Sources in Dispur said the move has given a much needed morale boost to the candidates from the state for whom the UPSC civil service examination was earlier a distant dream.

1). The University Grants Commission announces holding of the National Eligibility Test (NET) on 26th December, 2010 (Sunday) for determining the eligibility of Indian nationals for the Award of Junior Research Fellowship (JRF) and Eligibility for Lectureship in Indian universities and colleges. UGC will conduct NET in 77 (seventy seven) subjects (listed under item no. 9) at 70 (Seventy, including four new centres) selected University Centres (listed under Item no. 10) spread across the country.

The result of the UGC-NET held on 27th June, 2010 and the one to be held on 26th December, 2010 will be made available on the UGC website: www.ugc.ac.in and shall also be published in the Employment News as and when it is declared. The candidates will not be individually intimated about their result. The candidates who qualify for the award of Junior Research Fellowship are eligible to pursue research in the subject of their post-graduation or in a related subject and are also eligible for lectureship. The universities, institutions, IITs and other national organizations may select the JRF awardees for whole time research work in accordance with the procedure prescribed by them. The award of JRF will depend on the performance of the candidate in all three papers of NET. However, the candidates qualifying exclusively for lectureship will not be considered for award of JRF. Candidates appearing in NET should clearly specify in the prescribed Application Form whether they are applying for both JRF & eligibility for Lectureship OR only for eligibility for Lectureship.

Candidates who qualify the Test for eligibility for Lectureship will be governed by the rules and regulations for recruitment of lecturers of the concerned universities/colleges/state governments, as the case may be.
Scheduled Caste (SC)/Scheduled Tribe (ST)/Visually Handicapped (VH)/Physically Handicapped (PH) / Other Backward Classes (OBC) (Non-creamy layer), as per the central list of Other Backward Classes available on National Commission for Backward Classes (NCBC), Government of India website : www.ncbc.nic.in, candidates will be given such special concessions as may be decided by the Commission.

JUNIOR RESEARCH FELLOWSHIP :

Candidates qualifying for the award of Junior Research Fellowship will be eligible to receive fellowship of UGC under various schemes, subject to finding their placement in universities/IITs/institutions. The validity period of the offer is two years w.e.f. the date of issue of JRF Award Letter. However, in case the candidates who already have joined M.Phil/Ph.D., the date of commencement of fellowship shall be from the date of declaration of NET result or date of their joining, whichever is later.

CONDITIONS OF ELIGIBILITY:

i)  Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Physically Handicapped (PH)/Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination are eligible for this Test.

ii)  Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Lectureship eligibility only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% marks in case of SC/ST/PH/VH category candidates). Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.

iii)  The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET.

iv)  Candidates are advised to appear in the subject of their post-graduation only. The candidates whose post-graduation subject is not covered in the list of subjects in item No. 9, may appear in a related subject.

v)  Candidates seeking concession in fee are required to submit attested copy of their OBC(Non-creamy layer)/SC/ST/PH/VH certificate along with online printout of their Application Forms (obtained while applying on-line). Other candidates are not required to submit any certificates/documents in support of their eligibility alongwith printout of their Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the Commission at any stage, their candidature will be cancelled and they shall be liable for legal action.

Economy to grow at 8.5 per cent in 2010-11 and 9.0 % in 2011-12
 ►Agriculture grew at 0.2% in 2009-10. Projected to grow at 4.5% in 2010-11 and 4.0% in 2011-12.
 ► Industry grew at 9.3% in 2009-10. Projected to grow at 9.7% in 2010-11 and 10.3 % in 2011-12.
 ►Services grew at 8.5% in 2009-10. Projected to grow at 8.9% in 2010-11 and 9.8% in 2011-12.

Slow recovery in global economic and financial situation

Rising domestic Savings and Investment chief engines of growth
 ► Investment rate is expected to be 37% in 2010-11 and 38.4% in 2011-12.
 ►Domestic savings rate is expected to be over 34% in 2010-11 and close to 36% in 2011-12.

Current Account deficit estimated at 2.7% of GDP in 2010-11 and 2.9% of GDP in 2011-12
 ► Merchandise trade deficit projected to be $ 137.8 billion or 9% of the GDP in 2010-11 and $160 billion or 9.3% of GDP in 2011-12.
 ► Invisibles trade surplus projected to be $ 96 billion or 6.3% of the GDP in 2010-11 and $109.7 billion or 6.4% in 2011-12.

Capital Flows can be readily absorbed by financing needs of the high growth of the Indian Economy.
 ► Against the level of $53.6 billion in 2009-10, the capital inflows projected to be $ 73 billion for 2010-11 and $91 billion for 2011-12.
 ► Accretion to reserves was $13.4 billion in 2009-10. Projected to be $30.9 billion in 2010-11 and $39.8 billion in 2011-12.

Inflation rate projected at 6.5 % by March 2011 due to expected normal monsoon combined with the base effect.

Exit from the expansionary fiscal policy not only feasible but also necessary
High buoyancy in direct and indirect tax collections. Telecom auctions and decontrol of the petroleum products prices to provide additional cushion.
Fiscal deficit outturn may be lower than the budgeted consolidated fiscal deficit of 8.4% of GDP for 2010-11.
Revenue Deficit as a ratio of GDP expected to decline from 6.3% in 2009-10 to 4.6% in 2010-11.
Operationalization of Goods and Services Tax (GST) should be a priority.
Budgeted level of Fiscal Deficit and Revenue Deficit still beyond comfort zone.
Need to rationalize the food and fertilizer subsidies.

To sustain a growth rate of 9.0 per cent, focus is required on:

"Last year, the UPSC had introduced an online system on an experimental basis. As a result of the massive response, it will be regular future. We hope it will bring major relief for applicants,'' a senior official said. Lakhs of students appear for more than a dozen exams being conducted by the UPSC. The most important is the UPSC civil services examination.

  • Administration & Logistics: the candidates should be a graduate with atleast 60% marks or can be a Post Graduate with atleast 50% marks in Science /Commerce / Arts /Management / Engineering or LLB.
  • Meteorology: the candidates should be a PostGraduate in Science / Geography /MCA and should have secured atleast 50% marks. Should have passed Mathematics and Physics at Graduation level.

The minimum height for male candidates should be 157.5cms and that for female candidates should be 152cms.

The centres and the dates of holding the examination as mentioned above are liable to be changed at the discretion of the Commission. While every effort will be made to allot the candidates to the centres of their choice for examination, the Commission may, at their discretion allot a different centre to a candidate, when circumstances so warrant. Candidates admitted to the examination will be informed of the time table and place or places of examination.

Candidates should note that no request for change of centre will normally be granted. When a candidate, however, desires a change in centre from the one he had indicated in his application form for the Examination, he must send a letter addressed to the Controller of Examination, Union Public Service Commission, giving full justification as to why he desires a change in centre. Such requests will be considered on merits but requests received after the 10th November, 2010 will not be entertained under any circum-stances.

Note: (i)8 (Eight) vacancies of Assistant Divisional Medical Officer in the Railways are reserved for Physically Challenged candidates, belonging to Locomotor Disability or Cevebral Palsy having functional classification OL, OA, BL. The category and Functional classification not yet finalised.

(ii)1 (0ne) vacancy of Assistant Medical Officer in Indian Ordnance Factories Health Service is reserved for Physically challenged candidates belonging to Locomotor Disability having Functional Classification OA, OL.

(iii)3 (Three) vacancies of Junior Scale Posts in Central Health Services are reserved for Physically Challenged candidates belonging to Locomotor Disability having functional classification OL, OA or BL.

The number of vacancies is liable to alteration.

Reservation will be made for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Physically Disabled Categories in respect of vacancies as may be fixed by the Government.

(b) A candidate may apply for admission to the examination in respect of any one or more of the services/posts mentioned in para 2 (a) above. Candidates will be required to indicate preferences for services/posts at the appropriate time. If a candidate wishes to be admitted for more than one service/post he need send in only one application. He will be required to pay the fee mentioned in para 4 below once only and will not be required to pay separate fee for each of the services/posts for which he applies.
