INSTRUCTIONS TO CANDIDATES:

1. The Main Examination in the scheme of the Civil Services Examination, 2015 for the services and posts mentioned in preamble to the Rules will be held from 18th December, 2015. The detailed Time Table of Examination will be made available along with the e-Admit Card

2. The Main Examination will be held at following Centres:— Ahmedabad, Aizawl, Allahabad, Bangaluru, Bhopal, Chandigarh, Chennai, Cuttack, Dehradun Delhi, Dispur (Guwahati), Hyderabad, Jaipur, Jammu, Kolkata, Lucknow, Mumbai, Patna, Raipur, Ranchi, Shillong, Shimla and Thiruvananthapuram.

In the interest of coordinated and secured logistics, the Commission may not operate Centres where the number of candidates is very low. In such cases, the Commission may allot nearest Centres to the candidates. The decision of the Commission in this regard will be final and no further correspondence will be entertained from candidates.

3. The Centres and the dates of holding the Main Examination as mentioned above are liable to be changed at the discretion of the Commission. While every effort will be made to allot the candidate to the Centre of his choice, the Commission may, at their discretion allot a different Centre or a new Centre that may be opened when circumstances so warrant.

4. (i) Candidate seeking admission to the Civil Services (Main) Examination must apply to Under Secretary (CSM), Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-l10069 in the prescribed application form after duly filling in information Online and thereafter, further submit the printed copy of the Online application to the Commission. No deviation in online application and printed copy to be submitted will be allowed under any circumstances.

(ii) Candidates are also advised that the hard copy of the DAF to be submitted by them should be printed on single/one sided page.

(iii) The printout of the complete application form must reach the Under Secretary (CSM), Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi- ll0069 on or before Friday, 20th November, 2015, 5:00 P.M.

Application can also be delivered at Union Public Service Commission counter by hand. The Commission will not be responsible for the application delivered to any other functionary of the Commission.

FEE :

Candidates applying (excepting Female/SC/ST/PH candidates who are exempted from payment of fee) for Civil Services (Main) Examination are required to pay a fee of Rs.200/- (Rupees Two Hundred only) either by depositing the money in any Branch of SBI by cash, or by using Net Banking facility of SBI/State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala/ State Bank of Travancore or by using Visa/Master Credit/Debit card.

Applicants who opt for "Pay by Cash" mode should print the system generated Pay-in-slip during filling of payment mode of Detailed Application Form and deposit the fee at the counter of SBI Branch on the next working day only. "Pay by Cash" mode will be deactivated at 23.59 hours of 12th November,2015 i.e. one day before the closing date; however applicants who have generated their Pay-in-Slip before it is deactivated may pay at the counter of SBI Branch during banking hours on the closing date. Such applicants who are unable to pay by cash on the closing date i.e. during banking hours at SBI Branch, for reasons, whatsoever, even if holding valid pay-in-slip will have no other offline option but to opt for available Online Debit/Credit Card or Internet Banking payment mode on the closing date i.e. till 23.59 hours of 13th November.2015.

In 1954, as a wide-eyed 17-year old university student (in those pre-Class XII days), I trudged up and down New Delhi streets, camera in hand, looking for that decisive moment, to capture the right image. The Holy Grail for a novice photographer was acceptance by The Statesman for its then iconic Monday column, 'New Delhi Notebook', and my photo that made it (probably in 1956) was taken on Shah Jahan Road, of a solitary tonga, ambling under a tree canopy, early on a mist-draped winter morning. That road is home to Dholpur House, the seat of the Union Public Service Commission (UPSC), the mecca for my ilk; many of us dreamt of the Foreign or Administrative Service as the pinnacle of our ambition.

1. On the basis of the results of the written part of the CAPF (ACs) Examination, 2015 held by UPSC on 12th July, 2015, the candidates with the under-mentioned Roll Numbers have qualified for Physical Standards Test/ Physical Efficiency Test and Medical Standards Test. The candidature of all the candidates whose Roll Numbers are shown in the list is Provisional, subject to their being found eligible in all respects. The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community etc. at the time of the Personality Test. They are, therefore, advised to keep the said prescribed certificates ready.

2. The Border Security Force (Nodal Authority nominated by Ministry of Home Affairs) will intimate to the candidates about the date, time & venue of the Physical Standards Test/ Physical Efficiency Test (PET) & Medical Standards Test, to be conducted by them. In case, any candidate does not receive the call letter for Physical Standards Test/ Physical Efficiency Test (PET) & Medical Standards Test (MST) by the 5th November 2015, he/she may contact the Border Security Force on Telephone No. 011-24364851-55 Extension 2606/2615, FAX No. 011-24368233 & e-mail ID hdclkrectt@bsf.nic.in and U.P.S.C. through letter or FAX immediately, to facilitate delivery of communications to them promptly.

3. The candidates who have been declared qualified in the written examination are required to get themselves registered and fill up the Detailed Application Form on-line through the Commission’s Website http://www.upsc.gov.in. Online Detailed Application Form will be available on the Commission’s website from 19.10.2015 to 09.11.2015. A hard copy of the On-line filled Detailed Application Form, along-with relevant documents like proof of date of birth, educational qualification, caste, Civilian Central Govt. Service employee, resident of J&K etc. is to be submitted by the candidates to the BSF authorities at the time of conduct of their PST/PET/MST who, in turn, would forward to the Commission, applications, along-with supporting documents & certificates, of those candidates who have either been declared medically fit or their appeal for Review Medical Test have been accepted by the Appellate Authority in the BSF.

Carelessness cost India the second T20 against Zimbabwe

  • Zimbabwe had never won a T20 International at Harare before 19 July. They had lost nine out of nine. They had also never beaten India in a T20I.
  • Both streaks came to a screeching halt at the end of 40 overs on Sunday as Zimbabwe celebrated a famous win. They had learned from their mistakes, while India hadn’t.
  • It was poor running, irresponsible batting and undisciplined bowling that undid India.
  • It started off with the pace bowlers bowling too short and then too wide. The Zimbabwe batsmen were ready to take on the short stuff but bowlers refused to adjust. Nearly 43 percent of the balls India bowled were short of a good length.
  • It took some brilliant death bowling from Bhuvneshwar Kumar to restrict Zimbabwe to 145 for 7 as India conceded just 33 runs from the last five overs, while taking four wickets.

Sangram Singh wins WWP Commonwealth Championship

  • Indian wrestler Sangram Singh made the country proud by defeating Canada’s Joe Legend to win the WWP Commonwealth Championship at Nelson Mandela Bay Stadium in South Africa.
  • This was sangram singh’s first professional fight after a hiatus of three years and he signed a death contract for this fight

Genes help fish cope with warming oceans

  • In a first, the genetic mystery of why some fish are able to adjust to warming oceans has been unlocked.
  • Higher levels of certain stress and immune genes help fish cope with warming temperature in water over the years, the findings showed.
  • Researchers examined how the fish’s genes responded after several generations living at higher temperatures predicted under climate change.
  • Using cutting-edge molecular methods the research team identified 53 key genes that are involved in long-term, multi-generational acclimation to higher temperatures.
  • The findings appeared in the journal Nature Climate Change.
  • The project involved rearing coral reef fish at different temperatures for more than four years, and then testing their metabolic performance

New Technique Can Reveal Age of Moon Rocks

  • Researchers are developing instruments and methods for measuring the age of rocks encountered during space missions to the Moon and planets.

  • Many of the techniques used to date rocks on Earth are not practical in spaceflight, but a technique called laser ablation resonance ionisation mass spectrometry can avoid the need for sophisticated sample preparation.

  • A team led by Dr F Scott Anderson from Southwest Research Institute, Boulder, Colorado, US, has now demonstrated that this technique can successfully date an Earth rock - the Duluth Gabbro - that is analogous to the rocks that cover one-third of the lunar nearside.

  • Their results imply that events from Solar System history that are recorded on much of the visible face of the Moon can one day be dated directly by instruments aboard a lunar lander.

  • Dating the Duluth Gabbro was approximately 30 times more analytically challenging than our previous experiment, dating the Martian meteorite Zagami, noted co-author Dr Jonathan Levine from the Department of Physics and Astronomy, Colgate University, Hamilton, New York.

9. A Public Information Officer has received an application under RTI Act. Having gathered the information, the PIO discovers that the information pertains to some of the decisions taken by him, which were found to be not altogether right. There were other employees also who were party to these decisions. Disclosure of the information is likely to lead to disciplinary action with possibility of punishment against him as well as some of his colleagues. Non-disclosure or part disclosure or camouflaged disclosure of information will result into lesser punishment or no punishment.

10. You are working as an Executive Engineer in the construction cell of a Municipal Corporation and are presently in-charge of the construction of a flyover. There are two Junior Engineers under you who have the responsibility of day-to-day inspection of the site and are reporting to you, while you are finally reporting to the Chief Engineer who heads the cell. While the construction is heading towards completion, the Junior Engineer have been regularly reporting that all construction is taking place as per design specifications. However, in one of your surprise inspections, you have noticed some serious deviations and lacunar which, in your opinion, are likely to affect the safety of the flyover. Rectification of these lacunae at this stage would require a substantial amount of demolition and rework which will cause a tangible loss to the contractor and will also delay completion. There is a lot of public pressure on the Corporation to get this construction completed because of heavy traffic congestion in the area.

When you brought this matter to the notice of the Chief Engineer, he advised you that in his opinion it is not a very serious lapse and may be ignored. He advised for further expediting the project for completion in time. However, you are convinced that this was a serious matter which might affect public safety and should not be left unaddressed. What will you do in such a situation?
