SERVICE ALLOCATION TO CANDIDATES RECOMMENDED BY UPSC BASED ON THE CIVIL SERVICES EXAMINATION-2013

Service allocation to the recommended candidates by the Union Public Service Commission (UPSC) on the basis of Civil Services Examination (CSE), 2013 to IAS, IFS, IPS and Central Group ‘A’ and Group ‘B’ Services has been made and uploaded by the Department of Personnel and  Training (DoPT), Government of India in its website on 14.08.2014. Service allocation to the candidates is done after taking into consideration
the rank obtained, preference of service indicated, status of medical fitness (I.e. fit for all services, ‘fit’ for only technical/non-technical services,  temporarily unfit or ‘unfit’ for all services etc), category of the candidate (i.e. Un-Reserved (UR)/Scheduled Caste(SC)/Scheduled Tribe(ST)/Other Backward class(OBC)/Physically Handicapped(PH)), vacancy available in a  particular service at his/her turn, meeting of Physical Requirement (PR) and Functional Classification (FC) criteria by the PH category candidates etc.

The General Merit (GM) candidates who have qualified without availing of  any relaxation admissible to their respective categories (OBC, SC & ST) are first considered for allocation for service against the unreserved vacancy (UR). But in case they get service of their higher preference they are allocated such service in their own category. Allocation to candidates under OBC category against vacancy reserved is done only after satisfying the fact that the candidate falls in the non-creamy layer segment. First,  service allocation to Physically Handicapped (PH) candidates is done  against the vacancy available in the relevant sub-category (i.e. Visually Impaired (VI)/Hearing Impaired (HI)/ Locomotor Disability and Cerebral  Palsy (LDCP)) as per their rank, findings of medical board, meeting PR&FC requirements, at their turn. Thereafter, service allocation to rest of the candidates other than PH category is finalized. UPSC has recommended names of 1122 candidates who had successfully cleared the CSE 2013. Service allocation has been done in respect of 981 candidates. Out of 981candidates allocated to various services, allocation to some of the candidates has been kept provisional because they have a  chance for up-gradation to a better service as per their preference due to non-receipt of medical status or lack of confirmation of creamy layer status in respect of candidates above them in rank. After such medical reports and  OBC status are finalized, provisional allocation may be confirmed with or
without up-gradation.

Great expectations from Modi’s Japan trip

  • India has “great expectations” from Prime Minister Narendra Modi’s five-day visit to Japan, his first bilateral trip outside the subcontinent

  • Underlining the importance of the East Asian region, Mr. Modi’s visit to Japan will be followed by a Vietnam trip by President Pranab Mukherjee in September.

  • External Affairs Minister Sushma Swaraj just concluded a visit to Vietnam.

  • Top business leaders, including Mukesh Ambani, Gautam Adani and Kumar Mangalam Birla, will travel separately to Japan in visits timed to coincide with high-level business interactions Mr. Modi will initiate with his Japanese counterpart, Shinzo Abe.

1,400 children were sexually assaulted in U.K. town: report

  • The report, ‘An Independent Inquiry into Child Sexual Exploitation in Rotherham,’ was commissioned by the Rotherham Borough Council.

  • Presented by its lead author Alexis Jay on August 26, the report puts the numbers of child victims of predatory gangs of sexual offenders at 1400, “on a conservative estimate,” over the period of the inquiry’s brief, from 1997 to 2013.

  • It paints a picture of a dysfunctional local administration in which the channels of communication between the police, child protection coordinators, and elected Councillors had broken down, resulting in a collective failure to take action on what at least three previous inquiries, in 2002, 2003, and 2006 had established.

Candidates who have been allocated service to the IAS, IFS, IPS, and Central Services, Group-'A', on the basis of CSE, 2013 may note that they have to report for the mandatory Foundation Course from 1st September, 2014 to institutes to be indicated to them. They would shortly receive letters  to that effect from DoPT. The same letter could also be accessed in the DOPT's website through the web authentication code provided to the candidates after 20th August, 2014. Odisha Civil Service prelims exam results scrapped

  • Just a day after the Orissa High Court ordered the State Administrative Tribunal (SAT) to dispose of an application pertaining to Odisha Civil Service (Preliminary) Examination-2011, the Tribunal scrapped the results of the preliminary examination published in June.

  • Disposing of the application filed by Priyambada Das of Rourkela, the acting chairman of the Tribunal S. N. Das quashed the results and directed the Odisha Public Service Commission (OPSC) to publish afresh results within two months after awarding pro rata grace marks to students wherever required.

  • With this direction from the SAT, the OPSC is now in a quandary and there is confusion among students about the Main examinations, which were scheduled to begin on September 6.

  • OPSC sources said they would soon take a stand after examining the SAT judgment.

Insurance Bill may be cleared by year-end

  • Union Finance Minister Arun Jaitley has expressed hope that Parliament will pass the Insurance Bill for raising the foreign direct investment (FDI) limit to 49 per cent by the end of this year, the first major economic reform proposed by the Narendra Modi Government.

  • The UPA Government had originally proposed raising the FDI cap back in 2008 when it introduced the Insurance Laws (Amendment) Bill. However, opposition from political parties, including the BJP, did not allow the Bill to be taken up in the Rajya Sabha.

  • The Modi Government introduced a fresh Insurance Laws (Amendment) Bill in Parliament earlier this month. It proposes a rider that management control rests in the hands of an Indian promoter alongside the eased FDI cap.

  • After the introduction of the Bill, the government moved 97 amendments because of which it could not be passed.

Report blames BJP MP for Saharanpur riots

  • The Meerut Commissioner in his report on last month’s riots in Saharanpur has reportedly blamed the local BJP MP, Raghav Lakhanpal, for fanning tensions, besides accusing district authorities of not controlling the rioting mob.

  • The report of Meerut Commissioner Bhupendra Singh is almost identical to the findings of a Committee set up Chief Minister Akhilesh Yadav and headed by senior Minister Shivpal Singh Yadav that had come down heavily on the local MP and BJP workers for their role in the riots that left three dead and gutted hundreds of shops.

Coal block allocations since 1993 illegal: SC

  • The Supreme Court pulled up the Centre on coal block allocations and declared all 218 allocations made from 1993 to 2011 illegal and arbitrary.

  • A Bench of Chief Justice R.M. Lodha and Justices Madan B. Lokur and Kurian Joseph said the entire allocation of coal blocks as recommended by the Screening Committee from July 14, 1993, in 36 meetings and the allocation made through the government dispensation route suffered from the vice of arbitrariness and legal flaws.

  • In February 2012, the court ordered the cancellation of spectrum allocations and directed fresh auction.

  • The Bench said the consequences of declaring the allocations illegal would be considered on September 1 taking into account the investments made by companies for various projects and the procedure to be adopted for cancellation.
